<p>With the administration of <strong>83,88,824 </strong>vaccine doses in the last 24 hours, India’s COVID-19 vaccination coverage has exceeded <strong>120.27 Cr (1,20,27,03,659)</strong> as per provisional reports till 7 am today.  This has been achieved through 1,24,56,121 sessions.</p>

<p>The recovery of <strong>9,868 </strong>patients in the last 24 hours has increased the cumulative tally of recovered patients (since the beginning of the pandemic) to <strong>3,39,77,830.</strong></p>
<p>Consequently, India’s recovery rate stands at <strong>98.33%</strong> which is <strong>highest since March 2020</strong>.</p>

<p>Sustained and collaborative efforts by the Centre and the States/UTs continue the trend of less than 50,000 Daily New Cases that is being reported for 152 consecutive days now.</p>
<p><strong>10,549 new cases</strong> were reported in the last 24 hours.</p>

<p>The Active Caseload presentlystands at <strong>1,10,133.</strong>Active cases presently constitute <strong>0.32%</strong> of the country&#8217;s total Positive Cases, which <strong>is l</strong><strong>owest since March 2020.</strong></p>

<p>The testing capacity across the country continues to be expanded. The last 24 hours saw a total of 11,81,246 tests being conducted. India has so far conducted over <strong>63.71 Cr (63,71,06,009</strong>) cumulative tests.</p>
<p>While testing capacity has been enhanced across the country, <strong>Weekly Positivity Rate at 0.89% remains less than 1% for the last 12 days now. </strong>The <strong>Daily Positivity rate reported to be 0.89%. </strong>The Daily Positivity rate has remained below 2% for last 53 days and below 3% for 88 consecutive days now.</p>

										<content:encoded><![CDATA[<p>The Union Health Secretary has written to Maharashtra, Kerala, Chhattisgarh and West Bengal urging them to take steps to curb the spike in COVID19 cases. These States are reporting an upsurge in the number of daily news cases in the recent days.</p>
<p>The States have been advised to maintain a ‘strict vigil’ and to take steps to keep a check on the rising cases, especially in view of the new strain of the virus being observed in certain countries which has also been reported in a few States in the India. The Health Secretary has drawn the attention of the States to the low and declining testing rates in the States, stating that any laxity at this crucial junction may squander the results of our collective actions in containing the transmission. They have been advised to analyse the surge at the district and sub-district levels to understand the reasons for this rise and plan adequate measures proactively to curb the same. Aggressively implementation of the ‘Test-Track-Treat” strategy adopted by the country has been strongly advised now more than ever by the Union Health Secretary. The health authorities in the States have also been advised to proactively promote wearing of mask and other COVID appropriate behaviours even while the vaccination drive is about to begin. It is important to ensure that there is no complacency in the collective efforts in containment and management of CIOVID19, the Health Secretary has strongly reiterated.</p>
<p>The States have been assured of all necessary support of the Health Ministry required to manage the pandemic.</p>
<p>The <strong>four states comprise 59% of the total active cases in the country</strong>.</p>

<p>The total COVID19 cases in Kerala are 7,90,882 which form 7.61% of the total cases. %. The Active Cases are 65,252 (comprising 28.61% of the total national figure).Total number of Recovered Cases is 7,22,421 accounting for Recovery Rate of 91.34, while the total deaths in the State are 3,209 with Case Fatality Rate of  0.41%. <strong>The Daily Average cases in Kerala in the last 7 days are 5,023 whereas Daily Average Deaths in the last 7 days are 23</strong>. The tests per million (TPM) of Kerala stand at 1,96,432 and Positivity Rate is 11.28%.</p>

<p>The Health Secretary has expressed concern over the dip in the overall tests in the past two weeks in the state combined with increase in the Positivity Rate. The weekly Positivity Rate has been consistently above 11% for the past two weeks, while the case positivity rate for the country is less than 2.5% for the same period.</p>
<p>In view of the above, a high level central team led by Dr S K Singh, Director, National Centre for Disease Control (NCDC) has been rushed by the Central Government to Kerala. The team will review the public health interventions in management of COVID- 19 by the State Government and support the State health authorities in these measures</p>

										<content:encoded><![CDATA[<p>The Union Minister for Science and Technology, Earth Sciences and Health and Family Welfare, Dr Harsh Vardhan today called upon the social organizations, including NGOs, to come out and help take the sciences from the laboratory to the masses. Addressing a Session on National Social Organisations and Institutions during the 5th India International Science Festival (IISF) in Kolkata, he said India is at the forefront of technologies today. The Minister underlined the pivotal role NGOs can play to build a scientific temper in the country.</p>
<p>The four-day annual science festival is being organized in Kolkata from November 5 to November 8, 2019. It aims to build a strategy for inclusive advancement of Science and Technology. The theme for this year’s festival is RISEN India – Research, Innovation, and Science Empowering the Nation.</p>
<p>Participating in the National Startup Conclave and Expo, Dr Harsh Vardhan encouraged the brimming young minds to take advantage of the Government’s Startup India-Standup India programmes. He said the Prime Minister Shri Narendra Modi has firm belief that the youth of this country will avail of the benefits of the twin schemes to launch new ventures and participate in the development of the country.</p>
<p>Later addressing the Assistive Technologies Conclave and Expo for Divyanjan, Dr Harsh Vardhan said the Differently Abled people can stand shoulder to shoulder with others. He asked delegates to focus their research on new technologies that can help overcome various physical disabilities.</p>
<p>The Minister also interacted with a gathering of the differently abled people attending the conclave. He also showed keen interest in the various scientific models and exhibits displayed at the Vigyan Samagam.</p>
<p>While attending an attempt by school children at creating a new Guinness World Record, Dr Harsh Vardhan lauded them for their keenness in science activities. In the event 480 students participated; out of them 268 students assembled radio kit simultaneously, thus achieving the Guinness Record for the most students assembling radio kit simultaneously.</p>
<p>Paying respects to great Bengali revolutionary Bipin Chandra Pal on his anniversary today, Dr Harsh Vardhan said the day incidentally also marks Cancer Awareness Day launched by him in 2014 and the Infant Protection Day, relevant to the IISF and the city hosting the Mega Science Fair.</p>

<p><span class="mceItemHidden">The four-day science festival is being organized in <span class="hiddenSpellError">Kolkata</span> from November 5 to November 8, 2019. The prime goal of the festival is to instill scientific temper among the masses, showcase India’s contribution in the field of S&amp;T over the years and encourage translation of its benefits to people.  It aims to build a strategy for inclusive advancement of Science and Technology.</span></p>
<p><span class="mceItemHidden">The Minister for Science and Technology, Earth Sciences and Health and Family Welfare, Dr Harsh <span class="hiddenSpellError">Vardhan</span>, along with several other Cabinet Ministers &amp; State S&amp;T Ministers, dignitaries, scientists, academicians and government officials will be part of the 4-day celebration of science.</span></p>
<p><span class="mceItemHidden">India International Science Festival (<span class="hiddenSpellError">IISF</span>) 2019, an annual event organised jointly by science and technology related Ministries and Departments of the Government of India and <span class="hiddenSpellError">Vijnana</span> <span class="hiddenSpellError">Bharati</span> (<span class="hiddenSpellError">Vibha</span>), is being held in <span class="hiddenSpellError">Kolkata</span> this year. This is the fifth edition since its start in 2015 and will take place during November 5th – 8th, 2019. <span class="hiddenSpellError">IISF-2019</span> is a festival to celebrate the achievements of India’s scientific and technological advancements with students, innovators, craftsmen, farmers, scientists and technocrats from India and abroad. Thus, the theme for this year’s festival is RISEN India – Research, Innovation, and Science Empowering the Nation.</span></p>
<p><span class="mceItemHidden"><span class="hiddenSpellError">IISF</span> is perhaps the biggest platform in the country to bring together students, researchers, innovators, artists, and the public to celebrate India’s achievements in science and technology. <span class="hiddenSpellError">IISF</span> is also trying to encourage young minds towards the field of science and to promote networking of stakeholders working towards the propagation of science. <span class="hiddenSpellError">IISF-2019</span> expects to host a gathering of about 12,000 participants from India and abroad. <span class="hiddenSpellError">Biswa</span> <span class="hiddenSpellError">Bangla</span> Convention Centre and Science City in <span class="hiddenSpellError">Kolkata</span> will be the prime sites for the events at <span class="hiddenSpellError">IISF</span> 2019. <span class="hiddenSpellError">Satyajit</span> Ray Film &amp; Television Institute, Bose Institute and Indian Institute of Chemical Biology will be sites for a few other events during the festival.</span></p>
<p><span class="mceItemHidden"><span class="hiddenSpellError">IISF-2019</span> will host more than 28 different events during this period. Besides detailed information available on www.scienceindiafest.org, here is a snapshot of some significant events.</span></p>
<p><span class="mceItemHidden">For school students, a Students Science Village <span class="hiddenGrammarError">has been planned</span> at <span class="hiddenSpellError">IISF-2019</span> where more than 2,500 school students from all over the nation <span class="hiddenGrammarError">have been invited</span>. Under the  <span class="hiddenSpellError">Pradhan </span><span class="hiddenSpellError">Mantri</span> <span class="hiddenSpellError">Saansad</span> <span class="hiddenSpellError">Adarsh</span>  Gram <span class="hiddenSpellError">Yojana</span>, every Member of Parliament <span class="hiddenGrammarError">has been asked</span> to nominate five students each along with their teacher from their constituency for the village. In six different houses named after our scientists, these students <span class="hiddenGrammarError">will be engaged</span> in several science-fun activities and interact with scientists and technocrats.</span></p>
