										<content:encoded><![CDATA[<p><strong>RANCHI:</strong> Addressing SAIL L&amp;D Conclave &#8220;Gyan Utsav 2026&#8221; organised by the SAIL Management Training Institute (MTI), Ranchi, Dr Alka Mittal, Member (Administration), Capacity Building Commission (CBC), delivered the keynote address on “Skilling for Viksit Bharat”. Inaugurating the conclave, she highlighted the evolving landscape of capacity building and stressed the need to move from training-centric approaches to performance-linked governance and from rule-based systems to role-based capacity development. She said that building a developed India requires stronger institutions driven by continuous learning, competency-based frameworks, and a culture of constant growth and innovation.</p>
<p>Dr Mittal also outlined the Capacity Building Commission’s efforts to strengthen the governance ecosystem through initiatives such as DAKSH, Strategic Communication Workshops for CPSEs, Amrit Gyaan Kosh, IKS Cell, UNNATI, Samuhik Charcha and Karmayogi Kartavya Karyakram. Emphasising collaboration, digital learning and institutional excellence, she underscored the importance of creating agile, knowledge-driven organisations equipped to meet future challenges. Gyan Utsav 2026 provided a platform for discussions on key themes including workplace learning, digital learning and Centres of Excellence, reinforcing the shared vision of continuous capability enhancement across organisations.</p>

By leveraging the initial success within the Central Government, the Capacity Building Commission is establishing a robust ecosystem of digital learning and localized workshops. This strategy ensures that the core tenets of Mission Karmayogi—empathy, accountability, and efficiency—are not lost in translation as the initiative decentralizes. The rollout is meticulously designed to adapt to regional languages and specific administrative challenges, making the concept of *&#8221;seva bhaav&#8221;* practically applicable for a local revenue officer in a rural district just as it is for a high-ranking bureaucrat in a state capital.</p>
<p>To sustain this momentum across States, UTs, and PSUs, the CBC is introducing a data-driven monitoring framework to evaluate the long-term impact of these behavioral interventions. This involves continuous feedback loops from the public, peer-to-peer assessment modules, and regular refresher courses for the newly minted master trainers. By shifting the bureaucratic paradigm from a rule-bound mindset to a role-based, citizen-first approach, the expanded Jan Seva programme aims to create a highly responsive public delivery system. Ultimately, this nationwide scaling will transform the day-to-day interactions between the government and its citizens, turning the milestone of 10 lakh trained officials into a catalyst for a completely reimagined civil service culture.</p>

Emphasising value-driven leadership, she underscored the importance of integrity, empathy and fairness, and called for courage and accountability in decision-making. Highlighting a people-centric approach, Dr Mittal urged leaders to listen actively, broaden their perspective from operational to organisational thinking, and align personal vision with institutional goals. She also noted CBC’s collaboration with DPE, SCOPE and PSU leadership to develop a strategic HR ecosystem aligned with national development goals.</p>
<p>Advising emerging leaders, Dr Mittal stressed continuous learning, resilience, authentic communication and building a strong values-based leadership identity, stating that leadership is defined by influence and impact rather than titles. The conference also featured Ms Manju Gupta, Chair (WIE), CIGRE India, who outlined the WIE India Future Action Plan aimed at enhancing opportunities, visibility and leadership pathways for women in the energy sector.
