The Union Cabinet has approved the Bharat Audyogik Vikas Yojna (BHAVYA), with an allocation of Rs 33,660 crore, to develop 100 plug-and-play industrial parks across the country, the Centre announced Wednesday. Other important announcements by the Cabinet include the allocation of Rs 11,712 crore for MSP for cotton season 2023-24, Small Hydro Power Development Scheme with outlay of Rs 2584.6 crore, and four-laning of Barabanki to Bahraich section of NH-927 at a cost of Rs 6969.04 crore.

BHAVYA will be implemented in partnership with states & private sector players. Plug-and-play industrial parks are “ready-to-use ecosystems where land, utilities, approvals, and infrastructure are pre-developed, enabling industries to start operations quickly without delays related to land acquisition or infrastructure setup”, according to a government statement.

Small Hydro Power Development Scheme for FY 2026-27 to FY 2030-31 is aimed at installation of small hydro projects of an approximate capacity of 1500 MW. The scheme will support setting up of small projects (between 1-25 MW capacity) in different states, and will “especially benefit hilly and North Eastern states with high potential for such projects”.

NEW DELHI. In a major step towards strengthening regulatory facilitation and enhancing Ease of Doing Business, the Ministry of Corporate Affairs (MCA) has announced the establishment of three new Regional Directorates (RDs) and six new Registrar of Companies (RoCs), effective from 16 February 2026. The restructuring aims to improve administrative efficiency and provide better services to businesses across various regions of the country.

In the northern region, the existing Regional Directorate at Delhi has been bifurcated into RD (NR-I) at New Delhi, covering NCT of Delhi and Uttar Pradesh, and RD (NR-II) at Chandigarh, covering Haryana, Himachal Pradesh, Punjab, Uttarakhand, and the UTs of Chandigarh, Ladakh and Jammu & Kashmir. Correspondingly, RoC Delhi has been split into three offices—two for different districts of NCT of Delhi and one new RoC at Chandigarh for Haryana. Additionally, a new RoC at Noida has been created by carving out 17 western districts of Uttar Pradesh from RoC Kanpur.

Similarly, the Western Region has been reorganized with RD (WR-I) at Mumbai for Mumbai districts, Goa and Daman & Diu, and RD (WR-II) at Navi Mumbai for the rest of Maharashtra. RoC Mumbai has been split into Mumbai-I and Mumbai-II, and a new RoC at Nagpur will cater to Vidarbha and parts of Marathwada. Further, a new South-Western Regional Directorate has been established at Bengaluru for Karnataka, Kerala and Lakshadweep, while RoC Kolkata has been divided into two offices to separately handle Kolkata district with Sikkim and the rest of West Bengal.

NEW DELHI. Prime Minister Narendra Modi has urged States to strengthen manufacturing, improve the Ease of Doing Business and help position India as a Global Services Giant. Addressing the fifth National Conference of Chief Secretaries in New Delhi, he said the upcoming National Manufacturing Mission should be given top priority by all States, along with the creation of infrastructure to attract global companies.

The three-day conference, held from the 26th of this month, focused on the theme “Human Capital for Viksit Bharat.” Highlighting India’s demographic advantage, the Prime Minister noted that nearly 70 per cent of the population is of working age, presenting a historic opportunity to accelerate economic growth. He said India has boarded the “Reform Express,” driven by the energy of its youth, whose empowerment remains a key government priority.

Mr Modi stressed that Viksit Bharat stands for quality and excellence, urging stakeholders to go beyond average outcomes. He said “Made in India” must become a global symbol of quality, with zero defects and minimal environmental impact. He also called for identifying 100 products for domestic manufacturing to reduce import dependence.

The Prime Minister emphasised skill mapping, tourism development, sports infrastructure, high-value agriculture, digitisation of manuscripts and capacity building. He concluded by urging States to prepare 10-year actionable plans with clear targets and technology-based monitoring.
