NEW DELHI. Coal Secretary Vikram Dev Dutt chaired a high-level review meeting to assess the reform initiatives and operational performance of Coal India Limited (CIL), with a focus on enhancing production, productivity and efficiency across the coal sector. Discussions centered on increasing coal supplies, improving coal quality, expediting First Mile Connectivity projects, expanding and optimally utilizing coal washing capacities, promoting coal gasification projects, accelerating technological innovations, and implementing cost optimization and expenditure control measures. Senior officials from the Ministry of Coal and Coal India Limited, including Chairman B. Sairam and functional directors of the company, attended the meeting.

In a parallel effort to strengthen energy security and reduce import dependence, the government is promoting coal gasification as a key component of India’s self-reliance strategy. The initiative aims to produce syngas domestically for use in sectors such as fertilizers, steel and energy, thereby reducing reliance on imported petroleum products and saving foreign exchange. To boost investment in the sector, the Centre has announced incentives worth Rs 46,000 crore, while states including Uttar Pradesh, Maharashtra and Odisha have introduced supportive policies. The Fertilizer Ministry is also working on a policy framework to encourage urea production through coal gasification technology. The government has further assured that adequate coal reserves are available, with an estimated 81-day stock for the power sector, ensuring uninterrupted fuel supply to thermal power plants.

BILASPUR. Coal India Limited, the world’s largest coal producer, has intensified its preparations for a major transformation in its human resource and industrial relations framework by launching a systematic rollout of the four new Labour Codes. In a formal letter issued to the Chairman-cum-Managing Directors of all subsidiary companies—including ECL, BCCL, CCL, NCL, SECL, WCL, MCL, and CMPDIL—Dr. Vinay Ranjan, Director of Human Resources at Coal India Limited, provided detailed instructions emphasizing the need for robust coordination across all departments to ensure effective implementation.

These new regulations, which include the Wages Code 2019, Industrial Relations Code 2020, Social Security Code 2020, and Occupational Safety, Health and Working Conditions Code 2020, became effective on November 21, 2025, and consolidated 29 previously existing labour laws. To ensure compliance, the company has issued key directives requiring all subsidiaries to organize comprehensive training and awareness sessions involving HR, Legal, and Safety officers, while maintaining positive communication with trade unions and contractual workers’ representatives to prevent misunderstandings.

Additionally, dedicated teams will be formed within each subsidiary to review existing processes for full compliance, and a senior-level Nodal Officer will be appointed to submit monthly progress reports to the headquarters by the 10th of every month, ensuring a highly successful and seamless transition into this new regulatory framework.

NEW DELHI. In a notable acknowledgment of the Coal Ministry’s efforts to modernize and digitize the mining sector, South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited under the Ministry of Coal, presented its flagship digital transformation initiative, DigiCOAL, at the National Workshop on “Digital Initiatives for Increasing Transparency in Governance” held at the SCOPE Convention Centre in New Delhi on 11 February 2026. This national platform highlighted the Ministry’s strategic focus on promoting transparency, accountability, and technology-driven reforms in the coal and mining industry. DigiCOAL exemplifies the government’s vision to create a more efficient, data-centric, and digitally integrated mining ecosystem, aligning with the broader goals of transparent governance and responsible resource management.

DigiCOAL is a comprehensive digital ecosystem designed to enhance operational oversight and institutional accountability across mining activities through advanced technological integration. Key features include real-time monitoring of heavy earth-moving machinery using sensor-based systems to detect anomalies and improve operational efficiency, video analytics and connected worker systems to enhance safety and operational control, drone-based surveillance for precise mine monitoring and regulation enforcement, data-driven mine planning using analytics for scientific production management, and integrated digital platforms for land records, training, spare parts management, and centralized decision-making. The recognition of DigiCOAL at the national workshop underscores how policy guidance from the Ministry of Coal, combined with technological adoption at the operational level, is transforming the mining sector into a more transparent, efficient, and future-ready industry committed to sustainable development and responsible energy production.
