बिहार में कम बारिश से सुखाड़ की आशंका, मुख्यमंत्री वोले-किसानों को दें हरसंभव सहायता

पटना । मुख्यमंत्री नीतीश कुमार ने एक अणे मार्ग स्थित ‘संकल्प’ में शुक्रवार को अल्प वर्षापात से उत्पन्न स्थिति की समीक्षा की और किसानों को हरसंभव सहायता उपलब्ध कराने का निर्देश अधिकारियों को दिया। बैठक में मुख्यमंत्री को भारत मौसम विज्ञान के प्रतिनिधि ने राज्य में वर्षापात की स्थिति की जानकारी देते हुए बताया कि इस वर्ष जून में 85 मिलीमीटर वर्षापात दर्ज की गई है, जो सामान्य वर्षापात 163.3 मिलीमीटर से 48 प्रतिशत कम है। एक जुलाई से 21 जुलाई की अवधि में 152.30 मिलीमीटर वर्षापात दर्ज की गई जो इस अवधि के लिए निर्धारित सामान्य वर्षापात 242.4 मिलीमीटर से 47 प्रतिशत कम है। एक जून से 21 जुलाई तक की अवधि में 238.3 मिलीमीटर वर्षापात दर्ज किया गया जो सामान्य वर्षापात 405.7 मिलीमीटर से 41 प्रतिशत कम है। उन्होंने बताया कि 21 जुलाई से 27 जुलाई के बीच हल्की बारिश की संभावना है।
बैठक में आपदा प्रबंधन विभाग के अपर मुख्य सचिव प्रत्यय अमृत ने प्रस्तुतीकरण के माध्यम से जानकारी दी कि अब तक चार जिले- बक्सर, किशनगंज, भागलपुर और अररिया में सामान्य बारिश हुई है, जबकि 26 जिले- सिवान, सुपौल, रोहतास, अरवल, कटिहार, भोजपुर, औरंगाबाद, बांका, लखीसराय, भभुआ, मधुबनी, गया, जमुई, दरभंगा, शेखपुरा, वैशाली, मधेपुरा, पूर्णिया, नवादा, जहानाबाद, खगड़िया, मुंगेर, पटना, नालंदा, गोपालगंज एवं मुजफ्फरपुर में सामान्य से कम वर्षा ( -20 से
-59 प्रतिषत तक विचलन) हुई है। राज्य के आठ जिले- समस्तीपुर, सहरसा, सारण, बेगूसराय, पश्चिम चंपारण, पूर्वी चंपारण, शिवहर एवं सीतामढ़ी में अल्प वर्षापात ( -60 से-99 प्रतिषत तक विचलन) की स्थिति रही है। उन्होंने जिलावार वर्षापात के विचलन की स्थिति, धान के बिचड़े का आच्छादन, धान की रोपनी और मक्के की बुआई की स्थिति की जानकारी दी। बैठक में मुख्यमंत्री ने निर्देश दिया कि किसानों को हर संभव सहायता उपलब्ध कराएं ताकि उन्हें कृषि कार्य में सहूलियत हो। संसाधनों की कमी नहीं होने दी जाएगी। राज्य के खजाने पर पहला अधिकार आपदा पीड़ितों का है। राज्य के 75 प्रतिशत लोगों की आजीविका का आधार कृषि है। मुख्यमंत्री ने निर्देश दिया कि कृषि कार्य के लिए किसानों को डीजल अनुदान उपलब्ध कराएं। साथ ही कृषि कार्य के लिए 12 घंटे विद्युत आपूर्ति सुनिश्चित कराएं। जल संसाधन विभाग नहरों के अंतिम छोर तक कृषि कार्य के लिए पानी पहुंचाना सुनिश्चित करे और लगातार इसकी मॉनीटरिंग करे। उन्होंने कहा कि मुख्य सचिव की अध्यक्षता में क्राइसिस मैनेजमेंट ग्रुप की हर सप्ताह होनेवाली बैठक नियमित रूप से हो और हर स्थिति पर नजर बनाए रखें। मुख्यमंत्री ने कहा कि जल-जीवन-हरियाली अभियान के अंतर्गत जल संरक्षण के लिए किए जा रहे कार्यों के क्रियान्वयन की सतत निगरानी करते रहें। लोगों के लिए पेयजल की उपलब्धता हमेशा रहे, यह सुनिश्चित करें। उन्होंने कहा कि सभी संबद्ध विभाग पूरी तरह अलर्ट रहें। धान रोपनी समय पर हो जाए, इसके लिए जल संसाधन विभाग एवं जल संसाधन विभाग सिंचाई के लिए आवश्यक प्रबंध करें। आपदा प्रबंधन प्राधिकरण भी स्थिति पर नजर बनाये रखे। बैठक में मुख्यमंत्री के प्रधान सचिव दीपक कुमार, मुख्य सचिव आमिर सुबहानी, बिहार राज्य आपदा प्रबंधन प्राधिकरण के उपाध्यक्ष उदयकांत मिश्रा, बिहार राज्य आपदा प्रबंधन प्राधिकरण के सदस्य पीएन राय, बिहार राज्य आपदा प्रबंधन प्राधिकरण के सदस्य मनीष कुमार वर्मा, मुख्यमंत्री के प्रधान सचिव डॉ. एस. सिद्धार्थ, पथ, स्वास्थ्य एवं आपदा प्रबंधन विभाग के अपर मुख्य सचिव प्रत्यय अमृत, वित्त विभाग के प्रधान सचिव अरविंद कुमार चौधरी, ऊर्जा विभाग के प्रधान सचिव संजीव हंस, कृषि विभाग के सचिव संजय कुमार अग्रवाल, मुख्यमंत्री के सचिव अनुपम कुमार, मुख्यमंत्री के विशेष कार्य पदाधिकारी गोपाल सिंह सहित अन्य वरीय पदाधिकारी एवं भारत मौसम विज्ञान के प्रतिनिधि मौजूद थे।

Sharing the news through his twitter wall, IFFCO MD Dr U S Awasthi tweeted, . This is the Biggest Smart Agri-Solutions in India by procuring 2500 agri drones as Spray Solutions for Nano Urea & NanoDAP. IFFCO will also establish 5000 Rural Entrepreneurs for spray solutions. Further, IFFCO procuring 2500 Electric Three Wheelers (loader types) to carry Agri-Drones to the farmers’ fields.

FARMERS AGITATION :Next round of dialogue to be held on 8th January

The seventh round of talks between the government and the farm union leaders failed to resolve the deadlock between the two sides. Monday’s talks saw both sides stick to their stand, with the government once again reiterating the laws won’t be repealed and insisting on a clause-by-clause discussion, while the farm unions stressed they want nothing short of a rollback. The unions also demanded a legal guarantee on the Minimum Support Price (MSP). The eighth round of talks will take place at 2 pm on January 8.

Union Minister for Agriculture Shri Narendra Singh Tomar, Union Minister for Railways, Commerce and Industry and Consumer Affairs, Food and Public Distribution Shri PiyushGoyal and Union Minister of State for Commerce and Industry Shri Som Prakash participated in the 7^th round of talks with the representatives of 41 Farmers’ Unions at VigyanBhawan, New Delhi . At the outset of the meeting a two minute silence was observed for those who had lost their lives during the agitation.

Shri Tomar said that keeping in mind the discussions during the previous meeting the government is committed to find solutions on farmers issues with an open mind. Both sides need to take steps forward to find solution.

The Minister said that keeping in mind the welfare of the farmerstalks regarding Farm Acts will be held with all farmers Unions representatives from different States. Shri Tomar also said that clause-wise discussion on Farm Acts can be carried forwardto resolve contentiousissues.

In the end of the meeting both sides expressed their opinions and have decided to meet again on 8^th January 2021.Farmers agitating against the farm laws are likely to hold a “tractor march” on Wednesday in protest against the laws. Farmers March To Delhi , tension on borders

Punjab’s farmer unions have changed their strategy of taking only the highways to the national capital. They plan to enter Haryana through other routes .meanwhile Dehli and Haryana police barricaded many routs coming to Dehli. Metro and bus services also affected badly forcing many to work from home only .

While activists of the Bharti Kisan Union Ekta-Ugrahan and Sidhupur factions have been camping on the Punjab-Haryana border at Khanauri and Moonak, respectively, in Sangrur district since Wednesday evening, other farmer unions have changed their plans and decided to head for Delhi from other entry points.

Thousands of farmers from Punjab are assembling at the border of Haryana for their march and ready for any confrontation with the security personnel .A showdown is likely with farmers from five states – Uttar Pradesh, Haryana, Uttarakhand, Rajasthan and Punjab – planning a march to Delhi today and tomorrow. The Delhi government has refused to allow any rally in the city.

Haryana has sealed borders with Punjab today and tomorrow after orders from Chief Minister Manohar Lal Khattar. Massive security arrangement, complete with barricades, water cannons and riot vehicles have been made on roads from Punjab to thwart the protest march. Prohibitory orders banning large gatherings have been imposed in the state.

Haryana has also suspended bus service to and from Punjab for the next two days and diverted all traffic from the blocked roads.

Farmers from Punjab camped at the Haryana border for the night. They said they will hold a sit-down protest wherever they are stopped by the neighbouring state. The Bharatiya Kisan Union (Ekta-Ugrahan) has claimed that over two lakh farmers associated with it will enter Haryana.

The farmers have brought ration, vegetables, wood and other essentials for the march. In view of the cold weather, they have also stocked quilts, blankets and covered their trolleys with tarpaulin. “We are ready for the battle, which may last long,” said BKU (Ekta-Ugarhan) general secretary Sukhdev Singh Kokrikalan. The farmers have said they will not return till the matter is settled

Farmer Suicide’s Over loans

A farmer in Buldhana district of Maharashtra allegedly committed suicide this morning over outstanding loans worth Rs. 2 lakhs make it political issue. BJP claims it had given 30000 crore loan waiver in the state but this incident shows ground reality.

The body of Raju Gyandare Talware, 35, which was found clothed in a BJP t-shirt with the caption “punha aaluya aaple sarkar (bring our government back to power)”, was found hanging from a tree near his residence in Khatkhed village, which falls under the Jalgaon Assembly seat now held by BJP MLA Sanjay Kute.

Prime Minister Narendra Modi was in Jalgaon today to discuss an election rally and Chief Minister Devendra Fadnavis is scheduled to discuss three election rallies in Buldhana district ahead of Assembly polls on October 21.

Farmer suicides have emerged as a key issue in the 2019 Assembly elections, with the ruling BJP-Shiv Sena alliance refusing to take responsibility for the 12,021 deaths, for reasons ranging from unpaid bank loans to crop failure

On Saturday Chief Minister Fadnavis blamed the opposition Congress-NCP alliance, targeting NCP chief Sharad Pawar for the condition of the farmers.

“Farmer suicides are the sin of Sharad Pawar and his government in Maharashtra. It started and increased during your regime,” he declared, adding, “Pawar is talking about farmer suicides in his rallies in Vidarbha. I want to ask him, who was in power in Maharashtra when farmers started committing suicides”.

Congress leader Rahul Gandhi, also on the campaign trail in Maharashtra today, hit out at the state government from Latur district, highlighting the toll the economic slowdown had taken on farmers
