<p><strong>क्या है नागरिकता संशोधन अधिनियम &#8211;</strong><br />
देश के दोनों सदनों में 4 साल पहले पास होने के बाद अंततः केंद्र सरकार द्वारा नागरिकता संशोधन अधिनियम CAA  नियमों की अधिसूचना जारी कर दी गई है। केंद्रीय गृह मंत्रालय ने 11 मार्च 2024 को शाम 6:00 बजे CAA के नियमों को लेकर अधिसूचना जारी की। लोकसभा चुनाव से ठीक पहले नागरिकता संशोधन अधिनियम नियमों की अधिसूचना जारी करने की घोषणा केंद्र सरकार का बहुत बड़ा फैसला है। इसके लिए पोर्टल भी तैयार है, जिसके जरिए गैर मुस्लिम प्रवासी समुदाय के लोग नागरिकता पाने के लिए आवेदन कर सकेंगे। केंद्रीय गृह मंत्रालय द्वारा इसके लिए पूरी तैयारी कर ली है।</p>
<p><strong>क्या कहती है वेबसाइट पर सीएए के लिए जारी सुचना &#8211;</strong></p>
<p><strong>भारतीय नागरिकता का अधिग्रहण &#8211;</strong><br />
&#8211; नागरिकता संशोधन अधिनियम 2019 के तहत भारतीय नागरिकता के लिए आवेदन करने के लिए एक विशेष प्रावधान मौजूद है।<br />
&#8211; यह विशेष रूप से उन कुछ व्यक्तियों के लिए है जो 31 दिसंबर, 2014 को या उससे पहले भारत में प्रवेश कर चुके हैं और पाकिस्तान या अफगानिस्तान या बांग्लादेश के हिन्दू या सिख या बौद्ध या जैन या पारसी या ईसाई समुदाय से हैं।<br />
&#8211; अधिक विस्तृत जानकारी के लिए, व्यक्ति 1955 के नागरिकता अधिनियम में उल्लिखित प्रावधानों का संदर्भ ले सकते हैं।<br />
&#8211; आवेदन जमा करने के इच्छुक व्यक्तियों के पास अपना ईमेल आईडी और मोबाइल नंबर होना चाहिए।<br />
&#8211; आवेदक सीएए 2019 के तहत भारतीय नागरिकता के लिए आवेदन जमा करने के लिए बटन पर क्लिक कर सकते हैं और अपने व्यक्तिगत ईमेल आईडी और मोबाइल नंबर का उपयोग करके लॉग इन कर सकते हैं।</p>

<p>इन छह समुदायों ( हिन्दू, सिख,बौद्ध,जैन, पारसी, ईसाई) पर अगर कोई भी क़ानूनी करवाई चल भी रही होगी तो अब नहीं चलेगी जैसे विदेशी अधिनियम &#8211; 1946 एवं पासपोर्ट अधिनियम &#8211; 1920 के तहत सजा हो सकती थी, जो अब नहीं होगी।</p>
<p><strong>यह किसी की नागरिकता छीनने का नहीं बल्कि नागरिकता देने का कानून है। &#8211;</strong></p>
<p>आखिर जब ये कानून (हिन्दू, सिख,बौद्ध,जैन, पारसी, ईसाई) जो पाकिस्तान या अफगानिस्तान या बांग्लादेश में अल्पसंख्यक के रूप में पीड़ित या यूँ बोले सताएं गए अल्पसंख्यक थे, उनको नागरिकता दी जा रही है फिर हंगामा क्यों मचा है। विरोध करने वालों का कहना है की ये कानून भेद भाव पैदा करता है। क्योकि इसमें नागरिकता देने के प्रावधान में मुस्लिमों को शामिल नहीं किया गया है। क्या पाकिस्तान या अफगानिस्तान या बांग्लादेश में मुस्लिम अल्पसंख्यक है या पीड़ित हैं तो जवाब है &#8220;नहीं। यह सिर्फ एजेंडाधारियों के द्वारा लोगों को गुमराह किया जा रहा है। सुप्रीम कोर्ट में इस कानून को रद्द करने के लिए बहुत सारी याचिकाएं भी दायर की गई हैं।</p>
<p>नागरिकता संशोधन अधिनियम में पहले से ही नागालैंड, अरुणाचल प्रदेश, त्रिपुरा, मणिपुर, मिजोरम एवं मेघालय के लगभग सभी हिस्सों एवं असम के आदिवासी क्षेत्रो को इससे दूर रखा गया है।</p>
<p><strong>बंगाल में ममता दीदी की क्यों बढ़ी है चिंता, क्यों चर्चा में है &#8220;मातुआ समुदाय&#8221; , क्या है राजनीतिक मतलब</strong></p>
<p><strong>&#8211; पश्चिम बंगाल में सीएए लागू होने के बाद मतुआ समुदाय के लोगों में जश्न का माहौल है। जानते हैं क्यों</strong></p>
<p>अब जब सीएए लागू हो गया है तो मतुआ समुदाय इसके लिए खुशियां मना रहा है क्योंकि मतुआ समुदाय की यह लंबे समय मांग चली आ रही थी, अब जाके उन्हें नागरिकता मिलेगी। हिंदू शरणार्थी, अनुसूचित जाति या दलित समुदाय के रूप में वर्गीकृत, मतुआ समुदाय विभाजन के बाद दशकों से  बांग्लादेश (तत्कालीन पूर्वी पाकिस्तान) से किसी तरह जान बचाकर वहां से भाग आये थे, और वे बंगाल की दूसरी सबसे बड़ी अनुसूचित जाति वाली आबादी हैं, जो अधिकतर उत्तर और दक्षिण 24 परगना में प्रवास करते हैं। इनका प्रभाव  नादिया, हावड़ा, कूच बिहार, उत्तर और दक्षिण दिनाजपुर और मालदा जैसे सीमावर्ती जिलों में है। इनकी संख्या लगभग 1.5 करोड़ हैं, जो उत्तर बंगाल में राजबंशियों के बाद दूसरा सबसे बड़ा है। राज्य की 42 लोकसभा सीटों में से, बंगाल में 10 सीटें अनुसूचित जाति के लिए आरक्षित हैं, जिनमें से भाजपा ने 2019 लोकसभा चुनाव में चार &#8211; कूचबिहार, जलपाईगुड़ी, बिष्णुपुर और बोनगांव पर जीत हासिल की थी। इनकी नागरिकता के बाद चुनाव में एक बहुत बड़ा उलटफेर देखने को मिल सकता है।</p>

										<content:encoded><![CDATA[<p>The Supreme Court has refused to grant an interim stay on CAA or NRC or NPR and the government is free to implement those laws.</p>
<p>SC will consider hearing pleas related to Assam and Tripura separately, after Centre files its reply after the given window of two weeks.</p>
<p>The Centre will have to file replies on all other CAA-related pleas (except those about Assam and Tripura) within four weeks</p>
<p>The SC has not referred the matter to a Constitution Bench as of now. However, it showed strong inclination to do that. It said a five-judge Constitution Bench will be set up to hear the matter.</p>
<p>The Supreme Court has also asked the High Courts not to entertain any pleas on CAA until the apex court finish deciding this matter.</p>
<p>CJI SA Bobde agreed that the challenge to Citizenship Assam Act will have to be bifurcated in two sections &#8211; one concerning Tripura and Assam and another one concerning CAA generally. He granted the government two weeks to respond in the Assam-related matters and four weeks to answer the other matters related to CAA.</p>
<p>The Supreme Court is currently hearing 143 petitions concerning the Citizenship Amendment Act. However, a batch of petitioners raising the Assam issue sought to be heard separately. They proposed that the general matter of the CAA and the matter concerning CAA in Assam should be treated differently for the purpose of interim orders as the law presents a unique situation in Assam.</p>
<p>Senior Advocate AM Singhvi mentions that many states have started the NPR process. Senior Advocate Vikas Singh presses for an interim order, saying that the law violates Assam Accord. Singh pointed out that people from Bangladesh were allowed to come in till 1971 because they faced persecution, but when the cut off date was revised, it violated the Assam Accord</p>

										<content:encoded><![CDATA[<p>The Dehli police issued prohibitory orders under CrPC Section 144 banning gathering near UP Bhawan in Delhi and Seelampur and Jaffrabad areas of northeast Delhi.</p>
<p>This morning, the Delhi Police said that they are ready to deal with any situation. As a precautionary measure, the police have deployed several companies of security forces in some areas. &#8220;No one should pay attention to rumours. We are monitoring social networking sites as well to check rumours,&#8221; said Delhi Police PRO MS Randhawa. Delhi Police has appealed to everyone to maintain peace. In volatile areas, the police are doing flag March and foot-patrolling and The cops have also resorted to announcements through loudspeakers urging people to keep peace.</p>
<p>A police complaint has been filed against author Arundhati Roy after her controversial speech at Delhi University. On December 25, Roy had urged Indians to &#8216;lie&#8217; during census over NPR or give &#8220;fake names and addresses&#8221;. Roy had told the crowd that the NPR would serve as a database for the NRC. &#8220;But what&#8217;s even more shocking was that Roy had said that the Modi government shouldn&#8217;t be given the remaining four years,&#8221; the complaint said.</p>
<p>In UP Paramilitary force personnel and state police force have been deployed, and drone cameras are being used to ensure security on Friday. Meanwhile, the process to confiscate the property of those involved in damaging public assets during the protests gained momentum as 372 people were served notices in different districts.</p>
<p>The Yogi Adityanath government in Uttar Pradesh has decided that a Special Investigation Team (SIT) will probe cases of violence during the recent protests against the Citizenship Amendment Act (CAA) in the state. The Director General of Police (DGP) O.P. Singh has ordered the SIT probe. The DGP said that the SIT, in each district, will be headed by an officer of an Additional SP rank. The SIT will be headed by Additional SP (Crime) or Additional SP (City) of the district.</p>

										<content:encoded><![CDATA[<p>Commuting in the city on Friday turned into a nightmare for many as arterial roads and metro stations were closed due to security reasons. In the wake of the violent protests in Uttar Pradesh, Delhi Police did not want to take any risk and it shut down major roads connecting Noida and Ghaziabad.</p>
<p>Delhi Metro Rail Corporation (DMRC) barred entry-exit at 19 stations, including Rajiv Chowk, to restrict the movement of those protesting against the contentious Citizenship Amendment Act. Seven metro stations were shut through the day due to the protests at Jama Masjid and India Gate.</p>
<div>Chandni Chowk was the latest station to be closed even as commuters faced inconvenience during the peak evening hours. At about 6 pm, the DMRC tweeted “Entry &amp; exit gates of Closed. Trains will not be halting at this station.”</div>

<div>Earlier, the DMRC had tweeted about the closure of Kashmere Gate Station. But later, gate no. 3 and gate no. 4 were opened. Interchange facility was available at Rajiv Chowk, where entry and exit gates were closed.</div>

<div>“Entry &amp; exit gates of Mandi House and Janpath are closed. . Interchange facility is available at Mandi House,” the DMRC had said in a tweet. Entry and exit gates of Pragati Maidan, Khan Market, Johri Enclave, Shiv Vihar, Central Secretariat and Dilshad Garden stations were also closed.</div>

<div>“Of the 285 stations, Chawri Bazar, Lal Quila, Jama Masjid &amp; Delhi Gate on Violet line, Jaffrabad &amp; Maujpur-Babarpur on Pink line and Jamia Millia Islamia on Magenta line are closed as per instructions of security agencies. Rest of the metro network is operating as per schedule,” the Delhi Metro tweeted.</p>
<p>During the protests, the cops had to close the Netaji Subhash Marg and partially shut the Bahadur Shah Zafar Marg to prevent protesters from advancing towards the Jantar Mantar. The closure went on till late evening when the violence broke out. Vehicles were, however, diverted through the Rajghat-Ambedkar stadium stretch from the BSZ Marg.</p></div>

<div>The Okhla Marg starting from Sukhdev Vihar, too, was closed in view of the  Jamia protests. The traffic near the India Gate was affected for a while during the protest attended by Priyanka Gandhi.</div>

										<content:encoded><![CDATA[<p><strong>One</strong> person was <strong>killed</strong> in <strong>Lucknow</strong> and <strong>two</strong> in <strong>Mangaluru</strong> as protests against the <strong>Citizenship Amendment Act</strong> turned violent in some parts of the country on Thursday, forcing administration to impose curfew and curtail internet services.</p>
<p>However, in the national and financial capitals of India, &#8220;no untoward incidents was reported&#8221;. Delhi Police PRO Mandeep Singh Randhawa said the force is closely monitoring social media and WhatsApp groups to check rumour mongering. At the August Kranti Maidan in Mumbai, there were peaceful protests during the three hours of agitation.</p>
<p>Over 2,000 police personnel at the venue did not come in the way of protesters, which earned the Mumbai Police plaudits on social media. Many protesters, before leaving, made it a point to shake hands with the policemen. Groups of youngsters were also seen singing while walking to the nearby Grant Road Railway station.</p>
<p>Amid protests against the amended Citizenship Act, BJP working president J P Nadda asserted that the law will be implemented and the National Register of Citizens will also be brought in. &#8220;Those who are opposing the citizenship law should meet them. These people have been living in India for 28-30 years but can&#8217;t admit their children in schools or buy a house as they do not have citizenship. Our rivals cannot see anything beyond their vote bank politics,&#8221; Nadda said.</p>
<p>Karnataka Chief Minister B S Yediyurappa also tried to allay fears among the Muslim community, saying that it was his government&#8217;s responsibility to protect their interest. Calling for peace, amid protests against the CAA in various parts of the state defying prohibitory orders, he accused the Congress party of being behind it and warned them of consequences.</p>
<p>West Bengal BJP president Dilip Ghosh slammed CM Mamata Banerjee, who is also the Trinamool Congress supremo, for allegedly instigating people against the central government, the BJP leader said she is frustrated as her dream of becoming the prime minister did not see the light of the day.</p>
<p>&#8220;No Indian has the urge to destroy national properties. Those who have ravaged public properties and wreaked havoc in West Bengal for last few days in support of the chief minister of the state are the enemies of the country. These lungi clad infiltrators can be only identified through the NRC,&#8221; Ghosh asserted.</p>
<p><strong>In Uttar Pradesh</strong></p>
<p>A Lucknow man was killed as violence erupted in the state capital and some other parts of Uttar Pradesh with protesters, angry over the new citizenship law, pelting stones at police and torching vehicles.</p>
<p>Mohammad Wakeel (25) suffered a firearm injury when he was passing through an old city area where the clashes took place, his family said. But police denied that this had anything to do with the protests or the police action. The scattered incidents of violence were reported from Lucknow&#8217;s old city and parts of Sambhal and Mau districts.</p>
<p>Two buses were torched, one in Lucknow and the other in Sambhal. Mobs also targeted two police posts in the state capital, setting one of them ablaze. Police resorted to lathi-charge and used tear-gas shells at several places.</p>
<p>In Mau, protesters hurled stones, triggering a large deployment of UP&#8217;s Provincial Armed Constabulary (PAC). Several Aligarh Muslim University teachers held a silent march, days after the institute witnessed violence when students protested against the new legislation that they say discriminates against Muslim. The protesters, including several women teachers, marched from the AMU Teachers&#8217; Club to the Purani Chungi Crossing.</p>
<p><strong>In Karnataka</strong></p>
<p>Two persons were killed in police firing at Mangaluru in BJP-ruled Karnataka as protests against the Citizenship Amendment Act turned violent, even as street demonstrations surged in southern cities. Police have clamped curfew in parts of Mangaluru until Friday night.</p>
<p>Police sources said protesters defying prohibitory orders attempted to lay siege to the Mangalore North police station and tried to attack police personnel, following which force was used to disperse them.</p>
<p>Two persons received bullet injuries in police firing and they later succumbed at a hospital, police confirmed. The deceased were identified as Jaleel Kudroli (49) and Nausheen (23).</p>
<p><strong>In Assam, Bengal &amp; Bihar</strong></p>
<p>Protests against contentious Citizenship (Amendment) Act continued unabated across Assam on Thursday but there was no report of any violence during the stir which was also the case in West Bengal and Meghalaya.</p>
<p>But, Bihar witnessed vandalism and arsons during the day on account of a state-wide shutdown called by Left parties to protest against new citizenship law and proposed NRC across the nation.</p>
<p>All Assam Students&#8217; Union (AASU) strongly criticising the Vice Chancellors&#8217; appeal to students not to join the stir. VCs of about 20 government and private universities in Assam, which experienced mass protests against the amended Citizenship Act and mayhem, had earlier made an appeal to students not to endanger their future but help in maintaining peace and harmony in the state.</p>
<p><strong>Delhi</strong></p>
<p>Thousands of students, activists and opposition leaders hit the streets in the national capital on Thursday defying heavy security clampdown and prohibitory orders even as authorities suspended mobile internet services and restricted traffic movement to quell the swirling agitation.</p>
<p>Opposition leaders D Raja, Sitaram Yechury, Nilotpal Basu, Brinda Karat, Ajay Maken, Sandeep Dikshit and activists Yogendra Yadav, Umar Khalid were among over 1,200 people detained from areas around Red Fort and Mandi House — the sites of the two planned demonstrations.</p>
<p>Notwithstanding the restrictions, hundreds of flag-waving students and activists converged near the historic Jantar Mantar in the afternoon to voice their anger against the contentious law after police forcefully evicted protesters from areas around Red Fort and Mandi House. Permission for holding any demonstration in the two sites was not granted.</p>
<p><strong>Maharashtra</strong></p>
<p>Thousands of protesters took to the streets of the financial capital against the Citizenship Act on Thursday, converging at the August Kranti Maidan, where Mahatma Gandhi in 1942 told the British to quit India.</p>
<p>The gathering included workers of political parties, students and a smattering of Bollywood personalities, who made out a strong case against the Act and the National Register of Citizens (NRC).</p>
<p>The protest in Mumbai was called by a slew of opposition parties like the CPI and civil society groups, but the gathering seemed to transcend all identities. Students from Assam, a few Mumbaikars hailing from Mizoram and others joined the locals in the protests that began at 4 pm and dwarfed a pro-CAA gathering organised outside the Churchgate railway station not far away. Bollywood personalities including actors Farhan Akhtar, Sushant Singh, Swara Bhaskar and film makers Rakeysh Omprakash Mehra and Saeed Mirza were also present at the Maidan.</p>

On the National Register of Citizens (<span class="hiddenSpellError">NRCNSE</span> 2.22 %), which also has been on the government’s agenda, he said no timeline has been fixed for it.</span></p>
<p>Speaking at Times Network India Economic Conclave 2019 in Mumbai on Tuesday, Shah said no Indian citizen needs to fear from the Citizenship Act or NRC. “An exercise like NRC cannot be done in secrecy. We have not decided yet and these decisions cannot be taken by me alone. They need Cabinet approvals,” the minister said.</p>
<p><span class="mceItemHidden">Shah said no minority community would be adversely affected by the implementation of the new law. The Citizenship Act and NRC are subjects under the Union list and states would have to add those, he said.</span></p>
<p><span class="mceItemHidden">Amid demands by opposition parties for the withdrawal of the law, Shah said: “There is no going back on the Citizenship Act; the government is firm like rock on its implementation.” The home minister said no action was being taken against students protesting against the Act.</span></p>
<p><span class="mceItemHidden">However, action <span class="hiddenGrammarError">is being taken</span> against those engaging in vandalism and arson during protests, he added. He said the opposition <span class="hiddenGrammarError">was engaged</span> in a false campaign over the Citizenship Act.</span></p>
<p><span class="mceItemHidden">There are more than 400 universities in the country but protests <span class="hiddenGrammarError">are being witnessed</span> only at Jawaharlal Nehru University, Lucknow University, <span class="hiddenSpellError">Jamia</span> <span class="hiddenSpellError">Millia</span> and Aligarh Muslim University, he said. “There is nothing anti-minority in the Act; the law only seeks to offer Indian citizenship to persecuted non-Muslim refugees from Pakistan, Bangladesh and Afghanistan,” he added.</span></p>

<p>Violent protests on the Citizenship Amendment Act are unfortunate and deeply distressing.</p>
<p>Debate, discussion and dissent are essential parts of democracy but, never has damage to public property and disturbance of normal life been a part of our ethos.</p>
<p>The Citizenship Amendment Act, 2019 was passed by both Houses of Parliament with overwhelming support. Large number of political parties and MPs supported its passage. This Act illustrates India’s centuries old culture of acceptance, harmony, compassion and brotherhood.</p>
<p>I want to unequivocally assure my fellow Indians that CAA does not affect any citizen of India of any religion. No Indian has anything to worry regarding this Act. This Act is only for those who have faced years of persecution outside and have no other place to go except India.</p>
<p>The need of the hour is for all of us to work together for the development of India and the empowerment of every Indian, especially the poor, downtrodden and marginalised.</p>
<p>We cannot allow vested interest groups to divide us and create disturbance.</p>
<p>This is the time to maintain peace, unity and brotherhood. It is my appeal to everyone to stay away from any sort of rumour mongering and falsehoods.</p>
