The trial of the first phase of Rapid Rail from Delhi to Meerut is going to take place in the coming days. A 17-km high-speed track from Sahibabad to Duhai (Uttar Pradesh) will be prepared. This train will run at a speed of 180 kmph, which will also be the first in the country to have a business or ‘premium’ coach on a regional corridor.

For a long time, the passengers travelling from Delhi to Meerut have been waiting for this rapid train. For the trial, the first railway coach has reached Duhai. The National Capital Region Transport Corporation (NCRTC) is all set to run the train on time. The trial from Sahibabad to Duhai will start soon, while passengers will be able to travel through this train from 2023.

The work of laying a one-km long trial track and 12 running tracks at Duhai depot is almost complete. This train is being manufactured in Gujarat’s Savli, and has been made by the multinational company Alstom.

According to the Indian Railways, this train can travel from Delhi to Meerut within 50 to 55 minutes. This is the first system in the country’s rail network under which a 180 kmph train will cover a distance of 100 km in one hour during the first phase.

The journey of 82-km from Delhi to Meerut through Ghaziabad will be completed in 55 minutes. During the journey, 25 stations are being prepared from Delhi to Meerut. The train will stop for 30 seconds at every station and will be available every 5-10 minutes.

The unique feature of this train is that a stretcher has been arranged in the last compartment of the train coach. If a patient is referred from Meerut to Delhi, a separate train coach has been arranged so that he/she can reach at a cheaper cost.

A separate train coach has also been arranged for women as well as for the differently-abled persons and can be easily folded if they are unused during the train journey. The general seats have been made extremely comfortable.

The Supreme Court expressed its displeasure over a Delhi Police affidavit which had said that “no hate speech was made” during an event held here last year and directed it to file a “better affidavit.”

Delhi Police had told the top court that “no specific words against any community were uttered” at an event organised here by the ‘Hindu Yuva Vahini’ on December 19 last year.

“The affidavit has been filed by the Deputy Commissioner of Police. We hope he has understood the nuances. Has he merely reproduced the inquiry report or applied mind? Is it your stand as well or the reproduction of inquiry report of sub-inspector level officer?” a bench of Justices A M Khanwilkar and Abhay S Oka asked.

The bench questioned can such a stand be taken on an affidavit before the court and wanted to know who verified the affidavit and if Delhi Police was accepting it as a correct finding.

Additional Solicitor General (ASG) K M Nataraj, appearing for the Delhi Police, said they will have a “re-look” of the matter and file a fresh affidavit.

“The ASG seeks time to get instructions from authorities to file a better affidavit… Two weeks time prayed for. List this matter on May 9. Better affidavit be filed on or before May 4,” the bench said.

The top court was hearing a petition filed by journalist Qurban Ali and former Patna High Court judge and senior advocate Anjana Prakash, who has also sought a direction for an “independent, credible and impartial investigation” by an SIT into incidents of hate speeches against the Muslim community.

As the hearing commenced, senior advocate Kapil Sibal, appearing for the petitioners, drew the attention of the bench towards extracts of the speech and the enquiry report of the Sub Inspector (PS Okhla Industrial Area).

The counter affidavit of the Delhi Police says an inquiry has been conducted and that the persons had gathered to ‘save ethics of their community .

In the speech in question, they say, ‘We are ready to kill’! And the Delhi Police say it is to ‘save the ethics of the community? Your Lordships may fix it for hearing and decide what constitutionally ethics are ” Sibal said.

The bench then asked the law officer if any senior officer has verified the affidavit.

“Some superior officer has seen it? Who has verified it? Has there been an application of mind as to if this stand can be taken on affidavit before the court? This affidavit is filed by the deputy commissioner of police? He accepts this position?

“Is this his understanding or only a reproduction of IO’s report? We want to understand from you the affidavit filed before this court by the deputy commissioner of police, a senior officer, the bench said.

The apex court asked the ASG if Delhi Police was accepting it as a correct finding?

This is the reproduction of the inquiry report prepared by a sub-inspector level officer or is it your stand? If it is so, then we have to ask the Commissioner of Police to look into it if this is your stand also?” the bench said.

As soon as the House resumed, the opposition parties continued the uproar leading to another adjournment till 11.30 am.

The opposition leaders had asked for a discussion on president’s speech and farmers’ protest but Rajya Sabha chairman Venkaiah Naidu said it will take place on Wednesday.

“President has referred to farmers’ agitation in his address. I wanted the discussion to start today but I was told that the discussion first starts in Lok Sabha. Keeping this in mind we have agreed to have a discussion on President’s address tomorrow,” he said.

Opposition parties including the Congress, Left, TMC and DMK on Tuesday staged a walkout from the Rajya Sabha after their demand for suspension of business of the day to take up a discussion on more than two-month-old farmers’ agitation was rejected by the Chairman.

The opposition parties had given notice under rule 267 calling for the suspension of business of the day to take up discussion on the ongoing agitation by farmers on Delhi borders against three new farm laws.

When the House met for the day, Chairman M. Venkaiah Naidu said he has received notice under rule 267 from various members but the issue can be raised during the discussion on motion of thanks to the President’s address to the joint sitting of both House of Parliament.
