										<content:encoded><![CDATA[<p><b>Bengaluru, 24 July, 2025 : </b>In a significant step towards strengthening bilateral ties in education and workforce development, the Government of India and the Government of France have signed a Memorandum of Understanding (MoU) to collaborate in the fields of skill development, vocational education, and training. The MoU was signed in presence of Hon’ble Minister of State (Independent Charge), Ministry of Skill Development and Entrepreneurship, and Ministry of Education, Government of India, <b>Shri Jayant Chaudhary</b>, during the Bharat SkillNxt 2025, held on July 22, 2025 at Bharat Mandapam, New Delhi.</p>
<p>The MoU signing marks an important step forward—particularly in formalising partnership between the Campus des Métiers et Qualifications (CMQ) of France and Directorate General of Training (DGT) of India. The agreement outlines a comprehensive framework to promote mutual cooperation in key sectors such as fashion, hospitality, tourism, arts and crafts, energy, aeronautics, and media. It envisions exchange of information, experience and expertise; joint efforts to develop curricula, and set up teacher and training of trainer courses, including those with a focus on the French language. The MoU also proposes the establishment of “Franco-Indian vocational campuses” that would connect Indian training centres with France’s vocational education ecosystem, potentially anchored by partnerships with French and Indian industries.</p>
<p><b>Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship, and Ministry of Education, Government of India, </b>said,<i> </i><i>&#8220;This MoU with France marks a significant step towards building a truly global, future-ready workforce. </i><i>By formalising our partnership, </i><i>we are creating an institutional bridge for meaningful collaboration in vocational education. Our shared ambition is not just to exchange information and expertise, but to co-create opportunities that place skill, dignity, and innovation at the heart of national progress. Together, we are investing in the talent that will define tomorrow’s India and the world.&#8221;</i><i></i></p>
<p><strong>H.E. Thierry Mathou, Ambassador of France to India, said, </strong><em>“</em><i>Rooted in mutual respect and shared aspirations, this partnership in vocational education reflects the best of Indo-French collaboration.<em> </em></i><i>This MoU is more than a formal agreement—it is a commitment to empower youth, foster innovation, and promote social mobility</i><em>. </em><i>We aim to build pathways for a future-ready workforce, where skills become instruments of dignity, opportunity, and inclusive growth.”</i></p>
<p>The partnership will also promote internships and apprenticeships in both countries. Importantly, the agreement underlines inclusivity, with special focus on promoting women’s participation in all collaborative initiatives.</p>
<p>A Working Group co-chaired by MSDE and the French Embassy in New Delhi will oversee the implementation of the MoU. The group will coordinate activities, identify priority sectors and institutional partners, and facilitate exchange of knowledge and best practices.</p>
<p>The MoU brings together four key ministries from both nations—on the French side, the Ministry of National Education, Higher Education and Research; the Ministry of Labour, Health, Solidarity and the Family; and the Ministry of Europe and Foreign Affairs; and on the Indian side, MSDE—reflecting a strong, inter-ministerial commitment to advancing skill development and vocational training through collaborative efforts.</p>

<p>This collaboration marks a new chapter in Indo-French relations, building on a long-standing foundation of cooperation—starting with the 1966 Agreement on Cultural and Technical Cooperation and furthered by recent joint declarations by President Emmanuel Macron and Prime Minister Narendra Modi.</p>

										<content:encoded><![CDATA[<p>The Ministry of Coal has set a target to achieve coal gasification of 100 Million Tonne (MT) coal by FY 2030 reflecting the government’s commitment to harnessing the power of coal gasification. The Ministry is taking innovative measures to accelerate the development of coal gasification projects. In line with this objective, the Ministry is considering a comprehensive scheme to promote Coal/Lignite gasification projects for both Government Public Sector Undertakings (PSUs) and the Private Sector with an outlay of Rs 6,000 crores.</p>
<p>The selection of entities for coal/lignite gasification scheme will be carried out through a competitive and transparent bidding process. Furthermore, government is considering providing budgetary support to eligible Government PSUs, and Private sector enabling them to undertake coal gasification projects. In first segment, the government will provide support to Government PSUs. The second segment encompasses both the Private Sector and Government PSUs, with a budget allocation granted to each project. The selection of at least one project under this segment will be determined through a tariff-based bidding process, with criteria formulated in consultation with NITI Aayog. Lastly, the third segment involves the provision of budgetary support for demonstration projects utilizing indigenous technology and/or small-scale product-based gasification plants.</p>
<p>The Ministry is also considering an incentive to reimburse the Goods and Services Tax (GST) compensation cess on coal utilized in gasification projects for a period of 10 years after the commercial operational date (COD), provided that the GST compensation cess is extended beyond FY27. This incentive aims to offset the inability of entities to claim input tax credit for the same.</p>

										<content:encoded><![CDATA[<p>पटना। बिहार के उद्योग विभाग तथा विज्ञान तकनीकी एवं तकनीकी शिक्षा विभाग ने नई दिल्ली में सूचना प्रौद्योगिकी इन्वेस्टर्स मीट का आयोजन किया। इसमें बिहार के विकास आयुक्त विवेक कुमार सिंह ने कहा कि निवेशकों को प्रोत्साहित करने के लिए बिहार सरकार ने कई उत्साहवर्द्धक नीतियां बनाई है। राज्य में निवेश के लिए अनुकूल माहौल है। कुशल तथा अकुशल श्रमशक्ति के मामले में बिहार देश का नंबर-वन राज्य है। उद्योग विभाग ने निवेश बढ़ाने तथा नये उद्योगों की स्थापना के लिए बिहार बायोफ्यूल्स उत्पादन प्रोत्साहन नीति-2023, बिहार औद्योगिक निवेश प्रोत्साहन (लेदर और टेक्सटाईल) नीति- 2022 सहित कई नीतियां बनाई है। इलेक्ट्रॉनिक और सूचना प्रौद्योगिकी सेवाओं के क्षेत्र में भी निवेश की अपार संभावनाएं है। उन्होंने निवेशकों से कहा कि बिहार में लॉ एंड ऑर्डर की स्थिति काफी अच्छी है। निवेशक स्वयं बिहार आएं और यहां उपलब्ध सुविधाओं को देखते हुए निवेश का फैसला लें।<br />
उद्योग विभाग के अपर मुख्य सचिव संदीप पौण्डरीक ने कहा कि बिहार में इन्फॉरमेशन टेक्नोलॉजी, इन्फॉरमेशन टेक्नोलॉजी आधारित सेवाओं तथा इलेक्ट्रॉनिक सिस्टम डिजाइन और उत्पादन का हब बन सकता है। बिहार में तकनीकी रूप से दक्ष युवाओं की बड़ी फौज है। बिहार में स्टार्टअप के विकास के लिए बी-हब बनाया गया है, जहां 162 स्टार्टअप्स एक साथ मिलकर काम कर रहे हैं। आईटी इंडस्ट्री के लिए बिहार का ईको सिस्टम बेहतरीन है।<br />

										<content:encoded><![CDATA[<p>South Eastern Coalfields Ltd (SECL) will be developing rooftop and ground mounted solar power projects of 600 MW capacity in the coming years as part of the company’s strategy to expand and diversify its business and achieve the &#8220;Net Zero Energy&#8221; goal. SECL, is planning to develop the above projects at a cost of more than Rs.1000 crores.Some of these projects would be implemented in RESCO (Renewable Energy Service Company)/BOO (Build-Own-Operate) mode.<br />
Solar power projects of more than 180 MW are already in various phases of development in the operational areas of SECL spread over Chhattisgarh and Madhya Pradesh. It has recently commissioned rooftop solar projects of 580 kWp capacity in Johilla, Jamuna-Kotma and Kusmunda Areas.<br />
At Johilla Area, the commissioned capacity is about 280 kWp which is the highest capacity rooftop solar project in the entire company.  Solar panels have been installed at Administrative Building GM office, SECL-run Kendriya Vidyalaya, Regional Hospital and at Area’s Guesthouse. The project will generate about 4,20,000 units of electricity  saving about Rs 21 lakh annually in power expenditure.<br />
The largest two solar projects under implementation are of 40 MW capacity each. A 40 MW ground mounted, grid connected solar PV plant is being developed on company’s own land in Bhatgaon and Bishrampur areas located in Chattisgarh’s Surajpur district. The project is at execution stage and likely to be commissioned during this fiscal.<br />
The management is also working on a project report for installation of another 40 MW ground mounted solar PV plant in Johilla area in Madhya Pradesh.</p>
