India, 6th May 2026: Cape Breton University (CBU), a publicly funded institution based in Sydney, Nova Scotia, Canada, successfully completed one of its most ambitious India outreach programmes to date, spanning New Delhi, Gurugram, Noida, Vadodara, Ahmedabad, and Hyderabad.

Led by President & Vice-Chancellor David C. Dingwall, the multi-city visit, from 27th April to 2nd May 2026, focused on higher quality education, and strategic partnerships, transitioning from a volume-based recruitment model as both nations continue to recalibrate their approach to educational collaboration.

“India is fast emerging as a global powerhouse of talent and innovation, making it a strategic partner in shaping the next phase of higher education. This visit reflects our intent to build high-impact, future-focused collaborations that go beyond traditional academic exchange.” Honourable David C. Dingwall, President & Vice-Chancellor, Cape Breton University said during his visit.

MoUs and Institutional Alliances

In New Delhi, CBU signed a five-year MoU with BML Munjal University’s School of Engineering and Technology, establishing a framework for student and faculty exchange, joint research, and co-creation of academic conferences.

A second agreement was signed with the National Economic Forum (NEF), designating it as CBU’s official convening partner in India, providing the university with a formal advocacy and engagement structure across Central and State Governments and leading academic institutions.

The university also formalised a partnership with LJ University in Gujarat, and held engagement talks with Parul University and Navrachna University, building a regional network aimed at enabling student mobility and jointly developed academic programmes.

In addition, CBU also held discussions with the Vice-Chancellors of Institute of Management Technology and NALSAR University of Law in Hyderabad, focusing on joint research initiatives, talent exchange, student mobility, and the potential rollout of 2+2 programmes.

Government Engagements in Delhi and Gujarat

CBU also engaged with Mr. Himanshu Gupta, IAS, Secretary. In his capacity as Secretary, Central Board of Secondary Education (CBSE) and National Council of Educational Research and Training (NCERT), as well as Chairman & Managing Director, EdCIL (India) Ltd., he explored opportunities for strengthening institutional partnerships and advancing collaborative initiatives in higher education.

The discussions focused on strengthening institutional partnerships and expanding academic collaboration. He expressed strong support for CBU’s global engagement, reaffirming his commitment to facilitating partnerships with leading Indian institutions.

President Dingwall met with Delhi’s Honourable Education Minister Ashish Sood, with discussions covering the role of Artificial Intelligence in community development, affordable housing, and startup ecosystems. The Minister presented his vision for an “Educity”, an integrated campus model that would allow leading international universities to operate from shared infrastructure in the capital. CBU expressed interest in contributing to the initiative through 2+2 academic pathways in Community Economic Development.

In Gujarat, the CBU delegation met with Honourable Deputy Chief Minister Harsh Sanghavi in Gandhinagar. Talks focussed on building talent pipelines aligned with the workforce requirements of GIFT City and the state’s expanding sectors, including semiconductors, renewable energy, and automotive manufacturing. The Gujarat Government extended its support and invited CBU to explore collaboration on projects such as the Dholera Special Investment Region.

Academic Corridors and Hybrid Pathways

Hybrid learning models emerged as a central theme across both cities, enabling Indian students to complete foundational coursework in India before transitioning to CBU’s campus in Sydney, Nova Scotia. High-demand programmes attracting interest include Business Analytics, Artificial Intelligence, Digital Marketing, Engineering Technology, Health Sciences, and, Hospitality & Tourism Management.

The visit comes at a moment of renewed diplomatic warmth between India and Canada under Prime Minister Mark Carney, following a period of bilateral strain. For CBU, the delegation signals a strategic repositioning, moving beyond conventional student recruitment towards long-term, co-created academic partnerships and pathways.

CBU is a publicly funded institution based in Sydney, Nova Scotia, known for its programmes in Community Economic Development and applied sciences.
