कहते हैं तीन पहियों की गाड़ी चाहे वो आटो रिक्शा हो या सरकार उसका बैलेंस कभी भी बिगड़ सकता है. महाराष्ट्र में हर रोज यही हो रहा है ..तीन दलों यानि बीजेपी ,शिवसेना शिंदे गुट और एनसीपी अजित पवार गुट की मिली जुली सरकार में एक साल हो गया है लेकिन अब तक पूरा मंत्रिमंडल ही नहीं बन पाया है और आगे बनने की कोई उम्मीद भी नहीं दिखती है. तीन दलों की ये सरकार लगातार अपने ही बोझ तले दबती जा रही है इसलिए हर रोज खबर उड़ती है कि ये सरकार कभी भी गिर सकती है.
असल में 2019 के चुनाव के बाद जब बीजेपी ने अचानक अजित पवार के साथ सुबह पांच बजे ही सरकार बना ली तो वो तीन दिन भी नहीं चल पायी उसके बाद शिवसेना कांग्रेस और एनसीपी की सरकार उदधव ठाकरे की लीडरशिप में बनी .. कुछ दिन बाद ही कोरोना शुरु हो गया तो किसी तरह सरकार 2022 तक खिंच गयी लेकिन जून 2022 में सरकार में कई मतभेद सामने आते गये और आखिरकार बीजेपी ने शिवसेना को तोड़कर एकनाथ शिंदे की लीडरशिप में सरकार बना ली ..आठ महीने तो ये सरकार ठीक चली और जब ये लगने लगा कि सरकार कुछ स्थिर हो रही है तो बीजेपी ने अचानक अजित पवार को एनसीपी से तोड़कर उनको भी सरकार में शामिल कर लिया . बस उसके बाद से सरकार में तीन तिगाड़ा और काम बिगाड़ा शुरु हो गया ..
पहले तो मंत्रिमंडल में किसको क्या मिले इसको लेकर खींचतान चलता रहा तो कई दिनों तक मंत्री बन ही नहीं पाये बाद में जब विस्तार हुआ तो अब तक कुल 42 मंत्री पद में से केवल 28 भी भर पाये हैं बाकी अब भी कई महीनों से खाली है .. पहले सत्ता का बंटवारा केवल बीजेपी और एकनाथ शिंदे के साथ आये करीब 45 विधायकों मे होना था लेकिन अब अजित पवार भी सरकार में आ गये और उनका भी दावा है कि उनके पास भी इतने ही विधायक है सो खींचतान शुरु हो गयी .
मुख्यमंत्री एकनाथ शिंदे को लगना लगा है कि अजित पवार को लाकर उनकी ताकत कम की गयी है इसलिए पहले तो वो नाराज होकर तीन दिन अपने पैतृक गांव चले गये और आने के बाद वीडियो जारी कर कह दिया कि मुझे कोई हटा नहीं सकता .मैं ही अगला मुख्यमंत्री बनूंगा .उधर बीजेपी की तरफ से कार्यकर्ता नाराज है कि उनको कुछ नहीं मिल रहा और बस वो मेहनत कर रहे हैं जबकि मलाई तो एकनाथ शिंदे और अजित पवार के मंत्री काट रहें . बीजेपी की तरफ से भी कहा जा रहा है जल्दी ही बीजेपी का सीएम बनेगा क्योकिं 103 विधायकों के साथ वो सबसे बड़ी पार्टी है . मुख्यमंत्री फिर से देवेन्द्र फणनवीस ही बनेंगे तो तीसरी तरफ अजित पवार कह रहे है कि सीएम तो वो भी बनना चाहते हैं और मौका मिला तो पीछे नहीं हटेंगे यानि एक कुर्सी के तीन दावेदार हो गये है. इसका असर सरकार पर साफ दिखाई दे रहा है .
सरकार में शामिल बीजेपी के अलावा दोनों दल एकनाथ शिंदे की शिवसेना और अजित पवार की एनसीपी के मंत्री कई ऐसे फैसले ले रहे हैं और बयान दे रहे हैं कि उनका बचाव करना मुश्किल हो गया है. पिछली सरकार में फैसला हुआ था कि प्रधानमंत्री जन आरोग्य योजना यानि बीमा योजना का विस्तार किया जाये और यूनायटेड इंशयूरेंस के साथ ही काम किया जाये लेकिन नया मंत्री बनते ही शिंदे गुट के मंत्री ने केबिनट का फैसला ही पलट दिया और इंश्यूरेंस को खत्म करके सीधे बेनिफिट वाले एश्योरेंस को लागू करने कह दिया . असल में इंश्यूरेंस में भुगतान की जिम्मेदारी कंपनी की होती है और उसे कमीशन मिलता है लेकिन अश्यूरेंस में भुगतान सरकार सीधे करती है किसी भी इलाज का . अब निजी अस्पतालों को भरोसा नहीं कि सरकार पैसा देगी इसलिए वो मरीज ले ही नहीं रहे .सबको सरकारी अस्पताल जाने कहा जा रहा है जाहिर है कभी भी ये पूरा मामला भरभराकर गिर सकता है.
दूसरा उदाहरण प्याज की कीमतों को लेकर दो महीने से अंदेशा जताया जा रहा था और हर साल सितंबर अक्टूबर में प्याज के दाम बढ़ते हैं जैसे ही किसानों को थोड़ा फायदा दिखने लगा तो टमाटर के 200 रुपये तक भाव से घबराई केंद्र सरकार ने प्याज पर चालीस प्रतिशत एक्सपोर्ट शुल्क बढ़ा दिया जिससे किसान भड़क गये . पूरे प्रदेश में आंदोलन होने लगा और सब मंडी बंद हो गयी . तब सरकार की नींद खुली और 2500 रुपये क्विंटल के भाव से प्याज खरीदने कहा गया है . लेकिन किसान अब भी जमकर नाराज है. इस बीच तीनों दलों में श्रेय लेने की होड़ लग गयी .जापान के दौरे पर गये उपमुख्यमंत्री देवेंद्र फणनवीस ने बयान दिया कि उन्होने कई बार कामर्स मंत्री पीयूष गोयल से बाद कीऔर तब प्याज खरीदी का फैसला किया गया. तब तक यहां अजित पवार गुट के मंत्री धनंजय मुंडे दिल्ली पहुंच गये और कहा कि पीयूष गोयल से वो मिले इसलिए ये फैसला लिया गया . इन सबसे अलग सीएम यहां मुंबई में प्याज किसानों से मिले और कहा कि उन्होनें किसानो को मना लिया है. अब जनता किसकी बात पर विश्वास करे समझ नहीं आ रहा है .
एक और उदाहरण जब बीजेपी और शिवसेना शिंदे गुट की सरकार थी तो फैसला किया गया था कि कोआपरेटिव सोसायटी में हर जगह सरकार का एक व्यक्ति हो ताकि नकेल कसी जा सके . ये एनसीपी और कांग्रेस के नेताओं को कंट्रोल करने की कवायद थी लेकिन अजीत पवार जैसे ही वित्त मंत्री बने उन्होने केबिनेट का ये फैसला रदद कर दिया और उल्टा बीजेपी नेताओं के शक्कर कारखानों को कह दिया कि कर्ज लेते समय वित्त मंत्रालय की मंजूरी ली जाये अब इस पर तीनों दलों में घमासान हो गया है. केबिनेट की बैठक में भी तीनों दल खुलकर लड़ रहे हैं पिछली बैठक में अजित पवार ने तो सीधे सीएम शिंदे के इलाके में ही एक अस्पताल में दो दिन में 25 मौत का मामला उठा दिया सीएम कुछ जवाब नहीं दे पाये तो फिर उपमुख्यमंत्री देवेन्द्र फणनवीस ने बात को टालने के लिए अगला विषय आगे कर दिया ,अब अफसर परेशान है कि किसकी सुने और किसकी नहीं .
इस बीच एक सर्वे ने इन तीन दलों की नींद उड़ा दी है जिसमें कहा गया कि लोकसभा चुनाव होने पर तीन दलों की महायुती यानि कांग्रेस ,उदधव शिवसेना और शरद पवार की एनसीपी को 48 में से 30 तक सीट मिल सकती है जबकि पिछली बार बीजेपी शिवसेना गठबंधन को 48 में से 42 सीट मिल गयी है यानि बीजेपी को बढ़ा झटका लग सकता है . जाहिर है इसने तीनों की नींद उड़ा दी है.

It was a Sunday shocker indeed. The epicentre of “Pawar ”-ful political quake was Maharashtra, but it rattled across the political landscape of the country. In a surprise and dramatic political move, the Nationalist Congress Party (NCP) split and much of its top brass leaders, including Ajit Pawar, Praful Patel, and Chhagan Bhujbal, joined Eknath Shinde-led Bharatiya Janata Party (BJP)-Shiv Sena government. Ajit Pawar was sworn-in as Deputy Chief Minister while eight other NCP leaders took oath as ministers. This political upheaval is not only seen as a blow to the alliance of Maha Vikas Aghadi in Maharashtra but also the efforts to stitch a coalition for Opposition before the final of 2024 Lok Sabha elections.

Big blow to Opposition unity

The alliance of Shiv Sena (Uddhav), Congress and NCP in Maharashtra was seen as a model for the stronger Opposition unity against the BJP vis-a-vis next year’s parliamentary elections. As far as the poll prospects (general and assembly elections) are concerned, the Eknath Shinde-led BJP-Sena alliance looks shaky. As per media report, BJP’s internal survey suggests that the Opposition Maha Vikas Aghadi is going ahead in terms of electoral gains. BJP appears to have jolted the Opposition unity efforts in Maharashtra and outside as well with the Ajit Pawar-led NCP group joining BJP.

Pawar vs Pawar

NCP patriarch Sharad Pawar, suffering the biggest setbacks of his five-decade political heft, is billed to be one of the important linchpins of the Opposition’s attempts to stand united against the BJP. But with the current “Maha” political play that gives hint of 40 of NCP’s total 53 MLAs backing Ajit Pawar, Sr. Pawar may get deprived of much electoral clout– a big blow to the Opposition plans. The Opposition looked stunned by the NCP split and took umbrage at the BJP. Opposition leaders are of the view that the split in NCP has dealt blow with the attempts of unifying Opposition in terms of public perception and optics.

Electoral gains for BJP

With the new political manoeuvre in Maharashtra politics, BJP seems to be confident of a major electoral gain in the face of 2024 Lok Sabha elections. According to reports published in the media, the talk between BJP and Ajit Pawar was going on for the past four months. State and central leadership of the saffron party were in touch with the nephew of Sharad Pawar. Ajit Pawar is reported to have had a meeting with senior BJP leader Amit Shah. Maharashtra is the second largest state in India in terms of 48 Lok Sabha seats, only behind Uttar Pradesh having 80 seats. Electorally, Maharashtra is quite crucial for the parliamentary elections. With Ajit Pawar’s switching side to BJP, the expanded BJP could claim all 48 seats in the state. Political experts feel that this twist could add much needed spin to the momentum of BJP to grow in Maharashtra, which the saffron party could not do so long as its association with the Thackerays.

असल में अब शिंदे सरकार ने राज्य से सारे अखबारों मे एक विग्यापन देकर कहा है कि राष्ट्र में मोदी और महाराष्ट्र में शिंदे. इसी विग्यापन में दावा किया गया है कि राज्य में एक सर्वे कराया गया जिसमें सामने आया है कि भाजपा को 30.2 प्रतिशत लोग और शिंदे शिवसेना को 16.2 प्रतिशत यानि कुल मुलाकर इस गठबंधन सरकार को 46 .4 फीसदी लोग पसंद करते है.

इसी में आगे कहा गया है कि मुख्यमंत्री के तौर पर एक नाथ शिंदे को 26.1 प्रतिशत और फणनवीस को 23 प्रतिशत लोग पसंद करते हैं यानि कि मुख्यमंत्री पद की दौड़ में शिंदे अब फणनवीस से आगे है जबकि बीजेपी मानती है कि फणनवीस ही उनके नेता है और वहीं मुख्यमंत्री का चेहरा है .

अब सवाल ये उठ रहा है कि ये सब शिंदे खुद अपने मन से कर रहे हैं या दिल्ली के आका से पूछकर .. क्योकि लगता नही कि शिंदे अपने दम पर ये कर सकते हैं .इस समय शिंदे का पूरा पब्लिसिटी काम तो दिल्ली के इशारे पर आयी एजेंसी ही कर रही है साथ ही शिंदे के ओएसडी आनंद मढिया भी गुजरात के है और शाह के करीबी है तो क्या इसका मतलब है कि बीजेपी की लीडरशिप ही देवेंद्र फणनवीस को छोटा करके दिखाना चाहती है और ये तय हो गया है कि अब शिंदे ही हमेशा चेहरा होंगे. ये सब सवाल महाराष्ट्र बीजेपी के नेताओँ को परेशान कर रहे हैं .

एक चर्चा ये भी है कि दो दिन पहले अखबारों में एक खबर छपवाई गयी थी कि बीजेपी आलाकमान शिंदे गुट के पांच मंत्रियों के काम से खुश नही है और ये मंत्री माल कमा रहे हैं इसलिए उनको हटाने की बात चल रही है .इस पर शिंदे गुट के मंत्री भडक गये थे . असल में शिंदे अपने साथ आये 42 विधायकों में से किसी को नाराज करने का खतरा मोल नहीं लेना चाहते इसलिए कहा जा रहा है कि ये विग्यापन जवाबी हमला है .इस तरह शिवसेना और बीजेपी खुद ही एक दूसरे पर हमला कर रहे हैं.

एक तीसरी खबर दिलली के गलियारों से आ रही है कि शिंदे चाहते है कि फणनवीस को दिलली बुलाकर केंद्रीय मंत्री बना लिया जाये और वो ये बात दिलली के सामने ऱख चुके है इसलिए ये खींचतान हो रही है लेकिन सवाल ये है कि क्या बीजेपी ऐसा करेगी और फिर फणनवीस नही तो कौन होगा बीजेपी का चेहरा . इस बीच राज्य के अखबारों के सर्वे मे आ रहा है कि शिंदे और फणनवीस की जोड़ी लगातार अपना जनाधार खो रही है और बीजेपी को भी ये गठबंधन रास नही आ रहा है ..जानकारों का मानना है कि अगर अभी लोकसभा चुनाव हुये तो पिछली बार शिवसेना के साथ मिलकर 48 में से 42 सीटें जीतने वाले गठबंधन के बजाय नये शिंदे और बीजेपी गठबंधन को 20 सीट भी नहीं मिलेगी . बीजेपी ये नुकसान सहन नहीं कर सकती है. तो क्या आने वाले दिनों में महाराष्ट्र में अभी और भी कई भूचाल आना बाकी है. मानसून के तेज हवाओँ से तो यही लगता है कि राज्य की राजनीती में बहुत कुछ होने वाला है .

The cost of the project has risen from Rs 23,136 crore to Rs 33,405 crore, with state government now contributing Rs 3,699.81 crore from the earlier Rs 2,402.7 crore.

One of the reasons for the cost escalation is the time taken in excavation due to basalt rock, adoption of bottom-up construction technology for space needs, addition cost incurred on account of rocky layers and to remove them and erecting steel decks for road traffic to allow building of underground stations in congested areas, according to a report in the Free Press Journal.

Moreover, the Metro 3 project will accommodate eight coaches as against six used by the Delhi Metro.

The state government’s approval came after it allowed work on the Metro 3 car shed in Aarey Colony in Goregaon (East).

Also, according to the revised estimates, the loan from the Japan International Cooperation Agency (JICA) for the plan stands at Rs 19,924 crore as against the earlier Rs 13,235 crore.

The Cabinet cleared a proposal to make a fresh demand to JICA to increase its loan amount, deputy chief minister Devendra Fadnavis had said.

The Mumbai Metro Rail Corporation Limited (MMRCL) started the work on the 33-km long underground Colaba to SEEPZ in 2016 with a total of 26 underground station on the entire stretch.

Earlier this year during the budget session, then Deputy Chief Minister and Finance Minister Ajit Pawar announced that the Metro line will be extended by 2.5 km from Cuffe Parade to Navy Nagar, and a total of 27 stations will be added with an estimated additional cost of Rs 2,031 crore.

The initial plan was to complete the first phase of the project between Bandra and SEEPZ by December 2021, and the second phase from Bandra-Kurla Complex to Colaba by June 2022. After many delays, the MMRCL is now planning to complete the first phase by January 2024.

The Metro 3 car shed project in Aarey Colony was proposed by then Devendra Fadnavis government. Aarey is a forested patch in Mumbai and was once connected to the adjoining Sanjay Gandhi National Park. Some parts of Aarey were declared an eco-sensitive zone of the Park in 2016.

However, when the MMRCL under the Fadnavis government cut down more than 2,000 trees in the area for constructing the car shed in October 2019, massive protests took place, and petitions were filed in the Bombay High Court and Supreme Court challenging the move to build the metro shed in the area.

After the formation of Maha Vikas Aghadi government in November 2019, chief minister Uddhav Thackeray cancelled the car shed project in Aarey, and announced that the plan be shifted to marshy, salt pan area of Kanjurmarg. The Kanjurmarg area was stuck in litigations and lawsuits, with the Central government claiming stake on the land.

The Metro line will be of 33.5 km and the entire stretch will have underground 26 below the surface and 27 elevated stations. It is estimated that 17 lakh passengers will travel by the Metro Line 3 every day by 2031.

The Metro line will cut down on the travelling time between Colaba and the international airport to 50 minutes.

दिसंबर में उत्पन्ना एकादशी और मोक्षदा एकादशी जैसे व्रत पड़ेंगे। इस महीने काल भैरव जयंती और क्रिसमस डे मनाया जाएगा। साथ ही साल के आखिरी माह में सूर्य ग्रहण भी लग रहा है।

इसी महीने हिन्दू पंचांग का मार्गशीर्ष माह भी शुरू हो रहा है और इसका समापन भी दिसंबर में हो जाएगा। आइए जानते हैं दिसंबर महीने में कौन.कौनसे प्रमुख व्रत एवं त्योहार पड़ेंगे।

काल भैरव जयंती 7 दिसंबर को है। मार्गशीर्ष महीने के कृष्ण पक्ष की अष्टमी तिथि को कालभैरव अष्टमी के रूप में मनाई जाती है।

काल भैरव बीमारीए भयए संकट और दुख को हरने वाले स्वामी माने जाते हैं। इनकी पूजा से हर तरह की मानसिक और शारीरिक परेशानियां दूर हो जाती है।

उत्पन्ना एकादशी व्रत 11 दिसंबर को रखा जाएगा। हिन्दू पंचांग के अनुसारए उत्पन्ना एकादशी का व्रत मार्गशीर्ष मास के कृष्ण पक्ष की एकादशी को किया जाता है।

एकादशी का दिन भगवान विष्णु को समर्पित है। पौराणिक मान्यताओं के अनुसार इसी व्रत के प्रभाव से मोक्ष की प्राप्ति होती है।

12 दिसंबर को को कृष्ण प्रदोष व्रत रखा जाएगा। प्रदोष व्रत भगवान शिव का आशीर्वाद पाने के लिए रखा जाता है।

यह व्रत प्रति माह में दो बार ;कृष्ण और शुक्ल पक्ष मेंद्ध त्रयोदशी तिथि के दिन रखा जाता है।

दिसंबर की 13 तारीख को मासिक शिवरात्रि है। हिंदू कैलेंडर के अनुसारए प्रत्येक महीने कृष्ण पक्ष की चतुर्दशी को मासिक शिवरात्रि मनाई जाती है।

ये दिन भगवान शिव को समर्पित होता है। इस दिन मासिक शिवरात्रि का व्रत रखा जाता है।

मार्गशीर्ष अमावस्या 14 दिसंबर को है। धार्मिक दृष्टि से यह तिथि बेहद महत्वपूर्ण है। इस तिथि को अगहन और पितृ अमावस्या भी कहते हैं।

इसलिए इस दिन पितरों को याद किया जाता है। खास बात ये है कि इस दिन सूर्य ग्रहण भी लग रहा है।

सूर्य देव 15 दिसंबर मंगलवार के दिन धनु राशि में प्रवेश करेंगे और इस राशि में ये 14 जनवरी 2021 तक स्थित रहेंगे।

सूर्य के गोचर को संक्रांति कहा जाता है। जिस राशि में ये प्रवेश करते हैं उसी राशि के नाम पर संक्रांति पड़ती है।

मोक्षदा एकादशी व्रत 25 दिसंबर को रखा जाएगा। मोक्षदा एकादशी का तात्पर्य है मोह का नाश करने वाली। इसलिए इसे मोक्षदा एकादशी कहा गया है।

द्वापर युग में इसी दिन भगवान श्री कृष्ण ने कुरुक्षेत्र में गीता ज्ञान दिया था। अतरू इस दिन गीता जयंती भी मनाई जाती है।

25 दिसंबर को पूरी दुनिया में क्रिसमस का त्योहार मनाया जाता है। यह ईसाई धर्म का प्रमुख त्योहार है। यह पर्व ईसा मसीह के जन्म दिवस के रूप में मनाया जाता है। क्रिसमस के मौके पर सैंटा क्लॉज लोगों को उपहार बांटते हैं।

मार्गशीर्ष पूर्णिमा 30 दिसंबर बुधवार के दिन पड़ रही है। इस दिन स्नानए दान और तप का विशेष महत्व बताया गया है।

मार्गशीर्ष पूर्णिमा के दिन हरिद्वारए बनारसए मथुरा और प्रयागराज आदि जगहों पर श्रद्धालु पवित्र नदियों में स्नान और तप आदि करते हैं।

Congress leader Ashok Chavan said his party had conveyed its stand about portfolio allocation to the Maharashtra chief minister at the meeting attended by him, Maharashtra Congress chief Balasaheb Thorat, NCP’s Ajit Pawar and Shiv Sena’s Eknath Shinde and others.

The Congress, which has got 12 berths in the state government, wants two additional departments related to rural areas. “We gave our proposal to the CM. He will take a call,” Chavan

NCP chief Sharad Pawar said “The decision on portfolio allocation has been made. Who will get what, it has been decided. I think the chief minister will declare it on Friday,”

Four days after the expansion of the Maharashtra cabinet, the Thackeray government is reportedly struggling with the issue of portfolio allocation as squabbles within the Maharashtra Vikas Aghadi haven’t yet been resolved. To make matters worse, internal dissent within the constituents of the MVA has exposed the fissures in the alliance.

A senior leader confirmed t that the infighting within the Congress party has led to the delay in the portfolio announcement. On Monday, Chief Minister Uddhav Thackeray inducted a total of 36 ministers in his one-month-old coalition government comprising the Shiv Sena, NCP, and Congress.

The Maharashtra Cabinet expansion has reportedly broken a rift between a faction of Congress over the allocation of portfolios in the Uddhav Thackeray-led government, with senior party leaders feeling that the loyalists are being ignored at the time when they deserve an opportunity.

Discontent between the Congress party has also surfaced between Maharashtra cabinet minister Ashok Chavan and Balasaheb Thorat with both senior leaders reportedly demanding the Revenue and PWD portfolio. Sources further informed that Nitin Raut and Vijay Wadettiwar have placed their demand for the PWD portfolio. Sources said party leader Rahul Gandhi also suggested that Cong should bet for agriculture or rural development department which is now with Ncp.
