<p>बिहार में चुनाव के लिए सेनायें तैयार होने लगी है . आरजेडी कांग्रेस महागठबंधन ने सबसे पहले अपना सीट बंटवारे का फार्मूला तय कर लिया है जबकि एनडीए के घटक दल अब भी खींचतान में लगे है . लालू यादव के कहने पर उनके बेटे तेजस्वी अब कांग्रेस को 68 सीट देने तैयार हो गये है जबकि आरजेडी खुद 150 सीट पर लडेगीं बाकी सीटें सीपीएम सीपीआई और अन्य सहयोगियों को दी जायेगी.</p>
<p>लालू यादव रांची के एक अस्पताल में भर्ती है . वो चारा घोटाले मामले में सजायाफ्ता भी है लेकिन बेटे तेजस्वी को लगातार सलाह दे रहे है .लालू ने बेटे को समझाया है कि अकेले मुस्लिम यादव समीकरण से जीत नहीं मिलेगी अगर अपरकास्ट का वोट लेना है तो कांग्रेस को साथ लेना पडेगा. तेजस्वी ने कांग्रेस की ये बात भी मान ली है कि चुनाव के पहले कोई मुख्यमंत्री तय नहीं किया जायेगा . ताकि अपरकास्ट का विरोध ना हो.वैसे भी जयादा सीटें तो आर जेडी ही लड रही है तो मुख्यमंत्री उसी का होगा अगर सरकार बनी तो .</p>
<p>इस बीच चिराग पासवान के नेतृत्व में एलजेपी तय करेगी कि उसे एनडीए के साथ चुनाव लडना है या अकेले ही . दरअसल बीजेपी और जेडीयू किसी भी हालत में एलजेपी को 30 से ज्यादा सीटें नहीं देना चाहते जिसके चलते अवरोध बना हुआ है. उम्मीद है कि चिराग आखिरी वक्त पर मान जायेंगे और बदले में राज्यसभा की एक सीट और मांग सकते हैं. चिराग वैसे भी अब ज्यादा बारगेनिंग की हालत में नहीं बचे हैं.</p>

<p>चुनाव के पहले चरण के लिए गुरुवार से नामांकन प्रक्रिया शुरू हो गयी है. पहले चरण के 16 जिलों की 71 विधानसभा सीटों के लिए एक अक्टूबर से 8 अक्टूबर तक कैंडिडेट अपना नामांकन दाखिल कर सकेंगे जबकि 12 अक्टूबर को नाम वापस लेने की तारीख तय है. वहीं, प्रथम चरण के लिए 28 अक्टूबर को वोट डाले जाएंगे. पहले चरण में आरजेडी की साख दांव पर लगी है तो नीतीश कुमार के नेतृत्व वाली एनडीए सरकार के सात मंत्रियों की किस्मत का भी फैसला होना है.</p>
<p><strong>पहले चरण के </strong><strong>16 </strong><strong>जिले</strong><br />
बिहार विधानसभा चुनाव में पहले चरण में 16 जिलों की विधानसभा सीटों पर वोट 28 नवंबर को वोटिंग होगी. इनमें भागलपुर, बांका, मुंगेर, लखीसराय, शेखपुरा, पटना, भोजपुर, बक्सर, सासाराम, कैमूर, अरवल, जहानाबाद, औरंगाबाद, गया, नवादा और जमुई जिले की विधानसभा सीटें हैं.</p>
<p><strong>आरजेडी के पास सबसे ज्यादा सीटें</strong><strong> </strong><br />
पहले चरण के जिन 16 जिलों की 71 विधानसभा सीटों पर 28 अक्टूबर को वोटिंग होनी है. यह आरजेडी का मजबूत दुर्ग माना जाता है. 2015 के चुनाव में लालू प्रसाद यादव और नीतीश कुमार ने मिलकर एनडीए का सफाया कर दिया था. पहले चरण 71 सीटों में से 25 पर आरजेडी का कब्जा है जबकि 21 सीटें जेडीयू के पास हैं. बीजेपी को यहां 14 सीटें मिली थीं और कांग्रेस ने 8 सीटों पर जीत दर्ज की थी. इसके अलावा जीतनराम मांझी की हिंदुस्तान आवाम मोर्चा को एक, सीपीआई को एक और एक सीट पर निर्दलीय को जीत मिली थी. एलजेपी को एक भी सीट नहीं मिली थी.</p>

										<content:encoded><![CDATA[<p>US President Donald Trump raised issue of &#8220;explosive&#8221; situation in Kashmir, saying it is a &#8220;very complicated place&#8221;.  He said religion was one of the main reasons for uneasy ties between India and Pakistan.</p>
<p>&#8220;Kashmir is a very complicated place. You have Hindus and you have the Muslims and I wouldn&#8217;t say they get along so great,&#8221; Mr Trump told reporters in the White House. &#8220;I will do the best I can to mediate,&#8221; he said. &#8220;&#8230;you have two counties that haven&#8217;t gotten along well for a long time and frankly, it&#8217;s a very explosive situation,&#8221; he told to reporters in white house .</p>
<p>The US President &#8211; who has previously spoken of his willingness to mediate &#8211; indicated that he would raise the matter over the weekend with PM Modi. The two leaders are expected in France for a summit of the Group of Seven (G7) industralised nations.</p>
<p>&#8220;I think we&#8217;re helping the situation. But there&#8217;s tremendous problems between those two countries, as you know. And I will do the best I can to mediate or do something,&#8221; Mr Trump said. &#8220;Great relationship with both of them, but they are not exactly friends at this moment. Complicated situation. A lot has to do with religion. Religion is a complicated subject,&#8221; the US President said.</p>
<p>Donald Trump had recently offered to mediate on Kashmir if India and Pakistan agreed. During a joint media appearance with Imran Khan at the White House last month, he also stunned India by saying that PM Modi sought his &#8220;mediation&#8221; on the Kashmir issue &#8211; a claim India denied.</p>
<p>On Monday, Mr Trump spoke on the phone with his &#8220;two good friends&#8221; &#8211; PM Modi and Imran Khan &#8211; and urged them to work towards reducing tensions over Kashmir. He also advised Pakistan to &#8220;moderate its rhetoric with India&#8221; over Kashmir.</p>

										<content:encoded><![CDATA[<p>On Tuesday the Karnataka Congress-JD(S) government finally got a cabinet with 17 ministers.</p>
<p>Yediyurappa, who faced opposition ire for delaying the appointment of ministers — especially in the wake of floods — had proposed the names of 17 MLAs, including independent lawmaker H Nagesh and former chief minister Jagadish Shettar, to Governor Vajubhai Vala. governor administrated oath to new minister today .</p>
<p>The chief minister ran a “one-man” cabinet for over 20 days and decided to appoint more ministers after go-ahead from BJP chief Amit Shah. &#8221;</p>
<p>The ministers include former Chief Minister Jagadish Shettar, two ex-deputy chief ministers — KS Eshwarappa and R Ashoka — Independent MLA H Nagesh and Laxman Sangappa Savadi, who is not a member of the Assembly or Council, and MLC Kota Srinivas Poojari. Others sworn in were: Govind M Karajol, Ashwath Narayan CN, B Sreeramulu, S Suresh Kumar, V Somanna, CT Ravi, Basavaraj Bommai, JC Madhu Swamy, CC Patil, Prabhu Chauhan and Shashikala Jolle Annasaheb, who is the only woman Cabinet Minister.</p>
<p>Yediyurappa had a tightrope to walk during the cabinet expansion as he had to craft a fine caste and regional balance, in view of large number of aspirants, sources said.</p>
<p>However, with no decision yet by the Supreme Court on 17 disqualified Congress-JD(S) MLAs, whose resignation from the Assembly paved the way for the BJP to gain power, the chief minister has no immediate compulsion to accommodate them.</p>
<p>Amid pressure from within, opposition parties, the Congress and JD(S) too had hit out at the BJP over the delay in cabinet expansion, and had raised questions about the government&#8217;s &#8220;existence&#8221;. The Congress had even said that Yediyurappa&#8217;s one-man cabinet administration &#8220;resembled President&#8217;s rule.&#8221;</p>

<p>The political drama capped a 14-month long turbulent tenure in the state.</p>
<p>After losing the trust vote and flouting a number of deadlines, Kumaraswamy went to Raj Bhavan and <a href="https://www.news18.com/news/politics/after-losing-trust-vote-hd-kumaraswamy-submits-resignation-to-karnataka-governor-2242879.html" target="_blank" rel="noopener noreferrer">submitted his resignation</a> to Governor Vajubhai Vala.</p>
<p>The resignation was accepted with immediate effect, but Vala asked Kumaraswamy to continue as caretaker chief minister till alternative arrangements are made.</p>

<p>Bringing to end a three-week-long high-voltage power struggle triggered by a raft of resignations by rebel lawmakers that made the survival of the government difficult, the confidence motion moved by Kumaraswamy was defeated with 99 members voting for the alliance and 105 against it in a House of 225, including Speaker KR Ramesh Kumar and a nominated member.</p>
<p>As many as 20 MLAs – 17 from the Congress-JDS, <a href="https://www.news18.com/news/politics/mayawati-expels-lone-bsp-mla-in-karnataka-for-abstaining-from-voting-in-favour-of-kumaraswamy-govt-2242893.html?ref=hp_top_pos_3" target="_blank" rel="noopener noreferrer">one from the BSP</a>, and two Independents &#8212; skipped the proceedings, reducing the effective strength of the House to 205. The magic figure for Kumaraswamy to win the trust vote was 103.</p>
<p>&#8220;The motion moved by the chief minister has fallen through,&#8221; Speaker Kumar announced.</p>
<p>Flashing a victory sign after the voting, BJP leader BS Yeddyurappa, hoping to become the chief minister for the fourth time, described the outcome as a <a href="https://www.news18.com/news/politics/bjp-says-exit-of-corrupt-illegitimate-congress-jds-alliance-good-news-for-karnataka-2242921.html" target="_blank" rel="noopener noreferrer">&#8220;victory for democracy&#8221; </a>as people were fed up with the Kumaraswamy government.</p>
<p>After the Assembly polls last year, Yeddyurappa resigned without facing the trust vote since he did not have the numbers on his side with the BJP, which bagged 104 seats, falling short of a majority by nine seats. He assured the people of Karnataka that &#8220;an era of development&#8221; would start with the BJP in power.</p>
<p>On the next step, Yeddyurappa, 76, said an appropriate decision would be taken &#8220;as early as possible&#8221;. The BJP dubbed the fall of the government as a<a href="https://www.news18.com/news/politics/bjp-celebrates-kumaraswamy-govts-collapse-with-game-of-karma-taunt-bruised-congress-blames-rss-2242785.html?ref=hp_top_pos_2" target="_blank" rel="noopener noreferrer"> &#8220;Game of Karma&#8221;</a>. Kumaraswamy, son of former prime minister HD Deve Gowda, watched the proceedings in a pensive mood after a spirited reply to the debate.</p>
<p>With rebellion exploding in its face, the coalition government was hanging by a thread for the last three weeks with the Supreme Court verdict that rebel MLAs ought not to be compelled to attend the session tipping the scales in favour of the BJP.</p>
<p>Outwitted in the numbers game and defeat staring in his face with the rebel MLAs in no mood to step back from their position to not attend the Assembly, Kumaraswamy gave indications of quitting in the initial remarks while winding up the debate on the confidence motion.</p>
<p>&#8220;I am ready to happily sacrifice this position,&#8221; he said as the Assembly debated the confidence motion for four days. In his reply, Kumaraswamy said discussions were on why he had not resigned and was sticking to the chair.</p>
<p>Sounding philosophical, he said when the 2018 assembly polls results were out, he had plans to quit politics. &#8220;My political entry itself was all of a sudden and unexpected,&#8221; he said.</p>

										<content:encoded><![CDATA[<p>The apex court today pulls up Karnataka assembly speaker for sitting in rebel MLAs resignation and remind his constitutional obligations .</p>
<p>The MLAs mentioned their application before a bench of Chief Justice Ranjan Gogoi and Justice Deepak Gupta Monday seeking impleadment as parties to the pending plea on which it was ordered that the speaker would not take any decision till Tuesday on the resignations and disqualifications.</p>
<p>The top court further criticises the speaker for not being able to take a decision on the resignation. &#8220;Speaker reminds us of our constitutional duty but he doesn&#8217;t decide. He tells us he will take his own time.</p>
<p>The top court also pulls up the Speaker saying, &#8220;What has he done since July 6 when the resignations were given. (The) Speaker didn&#8217;t do anything until they (the rebel MLAs) came to this Court.&#8221;</p>
<p>The Supreme Court, however, argues against Abhishek Singhvi, who is representing the Karnataka speaker, saying that there is no requirement that a member has to be physically present in order to resign. &#8220;They can send letters too.&#8221;</p>
<p>Congress leader and lawyer Abhishek Singhvi appearing on behalf of Karnataka Speaker argues that disqualification has to be recognised since the resignations were physically presented later. &#8220;All cases of physical presentation before the Speaker are from as late as July 11 and not before that. And four out of these MLAs haven&#8217;t physically presented themselves till date.&#8221;</p>
<p>Mukul Rohatgi says that the speaker&#8217;s actions aren&#8217;t immune from judicial review in matters of resignations. &#8220;The only immunity is with respect to business inside the House.&#8221;</p>
<p>Senior Advocate Mukul Rohatgi contests the Supreme Court&#8217;s observations citing a previous case in the Kerala High Court wherein an MLA was allowed to resign even when his disqualification was pending since much before.</p>
<p>CJI Ranjan Gogoi says that the top court can&#8217;t decide if Speaker should decide on resignation or disqualification of MLAs first.</p>

<p>Eight  MLAs from Karnataka, who flew to Mumbai three days ago after quitting the state&#8217;s Assembly are still camping here.<br />
The legislators were earlier on their way to Goa accompanied by a BJP leader, but cut short the trip and returned to Mumbai. The two Independent MLA-ministers, H Nagesh and R Shankar, who withdrew support on Monday in a further blow to the government are also reported to be in Mumbai.</p>
<p>The Congress rushed senior leaders Ghulam Nabi Azad and BK Hariprasad to Bengaluru to help defuse the crisis amid reports that some more MLAs including Sowmya Reddy, daughter of rebel Congress leader and party veteran Ramalinga Reddy, may join the dissident ranks.</p>
<p>The fate of the 13-month-old JD(S)-Congress government led by Chief Minister HD Kumaraswamy is hinged on the Speaker&#8217;s decision on the resignation of the 14 MLAs, including MLA R Roshan Baig who joined the bandwagon of dissidents on Tuesday. A total of 13 MLAs, 10 of the Congress and 3 of the JD(S), submitted their resignation to the Speaker&#8217;s office on Saturday triggering a fresh political crisis.</p>

										<content:encoded><![CDATA[<p>Karnataka rebel Congress-JD(S) MLAs moved the Supreme Court today against the Speaker, alleging that he has failed in his “constitutional duty” by not accepting their resignations.</p>
<p>Earlier, Congress leader DK Shivakumar, who reached Mumbai in the morning to meet the rebels, was forced to return from the hotel by the police after he was greeted with ‘go back’ slogans. Shivakumar said, “Nothing is permanent in politics. There’re no friends and no enemies. Anyone can turn at any moment. I’m trying to contact them (rebel MLAs).I&#8217;ll get a call. Their heart is beating to meet their friend.”</p>
<p>Ten rebel MLAs from the Congress-JD(S) combine had written to the Mumbai police commissioner expressing fears of threat to their lives during the visit of Shivakumar and a JD(S) leader to the city today. The letter signed by 10 MLAs said they have heard that Shivakumar and others are going to storm the hotel premises they are staying in and they feel threatened by this.</p>

										<content:encoded><![CDATA[<p>All Congress ministers have tendered their resignations in view of the crisis that has shaken the Congress-JD(S) coalition government in the state. The resignations come as an attempt to salvage the situation and accommodate the rebel MLAs within the cabinet.</p>
<p>earlier the woes of the Congress-JD(S) combine in Karnataka worsened today after Independent MLA and minister Nagesh quit his post and said he was ready to support the Bharatiya Janata Party (BJP). This was followed by all Congress ministers submitting their resignation to the party chief to placate the rebel MLAs.</p>
<p>The development comes even as Karnataka Chief Minister HD Kumaraswamy met rebel Congress MLA Ramalinga Reddy amid the ongoing crisis in the state precipitated by the resignation of 13 Congress-JD(S) MLAs, which has threatened to topple the 13-month-old alliance government.</p>
<p>Nine Congress MLAs and three of JD(S) went to the Speaker&#8217;s office to put in their papers Saturday and later met Governor Vajubhai Vala at Raj Bhavan. Another Congress MLA, Anand Singh, submitted his resignation on July 1.</p>
<p>A day after the resignation of MLAs rocked the coalition and plunged the state into a political crisis, leaders of both parties held day-long discussions about the next course of action to save the government.</p>
<p>Deputy chief minister G Parameshwara has called a meeting of Congress ministers over breakfast to “stabilise” the government. Speaking to the media, Parameshwara said no leadership change was discussed yet but talks were on with disgruntled MLAs to tell them about “priorities”.</p>
<p>Kumaraswamy, who returned from the US on Sunday, went into a huddle with other leaders even as the disgruntled MLAs camped in Mumbai and refused to take back their resignations. The ruling coalition, which has 118 MLAs in the 224 member assembly, faces the risk of losing its majority if the resignations are accepted.</p>
<p>There were reports of a change of guard as an option to save the government by making veteran Congress leader Mallikarjun Kharge the Chief Minister.</p>
<p>Kharge ruled it out, saying &#8220;false&#8221; and &#8220;flimsy&#8221; news was being spread through the media just to divide the party. &#8220;I don&#8217;t know about it. I want this alliance government to continue and go smoothly,&#8221; he said, adding he would also talk to the MLAs to withdraw their resignations.</p>
<p>BJP state unit chief BS Yeddyurappa said the party was watching the developments and that they were not &#8220;sanyasis&#8221; to rule out the possibility of forming the government. Ruling out the possibility of any mid-term polls, he said &#8220;it has been just 13 months after the assembly election. We will not allow election to happen&#8221;.</p>
<p>&#8220;Let them (Congress-JDS) give good administration. If they can&#8217;t, we are there with strength of 105 MLAs&#8230;we will not meet the Governor or go to Delhi for now. We are watching the developments,&#8221; he added.</p>
<p>The JD(S)-Congress coalition&#8217;s total strength, including those who have put in their papers, is 118 (Congress-78, JD(S)-37, BSP-1 and Independents-2), besides the Speaker. BJP has 105 MLAs in the House, where the half-way mark is 113. If the resignations are accepted, the coalition&#8217;s tally will reduce to 105. The Speaker also has a vote.</p>
