										<content:encoded><![CDATA[<p>Chinese leader Xi Jinping on Monday said his country will not seek dominance over Southeast Asia or bully its smaller neighbours, amid ongoing friction over the South China Sea.</p>
<p>Xi made the remarks during a virtual conference with the members of the Association of Southeast Asian Nations, or ASEAN, held to mark the 30th anniversary of relations between China and the grouping.</p>
<p>Two diplomats said ASEAN member Myanmar was not represented at Monday&#8217;s meeting after its military-installed government refused to allow an ASEAN envoy to meet with ousted leader Aung San Suu Kyi and other arrested politicians. Military ruler Gen. Min Aung Hlaing was also barred from representing his country at the last ASEAN summit.</p>
<p>China has repeatedly sought to overcome concerns about its rising power and influence in the region, particularly its claim to virtually the entire South China Sea that overlaps the claims of ASEAN members Malaysia, Vietnam, Brunei and the Philippines.</p>
<p>China resolutely opposes hegemonism and power politics, wishes to maintain friendly relations with its neighbours and jointly nurture lasting peace in the region and absolutely will not seek hegemony or even less, bully the small,&#8221; Xi said, according to the official Xinhua News Agency.</p>
<p>Xi&#8217;s remarks came days after Chinese coast guard ships blocked and sprayed a powerful stream of water at two Philippine boats carrying supplies to troops at a disputed South China Sea shoal and forced them to turn back.</p>
<p>Philippine President Rodrigo Duterte highlighted the incident in his remarks at the conference, referring to the shoal by its Philippine name.</p>
<p>We abhor the recent event in the Ayungin Shoal and view with grave concern other similar developments. This does not speak well of the relations between our nations and our partnership, Duterte said, according to a statement from his office.</p>
<p>Duterte also called on China to respect the 1982 United Nations Convention on the Law of the Sea which establishes maritime entitlements and sovereign rights over maritime zones, along with a 2016 Hague arbitration ruling that mostly invalidated China&#8217;s South China Sea claims. China has refused to recognise the ruling.</p>
<p>We must fully utilise these legal tools to ensure that the South China Sea remains a sea of peace, stability and prosperity, Duterte said.</p>
<p>On Monday, the Philippines redeployed the two supply boats to provide food to the marines based at Second Thomas Shoal aboard a World War II-era warship which it deliberately ran aground in 1999 in a move to fortify the country&#8217;s claim. Chinese vessels have surrounded the shoal and demanded the Philippines tow away the ship, the BRP Sierra Madre.</p>

										<content:encoded><![CDATA[<p>The construction of a secret Chinese military facility near a port in Abu Dhabi has been stopped after intervention from the Biden administration, a Wall Street Journal report <a href="https://www.wsj.com/articles/us-china-uae-military-11637274224" target="_blank" rel="noopener noreferrer">stated </a>Friday. According to the report, US secret agencies had found evidence of the secret construction this year, and the US government had allegedly warned the Emirati government that the presence of Chinese military in its country could threaten ties between US and UAE. The move comes amidst growing <a href="https://www.business-standard.com/article/international/china-challenges-us-position-as-most-important-partner-for-middle-east-121061400348_1.html" target="_blank" rel="noopener noreferrer">US-China rivalry</a> in the Middle-East.</p>
<p>China halted construction on a secret port project in the United Arab Emirates that US intelligence agencies suspected was a military facility, the Wall Street Journal reported on Saturday citing unidentified people familiar with the matter.</p>

<p>The project was stopped after the Biden administration warned that a Chinese military presence in the Gulf nation could threaten relationship between the two countries, the Journal reported.</p>
<p>The US found that China was building some sort of military installation at the port near the Emirati capital of Abu Dhabi based on classified satellite imagery, the report said. The Emirati government appeared to be unaware of the military nature of the facility, it added.</p>
<p>The WSJ quoted a UAE Embassy spokesman in Washington as saying: “The UAE has never had an agreement, plan, talks or intention to host a Chinese military base or outpost of any kind.” A spokesman for China’s Embassy in Washington didn’t immediately respond to the Journal’s request for comment</p>

										<content:encoded><![CDATA[<p>Indian Army Chief General MM Naravane arrived at Dimapur (Nagaland) on 20 May 2021 on a two day visit to review the operational readiness along the Northern Borders of Arunachal Pradesh and security situation in hinterland of North East.</p>
<p>On arrival at the Corps Headquarters in Dimapur, the Army Chief was briefed by Lieutenant General Johnson Mathew, General Officer Commanding Spear Corps and the Division Commanders on the prevailing situation and operational preparedness along the Northern borders.</p>
<p>The COAS complimented all ranks for maintaining excellent vigil and exhorted them to stay alert and keep watch on activities along the LAC.</p>
<p>The Army Chief is scheduled to return back to New Delhi on 21 May 2021.</p>
<p>Officials said Gen Naravane arrived at Dimapur in Nagaland on Thursday to review the operational readiness along the Northern borders of Arunachal Pradesh and the security situation in the hinterland in the Northeastern region.</p>

This has fuelled speculations that one of the world&#8217;s richest men, Ma is either arrested or placed under house arrest. China has a track record of not revealing information on arrests of big personalities, so &#8217;embracing supervision&#8217; could well mean jail.</p>
<p>According to Hong Kong-based The Asia Times Jack Ma is &#8217;embracing supervision&#8217;. Chinese Communist Party mouthpiece People&#8217;s Daily is also reporting on similar lines. Chinese media reported that Jack Ma has been ordered not to leave the country. In November, the People&#8217;s Daily had slammed Jack Ma saying that it was impossible for him to achieve so much success with Alibaba without the Chinese government&#8217;s policies: &#8220;Ma Yun is savvy, but without the support of national policies, Ali will not be able to become a trillion business empire.&#8221;</p>

After Ma&#8217;s recent wrangle with China&#8217;s authoritarian regime over the regulatory issues, Chinese media outlets have desperately tried to change his image from &#8220;Uncle Horse&#8221; (Ma in Chinese means horse)&#8221; to a cruel and money-grabbing &#8220;vampire&#8221; businessman. He is being posed as the one who loves to exploit the poor in various government-leaning media outlets.</p>
<p>Jack Ma is &#8217;embracing supervision&#8217;, Hong Kong-based <i>The Asia Times</i> has quoted Chinese Communist Party mouthpiece People&#8217;s Daily as saying. He has been ordered not to leave the country. The People&#8217;s Daily in a November piece also said Ma couldn&#8217;t take Alibaba to such heights without the Chinese government&#8217;s policies: &#8220;Ma Yun is savvy, but without the support of national policies, Ali will not be able to become a trillion business empire.&#8221;</p>
<p>Ma has not made any public appearance since November 2020, which has raised eyebrows over his whereabouts. He didn&#8217;t even appear in the final episode of his own talent show, &#8216;Africa&#8217;s Business Heroes&#8217;, which gives budding African entrepreneurs an opportunity to compete to win $1.5 million.</p>

<p>The HL-2M Tokamak reactor is China’s largest and most advanced nuclear fusion experimental research device, and scientists hope that the device can potentially unlock a powerful clean energy source.</p>
<p>It uses a powerful magnetic field to fuse hot plasma and can reach temperatures of over 150 million degrees Celsius, according to the People’s Daily &#8212; approximately ten times hotter than the core of the sun.</p>
<p>Located in Sichuan province and completed late last year, the reactor is often called an “artificial sun” on account of the enormous heat and power it produces.</p>
<p>Chinese scientists have been working on developing smaller versions of the nuclear fusion reactor since 2006.</p>
<p>The development of nuclear fusion energy is not only a way to solve China&#8217;s strategic energy needs, but also has great significance for the future sustainable development of China&#8217;s energy and national economy,&#8221; said the People&#8217;s Daily</p>
<p>They plan to use the device in collaboration with scientists working on the International Thermonuclear Experimental Reactor –– the world&#8217;s largest nuclear fusion research project based in France, which is expected to be completed in 2025.</p>
<p><strong>Nuclear fusion</strong></p>
<p>Fusion is considered the Holy Grail of energy and is what powers our sun.</p>
<p>It merges atomic nuclei to create massive amounts of energy –– the opposite of the fission process used in atomic weapons and nuclear power plants, which splits them into fragments.</p>
<p>Unlike fission, fusion emits no greenhouse gases and carries less risk of accidents or the theft of atomic material.</p>
<p>But achieving fusion is both extremely difficult and prohibitively expensive, with the total cost of ITER estimated at $22.5 billion.</p>

										<content:encoded><![CDATA[<p>In view of the situation arising out of the COVID-19 pandemic, the Government of India had taken a series of steps to curtail the inward and outward movement of international passengers since February, 2020.</p>
<p>The Government has now decided to make a graded relaxation in visa and travel restrictions for more categories of foreign nationals and Indian nationals who wish to enter or leave India.  Therefore, it has been decided to permit all OCI and PIO card holders and all other foreign nationals intending to visit India for any purpose, except on a Tourist Visa to enter by air or water routes through authorized airports and seaport immigration check posts.  This includes flights operated under Vande Bharat Mission, Air Transport Bubble arrangements or by any non scheduled commercial flights as allowed by the Ministry of Civil Aviation. All such travelers will, however have to strictly adhere to the guidelines of the Ministry of Health and Family Welfare regarding quarantine and other health/COVID-19 matters.</p>
<p>Under this graded relaxation, Government of India has also decided to restore with immediate effect all existing visas (except electronic visa, Tourist Visa and Medical Visa).  If the validity of such visas has expired, fresh visas of appropriate categories can be obtained from Indian Mission/Posts concerned.  Foreign nationals intending to visit India for medical treatment can apply for a Medical Visa including for their medical attendants. Therefore, this decision will enable foreign nationals to come to India for various purposes such as business, conferences, employment, studies, research, medical purposes etc.</p>
<p>Meanwhile India trend of steadily decreasing active cases continues unabated.  The Active Cases have been sustained below 10% of the total cases for the last three days suggesting only 1 in 10 cases are active COVID19 patients across the country.</p>
<p>Presently the active cases comprise merely <strong>9.29% </strong>of the total positive cases of the country standing at <strong>7,15,812.</strong></p>
<p>Registering another milestone, the daily Positivity Rate has also been maintained to less than 5% over the past three days indicating that the spread of infection is being effectively contained through focussed strategies and actions of the Centre and the States/UTs. Today, the daily Positivity Rate is reported to be <strong>3.8%.</strong></p>
<p>The decrease in the daily positivity rate is simultaneously mapped by the falling active cases, which continue to be under 7.5L today (<strong>7,15,812</strong>).</p>
<p>The total recovered cases are close to 69 lakhs (<strong>68,74,518). </strong>The difference between active cases and recovered cases is consistently increasing and stands at<strong> 61,58,706</strong> today.</p>
<p><strong>79,415 patients </strong>have recovered and discharged in the last 24 hours whereas the new confirmed cases are <strong>55,839.</strong> The national Recovery Rate has progressed to <strong>89.20%.</strong></p>

<p>Admiral Karambir Singh, the Chief of the Naval Staff (CNS), reviewed the operational preparedness and combat-readiness of the Indian Navy’s principal combatants on 22 October 2020.</p>
<p>CNS accompanied by Flag Officer Commanding-in-Chief Western Naval Command, Vice Admiral Ajit Kumar, arrived at Karwar Naval Base where he interacted with personnel and emphasised key issues of repairs, maintenance, spares support and op-logistics for afloat units to sharpen their war-fighting capabilities.  He also reiterated aspects of cyber-security, force protection against terrorist attacks, asymmetric warfare and exhorted all personnel to maintain highest-level of alertness.</p>
<p>Admiral Karambir Singh thereafter departed by helicopter to embark the Carrier Battle Group, comprising <em>Vikramaditya</em>, destroyers, frigates, corvettes, fleet support ships and integral swing-role fighters and helicopters.  On embarking indigenous guided-missile destroyer <em>Chennai</em>, he was given an operational readiness briefing by the Fleet Commander, after which weapon firings, air-to-air combat operations, anti-submarine drills and fleet manoeuvres were demonstrated under realistic conditions. CNS thereafter embarked Fleet Support Ship <em>Deepak</em> to interact with the ship&#8217;s crew, followed by embarkation on aircraft carrier <em>Vikramaditya</em>, where he witnessed the Carrier Battle Group’s capabilities for integral fleet air defence and strike.</p>
<p>Addressing the combatants of the Carrier Battle Group over broadcast from <em>Vikramaditya</em>, CNS complimented them for continuously maintaining peak combat-readiness and high tempo of operations over the past months, in spite of COVID-19 related challenges.  The Indian Navy has remained mission-deployed and combat-ready across the IOR, even through rough seas during the monsoon period, towards maintaining the maritime security of the nation.  He highlighted the nation’s appreciation for the Navy’s contributions in <em>‘Op Samudra Setu’</em> towards for repatriation of our distressed citizens from IOR countries and towards providing medical and logistics assistance to our friendly neighbours in the IOR, as part of <em>‘Mission SAGAR’</em>.  He expressed satisfaction at the high levels of motivation and reiterated that the Indian Navy has the best human capital manning our platforms.</p>
<p>Giving an overview of the prevailing security situation, he stated that the Navy would continue maintaining a high-tempo of operations in coming months.  He also complimented the Carrier Battle Group and its combatants for accurate and effective weapon firings, which left no doubt about the Navy’s readiness to meet any emergent contingencies.  CNS highlighted that tri-service synergy and coordination has peaked with establishment of the Department of Military Affairs as was visibly demonstrated in the joint response of the three Services to recent events.</p>
<p>CNS also advised continued compliance of protocols by naval personnel and their families, in regard to COVID-19 pandemic.</p>
<p>CNS returned to Goa on completion of activities at sea and visited the Naval Aircraft Yard.  He thereafter departed for New Delhi and was seen off by the FOC-in-C West.</p>
<p>Concurrent with CNS’s review of combat readiness on the Western seaboard, the Indian Navy’s Anti-Submarine Warfare (ASW) capability was further augmented by commissioning of ASW Corvette <em>Kavaratti</em> by General Manoj Mukund Naravane, Chief of the Army Staff, at Visakhapatnam, on the Eastern seaboard.  Designed by the Indian Navy and built at Garden Reach Shipbuilders and Engineers Ltd, Kolkata, the ship is a fine example of <em>Atmanirbhar Bharat</em>.</p>
<p>Indian Navy continues to maintain a high tempo of operations and combat-readiness despite the COVID-19 pandemic by adhering to stringent protocols onboard warships, submarines and aircraft squadrons and bases, and is fully prepared to tackle challenges in the maritime domain, in coordination with Sister Services.</p>

										<content:encoded><![CDATA[<p>India has scaled a historic peak in the fight against COVID-19. In a landmark achievement, for the first time, a record of very high number of nearly 15 lakh COVID tests has been conducted in a single day.<br />
With 14,92,409 tests conducted in the last 24 hours, the cumulative tests have touched nearly 7 crore (6,89,28,440).</p>
<p>This exponential surge in the daily testing capacities strongly demonstrates the determined escalation of the testing infrastructure in the country.</p>
<p>The last one crore tests were conducted in merely 9 days. The Tests Per Million (TPM) stand at 49,948 as of today.</p>
<p>Evidence has revealed that higher numbers of testing subsequently leads to lowered positivity rate. States that are testing the highest numbers are also reporting a gradual decline in the positivity rate.<br />
The national cumulative positivity rate stands at 8.44% today.</p>
<p>With the expansion of testing infrastructure, the daily testing by States/UTs has also increased. 23 States/UTs have better tests per million than the national average (49,948).</p>
<p>As reiterated by the Prime Minister, as he reviewed the status and preparedness of 7 States/UTs with high burden of caseload recently, testing forms an integral pillar of COVID response and management.</p>
<p>The Centre’s three-pronged strategy of ‘TEST TRACK TREAT’ begins with testing. CHASE THE VIRUS approach of the Union Government aims to catch every missing person through testing to curb spread of the infection. Several measures have been taken by the Union Government through calibrated steps to widen the testing net and ensure easier and more accessible testing by all across the country.</p>
<p>States/UTs have been empowered with flexibility to ensure higher testing. They have been advised that all symptomatic negatives of Rapid Antigen Tests are mandatorily subjected to RT-PCR.</p>
<p>Expanded diagnostic lab network has given a sharp boost to the enhanced testing numbers.</p>
<p>The testing network has grown to 1818 labs today, including 1084 labs in the government sector and 734 private labs. These include:<br />
• Real-Time RT PCR based testing labs: 923 (Govt: 478 + Private: 445)<br />
• TrueNat based testing labs: 769 (Govt: 572 + Private: 197)<br />
• CBNAAT based testing labs: 126 (Govt: 34 + Private: 92)</p>
