As a part of the initiative, GAIL employees, students from GAIL Utkarsh Centre&#8217;s, and many others have taken the Swachhta Pledge for proper waste segregation and correct disposal, including e-waste management.</p>
<p>Additionally, GAIL officials visited schools to educate students about natural gas as a cleaner energy source and emphasized the benefits of choosing Piped Natural Gas (PNG).</p>

The Coal India subsidiary has earmarked a budget of Rs 6.5 crore for skill enhancement among coal miners . Emphasizing on the skilled workforce as a key to safe and productive mining operations, Shri Om Prakash Singh, CMD, MCL stated that regular training and upgradation of skills is required by leveraging cutting-edge technologies to match the advancements and introduction of new technology in the mining sector . the introduction of VR-based training for around 17,000 departmental as well as contract employees will serve as a major initiative for 18 training modules leveraging this modern technology.</p>

										<content:encoded><![CDATA[<p>In view of the COVID-19 pandemic and resultant nationwide lockdown as well as disruption of transport and hospitality sector, as also the need for observing social distancing, a number of employees are not able to avail of Leave Travel Concession (LTC) in the current Block of 2018-21.</p>
<p>With a view to compensate  Central Government employees and incentivise consumption, thereby giving a boost to consumption expenditure, the Government of India allowed payment of cash allowance equivalent  to  LTC fare to Central Government employees subject to fulfilment of certain conditions vide OM No F. No 12(2)/2020-EII (A) dated 12th October 2020. It has also been provided that since the cash allowance of LTC fare is in lieu of deemed actual travel, the same shall be eligible for income-tax exemption on the lines of existing income-tax exemption available for LTC fare.</p>
<p>In order to provide the benefits to other employees (i.e. non-Central Government employees) who are not covered by the above mentioned OM, it has been decided to provide similar income-tax exemption for the payment of cash equivalent of LTC fare to the non-Central Government employees also. Accordingly, the payment of cash allowance,  subject to maximum of Rs 36,000 per person as Deemed LTC fare per person (Round Trip) to non-Central Government employees,  shall be allowed income-tax exemption subject to  fulfilment of conditions specified in para 4.</p>
<p>The income-tax exemption to receipt of deemed LTC fare by a non-Central Government employee (‘the employee’) shall be allowed subject to fulfilment of the following conditions:-</p>
<p>(a)       The employee exercises an option for the deemed LTC fare in lieu of the applicable LTC in the Block year 2018-21.</p>
<p>(b)       The employee spends a sum equals to three times of the value of the deemed LTC fare on purchase of goods / services which carry a GST rate of not less than 12% from GST registered vendors / service providers (‘the specified expenditure’) through digital mode during the period from the 12th of October, 2020 to 31st of March, 2021 (‘specified period’) and obtains a voucher indicating the GST number and the amount of GST paid.</p>
<p>(c)        An employee who spends less than three times of the deemed LTC fare on specified expenditure during the specified period shall not be entitled to receive full amount of deemed LTC fare and the related income-tax exemption and the amount of both shall be reduced proportionately as explained in Example-A below.</p>
<p>The DDOs shall allow income-tax exemption subject to fulfilment of the above conditions after obtaining copies of invoices of specified expenditure incurred during the specified period. Further, as this exemption is in lieu of the exemption provided for LTC fare, an employee who has exercised an option to pay income tax under concessional tax regime under section 115BAC of the Income-tax Act, 1961 shall not be entitled for this exemption.</p>
<p>The clarifications issued by the Department of Expenditure, Ministry of Finance for the Central Government employees vide OM F. No 12(2)/2020-EII (A) Dated 20th October, 2020 and subsequent clarification, if any, issued in this regard shall apply mutatis mutandis to non-Central Government employees also subject to fulfilment of conditions specified in the preceding paras.</p>
<p>The legislative amendment to the provisions of the Income-tax Act, 1961 for this purpose shall be proposed in due course.</p>

										<content:encoded><![CDATA[<p>In a significant move, the State Governments, in response to the advisory issued by the Ministry of Labour &amp; Employment, have disbursed a substantial amount of Rs 4957 crore cash assistance till date to approximately two crore registered construction workers across the country during the lockdown. About 1.75 crore transactions were done directly into the bank accounts of the workers through Direct Benefit Transfer (DBT). Apart from cash benefits ranging from Rs 1000 to Rs 6000 per worker during the lockdown, some of the States have also provided food and ration to their workers.</p>
<p>During the challenging times of COVID-19 lockdown, Ministry of Labour &amp; Employment, which is the Nodal Central Ministry to coordinate with all the State Governments and State Welfare Boards in the matter of welfare of the construction workers, has left no stone unturned in ensuring timely cash transfers to them, when they needed it the most.</p>
<p>The building and other construction workers (BOCW) are the most vulnerable segment of the unorganized sector workers in India. They work under aggravating conditions with uncertain future. A large chunk of them are migrant labourers working in different states far away from their native places. They play a significant role in nation-building yet find themselves on the margins of the society.</p>
<p>The Building and Other Construction Workers Act, 1996 was enacted to regulate the employment and conditions of service of these workers and to provide for their safety, health and welfare measures. The Act along-with the Cess Act has played a significant role in coming to the rescue of construction workers by providing them subsistence during the tough times of pandemic. Under the Act, the State Governments through their State Welfare Boards are mandated to frame and implement welfare schemes for construction workers. The fund comprises the Cess @1% of construction costs which is levied and collected by the State Governments and remitted to the Welfare Fund.</p>
<p>A timely advisory was sent to all the Chief Ministers on 24th March, 2020 by the Union Minister of Labour and Employment, advising the States to frame a scheme under section 22 (1) (h) of the Act, for transfer of adequate funds in the bank accounts of construction workers through direct benefit transfer (DBT) mode. The amount to be granted to the construction workers was to be decided by the respective State Governments necessary for their subsistence. The advisory was issued to help mitigate the financial crisis faced by construction workers. A similar letter was also written by the Secretary of Labour &amp; Employment to the Chief Secretaries of all the States and vigorously followed through Video Conferencing from time to time.</p>
<p>There are some Building and Other Construction Workers, who are still out of the range due to reasons such as their migratory nature, changing work-sites, low levels of literacy and awareness. In order to address the issue, the Union Ministry has planned to launch a Mission Mode Project to fast track the registration of the left-out Workers, portability of benefits, universalisation of social security schemes on health insurance through Pradhaan Mantri Jan Arogya Yojna (PM -JAY ), life &amp; disability cover through Pradhaan Mantri Jeevan Jyoti Bima Yojna (PMJJBY) &amp; Pradhaan Mantri Suraksha Bima Yojna (PMSBY), life-long pension during old age through Pradhaan Mantri Shram-Yogi Maandhan Yojna (PM-SYM) and provision of transit accommodations in large cities.</p>

										<content:encoded><![CDATA[<p>Corona virus positive cases in Maharashtra are now increasing much faster than before. Today 18 new COVID-19 cases were reported from Maharashtra, news agencies reported. Out of 18, 16 persons tested positive for Covid-19 in Mumbai and two more cases have been reported in Pune. With today&#8217;s 18 cases reported, the total number of cases in the state has escalated to 320. The deadly corona virus has killed 12 people in the state till now.</p>
<p>The total positive cases stood at: 169 in Mumbai, 50 in Pune, 36 in Thane region, 25 in Sangli, Nagpur 16, Ahmednagar 8, Yavatmal 4, Buldhana 3, 2 each in Satara and Kolhapur, one each in Aurangabad, Sindhudurg, Ratnagiri, Gondia, Jalgaon, Nashik, besides one from Gujarat.</p>
<p>On Tuesday, 72 new corona virus patients were found in Maharashtra, 59 of them in Mumbai. This was the largest increase in the number of cases within a day probably in the country, a state official said.</p>
<p>Meanwhile Chief Minister Uddhav Thackeray appealed to people to remain indoors and maintain social distancing. &#8220;The &#8216;war against virus&#8217; has reached a crucial stage and this is the time to exercise extreme precautions. Please do not step out of your homes for your own safety,&#8221; Thackeray said.</p>
<p>Salaries of ministers, other elected representatives as well as government officials in Maharashtra for March will be slashed by upto 60%, finance minister Ajit Pawar announced on Tuesday. Elected representatives including the chief minister, ministers and MLAs will get their salaries for March with 60% deduction. A and B grade government employees will get their salaries with 50% deduction while C grade employees will get salaries with 25% cut. There will be no cut in the salaries of D grade employees.</p>
