Delhi HC Seeks Harsher Penalties for Garbage Dumping in Drains

NEW DELHI: The Delhi High Court has asked the Municipal Corporation of Delhi (MCD) to consider increasing the ₹500 fine for throwing garbage into drains, observing that the current penalty is inadequate given its role in causing waterlogging during the monsoon. The Court directed the MCD to submit a proposal for enhancing the fine.

A Bench of Justice Prathiba M. Singh and Justice Manmeet Pritam Singh Arora expressed concern over the lack of civic sense among citizens, noting that countries such as Vietnam effectively manage heavy rainfall through better public discipline and coordinated civic action. The Court warned that it would not hesitate to take stringent action against those found dumping waste into drains.

The Court also directed the MCD, Delhi Jal Board, and Delhi Police to strengthen coordination for drain maintenance, sewage management, and enforcement against littering. It asked civic agencies to expedite work on covering open drains and ensuring stormwater drains remain functional before the onset of the monsoon. JNU, Jamia Students Protest

Delhi Police today dispersed the crowd gathered outside Chief Minister Arvind Kejriwal’s residence, who assembled there late last night and were demanding action against perpetrators of the violence in Delhi. The crowd mainly consisted of students from JNU, members of the Alumni Association of Jamia Millia Islamia (AAJMI) and Jamia Coordination Committee (JCC). They had surrounded Mr Kejriwal’s residence.

The protesters gathered at around midnight. Police personnel were seen removing them at around 3:30 am.
The students were demanding to meet him and submit a charter of demands over violence in the capital. Water cannons were used by the Delhi Police to disperse the crowd. The students later alleged that they were detained by the police and taken to nearby Civil Lines police station.

Appealing to Mr Kejriwal to take action against the violence in affected areas in North-East Delhi, protesters who called themselves concerned citizens, asked the Chief Minister to personally visit affected areas with local MLAs and organise peace marches to de-escalate tensions.

They also urged the Chief Minister to inform citizens about steps taken by the Delhi government and allow all rescue operations to reach hospitals from the affected areas.

They further appealed to identify perpetrators of violence and take action against them.

Late last evening, Mr Kejriwal called an urgent meeting at his residence, of MLAs and officials of the violence-hit areas of North East Delhi, to take stock of the situation and issued instructions to take all necessary steps to restore peace.

National Security Advisor (NSA) Ajit Doval also reached Seelampur area to take stock of the situation and visited violence-hit areas.

Delhi: 19 Metro Stations Shut, Commuters Suffer

Commuting in the city on Friday turned into a nightmare for many as arterial roads and metro stations were closed due to security reasons. In the wake of the violent protests in Uttar Pradesh, Delhi Police did not want to take any risk and it shut down major roads connecting Noida and Ghaziabad.

Delhi Metro Rail Corporation (DMRC) barred entry-exit at 19 stations, including Rajiv Chowk, to restrict the movement of those protesting against the contentious Citizenship Amendment Act. Seven metro stations were shut through the day due to the protests at Jama Masjid and India Gate.

Chandni Chowk was the latest station to be closed even as commuters faced inconvenience during the peak evening hours. At about 6 pm, the DMRC tweeted “Entry & exit gates of Closed. Trains will not be halting at this station.”

Earlier, the DMRC had tweeted about the closure of Kashmere Gate Station. But later, gate no. 3 and gate no. 4 were opened. Interchange facility was available at Rajiv Chowk, where entry and exit gates were closed.

“Entry & exit gates of Mandi House and Janpath are closed. . Interchange facility is available at Mandi House,” the DMRC had said in a tweet. Entry and exit gates of Pragati Maidan, Khan Market, Johri Enclave, Shiv Vihar, Central Secretariat and Dilshad Garden stations were also closed.

“Of the 285 stations, Chawri Bazar, Lal Quila, Jama Masjid & Delhi Gate on Violet line, Jaffrabad & Maujpur-Babarpur on Pink line and Jamia Millia Islamia on Magenta line are closed as per instructions of security agencies. Rest of the metro network is operating as per schedule,” the Delhi Metro tweeted.

During the protests, the cops had to close the Netaji Subhash Marg and partially shut the Bahadur Shah Zafar Marg to prevent protesters from advancing towards the Jantar Mantar. The closure went on till late evening when the violence broke out. Vehicles were, however, diverted through the Rajghat-Ambedkar stadium stretch from the BSZ Marg.

The Okhla Marg starting from Sukhdev Vihar, too, was closed in view of the Jamia protests. The traffic near the India Gate was affected for a while during the protest attended by Priyanka Gandhi.
