										<content:encoded><![CDATA[<p><strong>RANCHI:</strong> Addressing SAIL L&amp;D Conclave &#8220;Gyan Utsav 2026&#8221; organised by the SAIL Management Training Institute (MTI), Ranchi, Dr Alka Mittal, Member (Administration), Capacity Building Commission (CBC), delivered the keynote address on “Skilling for Viksit Bharat”. Inaugurating the conclave, she highlighted the evolving landscape of capacity building and stressed the need to move from training-centric approaches to performance-linked governance and from rule-based systems to role-based capacity development. She said that building a developed India requires stronger institutions driven by continuous learning, competency-based frameworks, and a culture of constant growth and innovation.</p>
<p>Dr Mittal also outlined the Capacity Building Commission’s efforts to strengthen the governance ecosystem through initiatives such as DAKSH, Strategic Communication Workshops for CPSEs, Amrit Gyaan Kosh, IKS Cell, UNNATI, Samuhik Charcha and Karmayogi Kartavya Karyakram. Emphasising collaboration, digital learning and institutional excellence, she underscored the importance of creating agile, knowledge-driven organisations equipped to meet future challenges. 										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> Ashok Sehgal, CEO of Patratu Vidyut Utpadan Nigam Limited (PVUNL) and Executive Director of NTPC India, has been honoured with the Award for Excellence in Cross Organizational Engagement under the prestigious DAKSH Leadership programme. The national initiative brought together 73 senior leaders from over 20 major PSUs across India. As part of the curriculum, Sehgal collaborated with dynamic leaders from GAIL, ONGC, SAIL, and OIL on a cross-PSU Live Action Learning Project titled “Strengthening Safety Monitoring Systems in Plants,” which successfully secured the Second Runner-Up position. The transformative program was conceptualized and delivered by SCOPE, the Capacity Building Commission, IIM Ahmedabad, and McKinsey &amp; Company.</p>
<p>The award-winning project demonstrated the strong potential of AI-based tools and digital technologies in transforming traditional safety frameworks into proactive, predictive, and intelligent monitoring systems. These practical, scalable, and industry-relevant solutions serve as a key enabler in achieving the ultimate vision of Zero Harm in industries. By leveraging the initial success within the Central Government, the Capacity Building Commission is establishing a robust ecosystem of digital learning and localized workshops. This strategy ensures that the core tenets of Mission Karmayogi—empathy, accountability, and efficiency—are not lost in translation as the initiative decentralizes. The rollout is meticulously designed to adapt to regional languages and specific administrative challenges, making the concept of *&#8221;seva bhaav&#8221;* practically applicable for a local revenue officer in a rural district just as it is for a high-ranking bureaucrat in a state capital.</p>
<p>To sustain this momentum across States, UTs, and PSUs, the CBC is introducing a data-driven monitoring framework to evaluate the long-term impact of these behavioral interventions. This involves continuous feedback loops from the public, peer-to-peer assessment modules, and regular refresher courses for the newly minted master trainers. 										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> The Capacity Building Commission on Tuesday concluded Phase-II of the Rashtriya Karmayogi Large Scale Jan Seva Programme, aimed at strengthening citizen-centric governance across the country. Designed to instil a deeper sense of <strong>Seva Bhav</strong> (spirit of service) and <strong>Svadharma</strong> (duty aligned with personal purpose) among government servants, the initiative focuses on behavioural transformation and service-oriented administration. According to a statement issued by the Ministry of Personnel, Public Grievances and Pensions, around 10.5 lakh government employees have been trained nationwide under the interactive programme.</p>
<p>Highlighting the outcomes of Phase-II, the Ministry said the programme has created a strong national training ecosystem, including 822 Lead Trainers and over 16,000 Master Trainers. These trainers have been equipped with facilitation skills based on adult-learning principles and activity-based methodologies, enabling them to further scale up capacity-building efforts within government departments. The initiative forms a key pillar of the broader civil services reform agenda under Mission Karmayogi, aimed at building a future-ready, accountable and responsive administrative framework.</p>

Radha Chauhan, visited the Sardar Patel Institute of Public Administration (SPIPA) in Ahmedabad, Gujarat, on Tuesday to review progress on capacity-building initiatives in the state. The visit focused on assessing the implementation of Mission Karmayogi, the Government of India’s flagship programme aimed at transforming civil services capacity through structured training and competency-driven reforms.</p>
<p>During her visit, Ms Chauhan chaired a meeting with SPIPA’s Deputy Director General, Shri Chandresh Kotak, Joint Secretary and Knowledge Manager Ms Ruta Bhatt, along with other senior officials. Discussions centred on the progress of Mission Karmayogi initiatives in Gujarat, strategies for strengthening institutional frameworks, and enhancing the delivery of training programmes aligned with the mission’s objectives.</p>
<p>The meeting also reviewed ongoing efforts to integrate competency-based learning, digital platforms and structured capacity-building modules within the state’s administrative framework. The Chairperson emphasised the importance of sustained coordination between the Commission and state institutions to ensure effective implementation and long-term impact of Mission Karmayogi reforms.</p>
