										<content:encoded><![CDATA[<p>The central government has increased its allocation for business incentives by 37.5%, raising the total to Rs 165 crore over the next three years to bolster India&#8217;s goal of becoming a global drone hub by 2030. The Production-Linked Incentive (PLI) scheme for drones and components, introduced in September 2021 with Rs 120 crore, now benefits from this enhanced funding.</p>
<p>The scheme aims to promote local industry, reduce import dependency, and create jobs in this growing sector. The federal budget allocated Rs 57 crore for the current financial year, up from Rs 33 crore in 2023-24, aligning with the Economic Survey 2023-24’s vision of relaxed rules and incentives.</p>
<p>Progress includes 116 DGCA-approved remote pilot training organizations issuing 16,000 certificates, type certification for 70 unmanned aircraft systems, and 48 Indian drone manufacturers. Over 400 startups operate in the field. Industry experts, like Mark Martin of Martin Consulting, welcome the increased funding but urge continued government support for local manufacturing and training.</p>

<p>मैं उदधव बाला साहेब ठाकरे संविधान का पालन करने की शपथ लेता हूं . ये शपथ खुद राज्यपाल भगत सिंह कोशियारी ने ही दिलाई थी और अब वो खुद ही मुख्यमंत्री को पत्र लिखकर कह रहे हैं कि क्या आप धर्मनिरपेक्ष होने का सवाल कर रहे हैं. समझ नहीं आता कि राजभवन में रहकर राज्यपाल साहेब ने शायद बहुत दिनों से भारत के धर्मनिरपेक्ष होने का पैरा नहीं पढा और वो खुद ही हिंदुत्ववादी होने की सलाह भी दे रहे हैं.</p>
<p>वैसे अगर राज्यपाल साहेब ये मानते है कि भारत अब धर्मनिरपेक्ष नहीं रहा और उसको हिंदुत्ववादी हो जाना चाहिये तो संविधान में बदलाव कर देना चाहिये और किसी भी मुख्यमंत्री को संविधान की शपथ नहीं दिलाना चाहिये . ये तो सीधे सीधे संवैधानिक पद पर बैठे राज्यपाल साहेब अभी अपनी जिम्मेदारी भूल रहे हैं. अगर वो अपना हिंदुतववादी ऐजेंडा चलाना चाहते तो उन्हें पद छोड देना चाहिये .</p>
<p>शिवसेना ने राज्यपाल भगत सिंह कोश्यारी साहेब को सही संदेश दिया कि वो ऐसा कैसे कह सकते हैं. शिवसेना राजनीतिक दल के दौर पर हिंदुत्ववादी है और ये जगजाहिर है .उसका भाजपा की तरह दोहरा चेहरा नहीं है जो हिंदुत्व के सवाल पर बदलती रहती है लेकिन मुख्यमंत्री को तौर पर तो उदधव जी को संविधान का पालन करना ही होगा .एक तरफ खुद प्रधानमंत्री कह रहे है कि महाराष्ट्र में कोरोना का खतरा बढा हुआ है और दूसरी तरफ राज्यपाल साहेब मंदिर खोलने का दवाब बना रहे है .तुर्रा ये कि उत्तराखंड में मंदिर खुल गये. कौन समझाये की मुंबई में अकेले सिदधी विनायक में हर रोज जाने वालो की संख्या ही कई मंदिरो की सामूहिक भीड से ज्यादा होगा खास तौर पर त्यौहारी सीजन में संभालना मुश्किल हो जायेगा .ऐसा नहीं कि सरकार मंदिर खोलने के खिलाफ है लेकिन वो समझदारी से और पूरे एहतियात के साथ करना चाहती है .मुश्किल ये है कि राज्यपाल साहेब पूरी तरह से बीजेपी का ऐजेंडा चला रहे है .ये संयोग नहीं कि राज्यपाल साहेब ने सलाह उस दिन दी जिस दिन बीजेपी मंदिर का आंदोलन करने वाली थी और साथ में पत्र भी बीजेपी नेताओं के ही दिये .</p>
<p>ये प्रकरण राज्यपाल साहेब के लिए उलट साबित हो गया . बीजेपी नेताओं के दवाब में वो चिटठी लिख बैठे और संविधान को ही भूल गये  . अब भी वक्त है कि सभी अपनी अपनी संवैधानिक जिम्मेदारियों को समझें .</p>

<p>Since the outbreak of Novel Corona-virus disease 2019 (“Covid-19”) pandemic in January, different industries around the world have taken an unprecedented blow. All the major countries went under lock down exposing various  flaws in various industries and threw light on the lack of readiness to tackle any deleterious situations. Almost every nation faced similar problems, just the difference was some of them had more resources to manage the issue.<br />
Pandemic was the time when healthcare personnel had one of the hardest tasks to do in saving the citizens of a nation, with minimum casualties. The Covid-19 pandemic broke open major flaws in the healthcare industry worldwide, so did India. The country has been faced with some serious issues in healthcare facilities during Covid19 pandemic.</p>
<p>On prima facie, we cannot do much to improve healthcare right now, all that can be done is provide what&#8217;s needed to handle the situation on a temporary basis.<br />
Healthcare system in India has been sailing on a broken ship for a long time, but it could not dodge the bullet of Covid-19. Before the global pandemic, India was doing well on many fronts but healthcare was still an Achilles heel, which was not tested for a long time. Even with a population of around 1.34 billion and GDP of 2.94 trillion dollars, India dedicates only 1.28% of its total GDP to the public healthcare system (5th paragraph on 23rd page), which is way less than it should be and even lesser than some nations smaller to India. For a very long time, no rock solid work has been done by the governments in India to improve the on ground reality of healthcare services.<br />
Although Healthcare is the largest sector in terms of revenue and employment, it lacks facilities to meet the needs of people. Lack of awareness, lack of access to medical facilities, questions of affordability, shortage of workforce and most importantly, the lack of accountability on the part of executives are some of the major and long-standing problems in the health sector in India. Underfunded health care with an inefficient workforce makes this setup even more impuissant during some unprecedented acts of a pandemic like we are currently experiencing. Such vulnerable healthcare systems can collapse at any point, so how can we make our healthcare system stronger and efficient to handle any further pandemics?<br />
<strong>Increasing expenditure by governments?</strong><br />
<strong>I</strong>mproving accountability on the side of the government and executives should be the first priority for the<br />
improvement in the healthcare sector. Increasing government’s input towards health budgets so that the existing health facilities should improve and more facilities should be added. The major problem that stands in front of the executives and the healthcare sector is the divide between urban and rural parts of India. Most of the metro cities in India have good healthcare even at affordable prices, but the problem with metro healthcare systems is that they’re majorly funded by the private sector and are above the reach of some percent of the population in the cities. So, it comes to a point that people with resources that can afford private hospitals are getting very good medical facilities.<br />
On the other hand the part of people who can&#8217;t afford the private facilities move up to government hospitals which are not up to mark in metro cities either. As major funds are allocated towards private hospitals, the government hospitals work with very limited resources and inefficient workforce in metro cities. When it comes to cities which are listed as 2nd tier by the government, the facilities there work with limited resources and insufficient workforce even in private hospitals. Now, in context with the rural population; there are barely any private facilities, so people either look up to government facilities or clinics, which are either working with lack of medical facilities or lack of workforce. Both are not up to the mark to carry on a smooth process when are needed during an emergency. There is a huge divide between the health care in urban and rural areas, so to fix it the best possible way is for the government to induce funds in both rural and urban healthcare sectors and increase accountability on the side of executives. With 66% of Indians living in rural areas, it is a part of the government’s responsibility to improve healthcare equally in every division.<br />
<strong>Encouraging private sector investment?</strong></p>
<p>As reports indicate Private sector healthcare comprises most of the healthcare facilities in India. As per a report tabled; 71 percent of people visited private healthcare facilities in rural areas and 79 per cent in urban areas. This clearly shows that Private sector investments are the backbone of the Indian healthcare system. It also interprets that due to bad facilities in government healthcare centers people show a lack of trust in government facilities which overburdens the private facilities which also work with limited resources.</p>
<p><strong>Growing government healthcare intuitions and educating more professionals?</strong></p>
<p>As mentioned, the state of government healthcare is in despair with no light in sight. Government healthcare can only be brought back to life with religious efforts of improving it with absolutely sidelining red-tapism and not working under political pressure. Government facilities should be improved at any cost because of the poverty ratio of India and the concentration of population in the rural areas so that everyone could get proper medical aid whenever needed. Looking at the cost of private hospitals it looks quite unreachable for the population who work as daily wagers or work on minimum wages. In India, each district has a government hospital. If the governments take a firm decision to improve them it will be good for the time being. Without the improvement of government facilities, it would be hard to take in consideration that we would be tackling any further coming pandemic, if any. Coming to medical professionals, it is highly regarded that India has produced some of the best medical personnel as it has the best medical schools. But due to lack of opportunities, underpayments for hard work and inadequate facilities they tend to move from India to western counties; by improving the facilities, India may help to retain some of the best professionals which could lead India on its path of stability in medical care.</p>
<p><strong>Challenges</strong></p>
<p>Due to the lack of investment in health facilities, for almost two decades the gap between the people who get medical facilities and those who don’t has kept growing at a high rate. As a result of this drawback, people tend to go to clinics who have limited resources and sometimes botch up the whole medical case due to lack of experience.<br />
High prevailing red-tapism is also one of the roadblocks in the improvement of healthcare facilities. Shortly<br />
touching the acts and laws for a healthcare facility, The Drug and Cosmetic act in 1940 and rules in 1945 are still operative, but since then we have seen some of the new development in medicare and with technology, in healthcare medical services since 1940 and 1945 have gone places, there is a burning need to improve the laws and reform it as per current developments. Also, healthcare was kept in the state list by framers of the constitution, but now it is the time to put it in the concurrent list so that both the central and state government can exercise judiciary legislature on the healthcare facility and it&#8217;s developments.</p>
<p><strong>Conclusion</strong></p>
<p>In the bigger picture, the development of infrastructure should be the main aim. Building infrastructure will help the government in improving healthcare and also create employment. It can be tough for the government to provide standardized development so it should join hands with private sector investments to provide holistic development of infrastructure and healthcare. To reach any such goal, standardization is the key. A stout policy with leak-proof laws should be placed, to keep high jurisdiction on states. To reduce any kind of red-tapism and private sector frauds, a cell should be made up of experts independent of any kind of officers involved in development in the present and past. Most importantly, health care should be moved to a high-level priority group for provocative developments. As India is a growing economy it is evident that there are limited resources but to work limited resources and make the best of it for the betterment of people should be the main aim.</p>
<p>After Covid-19 pandemic, healthcare all around the world will have to change exponentially because every government and non governmental body needs to tackle such issues and safeguard their people. For India, the pandemic was an absolute a curse but it also works as an eye opener for the system and executive machinery, that for any further such situations, we need to buck up and work from now, so that we can reach a point where we can work on full capacity without buying out time to improve medicare when a calamity has arrived at the doorstep.</p>
<p>As India has made its effort in improving the army and economy, this is not an impossible task. We have to work wholeheartedly to reach this goal for the betterment of our people.</p>

										<content:encoded><![CDATA[<p>The Punjab Chief Minister has written to the Prime Minister seeking permission to let the State Government adhere to its July 3 decision of cancellation of university/college examinations in view of the exponentially rising Covid cases in the state. The Chief Minister has urged the Prime Minister to advise the Ministry of Human Resource Development (MoHRD) and the University Grants Commission (UGC) to reconsider its decision on mandatory conduct of final term exams by September.</p>
<p>With Punjab other state like Maharashtra ,Dehli ,Orrisa and West Bangal also opposed final year exam in view of corona crisis.</p>
<p>Meanwhile The human resource development (HRD) ministry will meet state education secretaries this week to sort out differences over conducting mandatory final-year and final-semester exams, with the apex education regulator University Grants Commission (UGC) refusing to accept unilateral decisions by state governments to scrap these exams against its directives.</p>
<p>“Few states are not following protocol and announcing cancellation of exams at colleges and universities. What they are ignoring is that a degree without UGC approval does not mean anything. It’s there in the UGC Act, and it’s binding. They are putting students’ future at risk and creating confusion,&#8221; said an official.<br />
The UGC guidelines are mandatory and, as of now, there is no going back, said the official, adding that the states’ position on cancelling exams may not stand legal scrutiny.</p>
<p>On the other side Himachal Pradesh: After allowing the entry of tourists to visit Himachal Pradesh, the Department of Tourism and Civil Aviation has issued the standard operating procedure for opening of tourism units in the State. The tourists who wish to visit Himachal Pradesh have to adhere to the guidelines issued by the state government. They have to register themselves on “Covid-19 e-pass.hp.gov.in” web portal 48 hours before visiting Himachal under tourist category. The tourists have to carry COVID test certificate (RTPCR) issued by ICMR certified laboratory with a negative report and this should not be more than 72 hours old. In addition, the tourists must have downloaded AarogyaSetu App on their mobiles.</p>

										<content:encoded><![CDATA[<p>Congress general secretary Priyanka Gandhi Vadra&#8217;s said the Uttar Pradesh government has demanded that the 1,000 buses the party wants to ply for ferrying migrant labourers back to the state be handed over in Lucknow this morning and alleged that the move is politically motivated.</p>
<p>It also alleged that the demand shows that the UP government lacks the intention to help those stranded at the state&#8217;s borders.</p>
<p>The Uttar Pradesh government on Monday had accepted the Congress&#8217; offer to run 1,000 buses to bring migrant labourers back to the state, a proposal which had triggered a war of words between the two sides.</p>
<p>In a letter to Additional Chief Secretary Avneesh Kumar Awasthi, Priyanka Gandhi&#8217;s private secretary Sandeep Singh said a letter was received from the UP official at 11.40 pm Monday night via email, in which it has been stated that 1,000 buses with all documents be handed over at Lucknow by 10 am on Tuesday.</p>
<p>&#8220;In a situation when thousands of workers are walking on the streets and thousands of people have gathered at the UP borders at various registration centres, sending 1,000 empty buses to Lucknow is not only a waste of time and resources but is also inhuman and the product of an anti-poor mindset,&#8221; Singh said in the letter in Hindi.</p>
<p>&#8220;This demand of your government seems politically motivated. It does not seem that your government wants to help our labourer brothers and sisters who are facing a disaster,&#8221; the letter said.</p>
<p>&#8220;In the letter dated May 16, Congress general secretary Priyanka Gandhi Vadra has sought permission to run 500 buses from Ghazipur border in Ghaziabad and 500 buses from Noida border to help the stranded migrant labourers reach home. In this context, at 4.01 pm (on May 18), I got your letter (through WhatsApp) seeking list of 1,000 buses along with details of drivers and conductors. This was provided to you after sometime through email,&#8221; it said.</p>
<p>The state government had asked Priyanka Gandhi, who had made the offer, to provide it with a list of buses along with the names of their drivers and conductors.</p>
<p>&#8220;Kindly provide complete details of all the buses along with their fitness certificates, driving licences of drivers and details of the conductors to District Magistrate Lucknow at Sector 15-16 Vrindawan Yojana. The District Magistrate has been informed about this,&#8221; Awasthi had said in a letter.</p>

										<content:encoded><![CDATA[<p>With the overall vision of Prime Minister Shri Narendra Modi to alleviate sufferings of the people during the 21-day nationwide lockdown, Union Home Minister Shri Amit Shah has communicated to the State/UT governments to take appropriate measures to ensure effective implementation of the lockdown measures on maintaining social distance, while mitigating the economic hardship of the migrant workers during this period.</p>
<p>Under the directions from the Union Home Minister, the Union Home Secretary has written to the States/UTs to take measures to create relief shelters with all basic amenities and mitigate economic hardships to prevent movement of a large number of migrant workers to their domicile States, so as to prevent the spread of COVID-19.</p>
<p>In order to ensure effective implementation of the lockdown measures, and to mitigate the economic hardship of the migrant workers, all States/UTs have been advised to take following additional measures:</p>
<p>• State/UT Governments to ensure adequate arrangements of temporary shelters, and provision of food etc. for the poor and needy people, including migrant labourers, stranded due to lockdown measures in their respective areas;</p>
<p>• The migrant people, who have moved out to reach their home states/ home towns, to be kept in the nearest shelter by the respective State/UT Government quarantine facilities after proper screening for a minimum period of 14 days as per standard health protocol;</p>
<p>• All the employers, be it in the Industry or in the shops and commercial establishments, to make payment of wages of their workers, at their work places, on the due date, without any deduction, for the period their establishments are under closure during the lockdown;</p>
<p>• It is to be ensured that wherever the workers, including the migrants, are living in rented accommodation, the landlords of those properties must not demand payment of rent for a period of one month.</p>
<p>• If any landlord is forcing labourers and students to vacate their premises, they will be liable for action under the Act.</p>
<p>The order stated that in case of violation of any of the above measures, the respective State/UT Government, would take necessary action under the Disaster Management Act, 2005 and the District Magistrate/ Deputy Commissioner and Senior Superintendant of Police/ Superintendant of Police/ Deputy Commissioner of Police would be personally liable for implementation of the above directions and lockdown measures issued earlier.</p>

										<content:encoded><![CDATA[<p>The Central government has notified the appointment of Justice Bhushan Pradyumna Dharmadhikari, Judge of the Bombay High Court, as the  Chief Justice of that High Court. He is due to retire on April 27.</p>
<p>The Supreme Court Collegium had recommended his elevation vide resolution dated February 24.<br />
Presently, Justice Dharmadhikari is serving as the Acting Chief Justice of the high court since retirement of Chief Justice Pradeep Nandrajog on February 23.</p>
<p>As per the High Court website, Justice Dharmadhikari obtained his law degree from the Nagpur University, presently known as Rashtra Sant Tukdoji Maharaj University, in the year 1980 and began his practice at Nagpur. Later, he joined the chambers of Advocate YS Dharmadhikari at Jabalpur for a brief period and then came back to Nagpur and worked under Advocate HS Ghare till 1984.</p>
<p>He started his independent practice after Advocate Ghare became City Civil Judge. He appeared for several Government Corporations, Industries, Employers, Unions and Private clients in all Courts viz. Labour Court, Industrial Court, Civil and Criminal Courts, High Court, Central and State Administrative Tribunals, Co-operative Court, Revenue Authorities.</p>
<p>He was elected unopposed as Secretary V.L.L.P.A. for 4 years and unopposed Library In-Charge High Court Bar Association for 3 years. He was elected as Treasurer H.C.B.A. for subsequent 3 years. He has been Guest Lecturer at Judicial Officers Training Institute, Nagpur since 1997.</p>
<p>Justice Dharmadhikari was elevated as an Additional Judge of the Bombay High Court on March 15, 2004 and was made permanent on March 12, 2006.</p>

										<content:encoded><![CDATA[<p>The High Level Committee (HLC), chaired by the Union Minister for Home Affairs Shri Amit Shah, met in New Delhi today to consider additional central assistance to seven states, which were affected by floods/ landslides/cloudburst during south west monsoon 2019.</p>
<p>HLC approved additional central assistance of Rs. 5908.56 crore to seven States from National Disaster Response Fund (NDRF) &#8211; Rs. 616.63 crore to Assam, Rs. 284.93 crore to Himachal Pradesh, Rs. 1869.85 crore to Karnataka, Rs. 1749.73 crore to Madhya Pradesh, Rs. 956.93 crore to Maharashtra, Rs. 63.32 to Tripura and Rs 367.17 crore to Uttar Pradesh for floods/ landslides/cloudburst during south west monsoon 2019.</p>
<p>Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, was present in the meeting, along with senior officers of the Ministries of Home Affairs, Finance, Agriculture and NITI Aayog.</p>
<p>Earlier, the Central Government has released an interim financial assistance of Rs. 3,200 crore to 4 States &#8211; Rs 1200 crore to Karnataka, Rs 1000 crore to Madhya Pradesh, Rs 600 crore to Maharashtra and Rs 400 crore to Bihar. In addition, during 2019-20, till date, Centre Government has released Rs 8068.33 crore to 27 States as Central share from State Disaster Response Fund (SDRF).</p>
<p>Central Government under Prime Minister Shri Narendra Modi has been providing full support to the State Governments by providing timely logistics and financial resources to supplement efforts of the State Governments to deal with the situation effectively in the wake of natural calamities.</p>

										<content:encoded><![CDATA[<p>Prime Minister Narendra Modi on Thursday assured Assamese people that their rights would be unhinged while appealing for calm in the state.</p>
<p>Taking to microblogging site Twitter, PM Modi said, &#8220;I want to assure my brothers and sisters of Assam that they have nothing to worry after the passing of CAB.&#8221; PM Modi said, &#8220;No one can take away your rights, unique identity and beautiful culture. It will continue to flourish and grow.&#8221;</p>
<p>The PM further said that the central government and he was &#8220;totally committed to constitutionally safeguard the political, linguistic, cultural and land rights of the Assamese people as per the spirit of Clause 6.&#8221;</p>
<p>The Citizenship Amendment Bill was passed in Rajya Sabha on Wednesday with 125 votes in favour and 99 against it. On Monday (December 10), the Bill was passed in Lok Sabha with a thumping majority.</p>
<p>The passing of the bill led to widespread protests in the northeastern states, especially in Assam and Tripura, despite assurances by political leaders. As the protests rage, three flights and 21 train services were cancelled keeping in mind the volatile situation in Assam.</p>
<p>Replying to a six-and-a-half-hour debate on the Bill, Union Home Minister Amit Shah said the legislation seeks to provide citizenship to persecuted minorities in the three countries and not take away citizenship of anyone. He rejected the Opposition charge that the Bill was against Muslims and said they have nothing to fear.</p>
<p>PM described the Bill’s passage as a &#8220;landmark day&#8221; for India and its ethos of compassion and brotherhood. The Bill will &#8220;alleviate sufferings of many who faced persecution for years&#8221;, he wrote on Twitter.Modi also expressed gratitude to all members of Rajya Sabha who voted in favour.</p>
<p>Cong president SONIA GANDHI said it marks a &#8220;dark day&#8221; in the constitutional history of India and is a &#8220;victory of narrow-minded and bigoted forces&#8221; over the country&#8217;s pluralism.</p>
