										<content:encoded><![CDATA[<p>Rajasthan Chief Minister Ashok Gehlot  allocated portfolios to ministers of his expanded cabinet, retaining home and finance with him.</p>
<p>Twelve new ministers were inducted and three ministers of state were elevated to the cabinet rank.</p>
<p>The 15 ministers were sworn in on Sunday for the expanded Gehlot cabinet, fulfilling a key demand of former deputy chief minister Sachin Pilot whose rebellion last year shook the state&#8217;s Congress government.</p>
<p>Along with the finance and the home portfolios, the chief minister has kept taxation, personnel, general administration, cabinet secretariat, information and public relation, and information technology and communication.</p>
<p>The department for NRI and the Rajasthan State Investigation Bureau are under Gehlot.</p>
<p>Following the expansion, the council of ministers in the state has 19 cabinet ministers and 10 ministers of state. The Rajasthan cabinet can have a maximum of 30 ministers, including the chief minister.</p>
<p>From the old cabinet &#8212; Pratap Singh Khachariyawas was allocated food and civil supplies, while Lal Chand Kataria retained agriculture, Pramod Jain Bhaya mines, Saleh Mohammad minority affairs, Udai Lal Anjana cooperative and Shanti Dhariwal urban development and housing, and parliamentary affairs.</p>
<p>Khachariyawas was earlier transport minister.</p>
<p>BD Kalla, who was minister for energy, and public health and engineering department (PHED) in the old cabinet, was given education (primary and secondary), which earlier with Govind Singh Dotasras, who has been dropped as minister of state.</p>
<p>Dotasras resigned following the Congress&#8217; &#8220;one man, one post&#8221; policy. He is the party&#8217;s Rajasthan chief.</p>
<p>Kalla has retained the arts, literature and archaeology portfolio, and in addition to education (primary and secondary), has also got the Sanskrit education department, which was earlier with minister of state Subhash Garg.</p>
<p>Parsadi Lal Meena, who was industries minister in the old cabinet, was given the portfolios of medical and health, and excise. Raghu Sharma was the health minister, but was dropped from the cabinet, while the excise portfolio was with the chief minister earlier.</p>
<p>Sharma quit as minister in line with the Congress&#8217; &#8220;one man, one post&#8221; policy as he has been appointed All India Congress Committee (AICC) in-charge for Gujarat.</p>

<p>केंद्र की सात साल पुरानी हो चुकी मोदी सरकार में बदलाव की बयार जल्दी ही चल सकती है. जानकारों के अनुसार जल्दी ही केन्द्रीय मंत्रिमंडल में बदलाव हो सकता है . इसमें कई नये चेहरों को शामिल किया जा सकता है तो कई पुराने चेहरों की छुटटी हो सकती है . मंत्रिमंडल में बदलाव का आधार प्रादेशिक समीकरण ,अगले साल होने वाले विधानसभा चुनाव और मंत्रियों की परफारमेंस को बनाया जा रहा है .</p>
<p><strong>पीएम कर रहे कामकाज की समीक्षा </strong></p>
<p>खुद प्रधानमंत्री नरेंद्र मोदी और गृहमंत्री अमित शाह मंत्रियों के कामकाज की समीक्षा कर रहे हैं. इसके साथ ही उत्तरप्रदेश के सीएम योगी आदित्यनाथ . मध्यप्रदेश के सीएम शिवराज सिंह चौहान सहित कई बड़े नेताओं से बातचीत हो चुकी है. हालांकि ये सब कयास ही है क्योंकि मोदी सरकार सरप्राइज के लिए जानी जाती है और मंत्रिमंडल में बदलाव होगा या नहीं ये अंतिम फैसला तो मोदी और शाह ही करेंगे .<br />
जानकारों का मानना है अगले साल होने वाले उत्तरप्रदेश के चुनाव और पिछले कुछ दिनों में राज्यों में हो रही उथलपुथल को देखते हुए ये बदलाव किया जा रहा है . सबसे बड़ा बदलाव मध्यप्रदेश में हो सकता है जहां के सीएम शिवराज सिंह को दिल्ली बुलाया जा सकता है और उनकी जगह पर कृषि मंत्री नरेंद्र सिंह तोमर को भेजा जा सकता है. तब शिवराज को कृषि मंत्रालय दिया जा सकता है.<br />
इसके साथ ही असम के पूर्व मुख्यमंत्री सर्वानंद सोनोवाल और महाराष्ट्र के पूर्व मुंख्यमंत्री देवेन्द्र फणनवीस को भी केन्द्र की सरकार में शामिल किया जा सकता है. एक सोच ये भी है कि पार्टी में कुछ बड़े चेहरों और प्रवक्ताओं की जरुरत है इसलिए कुछ बड़े चेहरों को वापस भेजा जा सकता है.</p>
<p><strong> चिंतन का दौर जारी</strong> .<br />
असल में कोरोना काल के बाद सरकार की हो रही लगातार आलोचनाओं और बंगाल में मिली हार के बाद से ही बीजेपी और आरएसएस के बीच चिंतन जारी है और ये बात तो साफ निकलकर आयी है कि सत्ता और संगठन दोनों में बदलाव की जरुरत है. कहा जा रहा है कि ये बदलाव जुलाई के संसद सत्र से पहले ही होगा .इसके साथ ही दूसरी पार्टियों से आये ज्योतिरादित्य सिंधिया, जितिन प्रसाद और अलग से पार्टी बना रहे पशुपति पारस को लाना होगा .इसके साथ ही इस समय सरकार के कई मंत्रियों के बाद एक से ज्यादा प्रभार है और अकाली दल और शिवसेना के साथ छोड़ देने के कारण भी कई पद खाली है .<br />
चिराग पासवान से अलग होकर मोर्चा संभाल रहे पशुपति पारस को दिवंगत नेता पासवान के पास रहा केमिकल और फर्टिलाइजर दिया जा सकता है.</p>

										<content:encoded><![CDATA[<p>President-elect Joe Biden promised Friday that there will be “significant diversity” in his Cabinet as he faces criticism from minority groups who are not satisfied with his choices so far.</p>
<p>“I promise you, it’ll be the single-most diverse Cabinet based on race, colour, based on gender, that’s ever existed in the United States of America,” Biden said Friday in Wilmington, Delaware, following remarks on jobs and the economy.</p>

<p>Black and Latino leaders have raised concerns that the Cabinet nominees Biden has revealed so far are not diverse enough, especially in the top key positions.</p>
<p>South Carolina US Representative Jim Clyburn, the top-ranking African American in the US House who is credited with helping Biden win his state during the Democratic primaries, said he is willing to be patient, but he is also not happy at the moment.</p>
<p>“I want to see where the process leads to, what it produces,” Clyburn told The Hill newspaper. “But so far, it’s not good.”</p>
<p>But to leaders like NAACP President and CEO Derrick Johnson, it is not only about the diversity of the individuals, but it is more about what Biden’s administration will stand for.</p>
<p data-inc="1">“We do believe this administration will be the most diverse administration,” Johnson said in an interview with NBC News Friday. “Our concern is less about people than it is priorities.”</p>
<p>Biden has officially announced eight of his 23 Cabinet positions and of those 8, there are five women, including Janet Yellen, who would be the first female treasury secretary in US history. Included in those eight are two Black women, Linda Thomas-Greenfield for US ambassador to the United Nations, and Cecelia Rouse to be chair of the Council of Economic Advisers, as well as Neera Tanden, who is of Indian descent, to be Biden’s budget chief. Alejandro Mayorkas, a Latino, is Biden’s choice to be secretary of homeland security.</p>

										<content:encoded><![CDATA[<p>The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has given its approval to the Scheme of Amalgamation of Lakshmi Vilas Bank Limited (LVB) with DBS Bank India Limited (DBIL). On 17.11.2020, to protect depositors&#8217; interest and in the interest of financial and banking stability, on RBI&#8217;s application under section 45 of the Banking Regulation Act, 1949, LVB had been under moratorium for a period of 30 days. In parallel, RBI, in consultation with Government, superseded the Board of Directors of LVB and appointed an Administrator to protect the depositors&#8217; interest.</p>
<p>After inviting suggestions and objections from the public and stakeholders, RBI prepared and provided a scheme for the bank&#8217;s amalgamation for the Government&#8217;s sanction, well in. advance of end of the period of moratorium so that restrictions on withdrawal faced by the depositors are minimised. With the approval of the scheme, LVB will be amalgamated with DBIL from the appointed date, and with this there will no further restrictions on the depositors regarding withdrawal of their deposits.</p>
<p>DBIL is a banking company licenced by RBI and operating in India through wholly owned subsidiary model, DBIL has a strong balance-sheet, with strong capital support and it has the advantage of a strong parentage of DBS, a leading financial services group in Asia, with presence in 18 markets and headquartered and listed in Singapore. The combined balance-sheet of DBIL would remain healthy even after amalgamation and its branches would increase to 600.</p>
<p>The speedy amalgamation and resolution of the stress in LVB is in line with Government&#8217;s commitment to a clean banking system while protecting the interests of depositors and the public as well as the financial system.</p>

										<content:encoded><![CDATA[<p>The parliament monsoon session passed many important bills without discussion including farmers bill and amendment in Labour law. Total 25 bills passed In small session and The Chairman of Rajya Sabha, Shri M Venkaiah Naidu said that he was duty bound to uphold the dignity of the rules, standards and values of the Upper House although the suspension of members was not a pleasant thing to do.</p>
<p>The Rules of the House do provide for such suspension when it becomes inevitable, he pointed out.<br />
In his concluding remarks before Rajya Sabha was adjourned sine die, eight days ahead of the schedule, Shri Naidu said while it was the right of the opposition to protest, but the question is how should it be done?</p>
<p>Pointing out that the floor of the august House was the most effective platform for contestation of ideas, he said that if boycott is done for a longer period, it amounts to leaving the very platform that enables members to effectively convey their ideas, besides contesting those of others.</p>
<p>Referring to the letter he had received from the Leader of Opposition, Shri Ghulam Nabi Azad and others urging the House not to pass the three labour codes, the Chairman said that there have been a number of precedents when the business was taken up as per schedule and bills were approved in the wake of boycott or walkout by some members. In this context, he cited the passage of Finance Bill and Appropriation Bill in 2013. Shri Naidu said that had the letter suggested the postponement of bill by stating that they would attend the House, he would have discussed the issue with the government. He said that there was no such assurance. On the other hand some of the members justified what they had done. Therefore he decided to go ahead with the bills, he said.</p>
<p>Observing that though the session was satisfying in terms of productivity, he said there have been some areas of concern as well. “We need to collectively ponder over these issues for making a difference in future”, he added.</p>
<p>The Chairman said that for the first time in this history of this august House, a notice of motion was given for the removal of the Deputy Chairman and it was rejected. He pointed out that the mandatory 14 days advance notice was not given.</p>
<p>Referring to the developments surrounding this unprecedented move, he said they have been deeply painful for all those who hold the stature and the dignity of this august House dear to their hearts. He appealed to the members to ensure that such unseemly behaviour was not repeated.</p>
<p>Though it was not the first time that some members were suspended and Bills passed when some sections of the House boycotted the proceedings, he said “I find it extremely unpalatable. This kind of a situation needs to be avoided by all means”.</p>
<p>Observing that he has been associated with the august House for the past 22 years, Shri Naidu said that he gets anguished whenever bills are passed in the din. “I am naturally more pained to see that happen as the Chairman of this august House. It hurts me the most when the Chair is rendered helpless by the turn of events and has to perforce take action against the members as per the Rules” the Chairman added.</p>
<p>The Chairman sought to remind the members that twice, in 1997 and 2012, the august House has resolved that all the members will uphold the dignity of the House by complying with the Rules and Procedures. He said that it was the responsibility of all members to ensure the smooth functioning of the House “so that we can fulfill our commitments to the people”.</p>
<p>Referring to the remarks of the Leader of the Opposition Shri Azad about lowering the standing of the LoP in the House, he said the Leader of the Opposition was central to the orderly functioning of the House. Shri Naidu said that he had always reached out to him for his inputs before coming to a decision on any issue concerning the functioning of the House.</p>
<p>Observing that the 252nd session of the Rajya Sabha was marked by several novel features induced by the outbreak of novel corona virus, he said the House had 10 sittings and functioned from six different locations including the chambers of both the Houses of Parliament and four galleries of this House, a first of its kind in the history of Rajya Sabha.</p>
<p>Stating that the Rajya Sabha was concluding 8 sittings ahead of the scheduled 18 sittings as the COVID-19 pandemic continues to challenge the humankind, he said “we are living in extra-ordinary times warranting several adjustments requiring us to live a new normal life”.</p>
<p>Giving a brief account of the session, he said during the 10 sittings, a total of 25 Bills were passed and six Bills introduced. The productivity of the House during this session has been 100.47%. The new normal of high productivity witnessed during the last three sessions has continued during this session as well. “As a result, the overall productivity of the last 4 sessions comes to a praiseworthy 96.13%”.</p>
<p>This high productivity for four consecutive sessions is the best during the last five years”, the Chairman added.</p>
<p>He said that written replies were given to a total of 1,567 unstarred Questions during the 10 sittings, while the members raised issues of urgent public importance through 92 Zero Hour and 66 Special Mentions. Besides, the members discussed important issues of the outbreak of COVID-19 pandemic, its consequences and management and the developments along the border in Ladakh.</p>
<p>Shri Naidu appreciated all the frontline warriors like the Doctors, Nurses, Para-medical staff, Sanitation workers, Scientists and farmers. He also expressed his gratitude to the police and armed forces for keeping the country safe.</p>

										<content:encoded><![CDATA[<p>The President of India, as advised by the Prime Minister, has accepted the resignation of Smt. Harsimrat Kaur Badal from the Union Council of Ministers, with immediate effect, under clause (2) of Article 75 of the Constitution.</p>
<p>Further, as advised by the Prime Minister, The President has directed that Shri Narendra Singh Tomar, Cabinet Minister, be assigned the charge of the Ministry of Food Processing Industries, in addition to his existing portfolios. Union minister Harsimrat Kaur Badal resigned from Prime Minister Narendra Modi&#8217;s cabinet on Thursday as AKALI DAL decided to oppose the agriculture bills.</p>
<p>Ms Badal stepped down shortly before the bills were passed by the Lok Sabha, tweeting that she was &#8220;Proud to stand with farmers as their daughter &amp; sister&#8221;.</p>
<p>Akali Dal chief Sukhbir Badal said for now, they would support the government from outside but oppose &#8220;anti-farmer policies&#8221;. But amid Congress pressure about the continuation of its alliance with the BJP, he said the matter will be decided later at a party meeting.</p>
<p>The Produce Trade and Commerce and the Price Assurance and Farm Services bills sailed through Lok Sabha as the opposition parties walked out. Most of the opposition parties and some of those that lend issue-based support to the government, including Naveen Patnaik&#8217;s Biju Janata Dal and the TRS, were opposed to the bills.</p>
<p>Punjab Chief Minister Amarinder Singh said Harsimrat Kaur&#8217;s resignation was &#8220;too little too late&#8221;. Pointing to the Akali Dal&#8217;s decision to continue as part of the ruling NDA, he said the resignation was nothing more than a&#8221;gimmick&#8221; to fool the farmers of Punjab.</p>
<p>Farmers in Punjab will protest against the central government’s three farm-related bills by staging a three-day ‘rail roko’ agitation across the state from September 24-26, a farmers’ body has announced.</p>
<p>“We have decided to hold a rail roko agitation from September 24 to 26 in the state against the farm bills,” Kisan Mazdoor Sangharsh Committee general secretary Sarwan Singh Pandher said.</p>
<p>Already, different farmer organisations in Punjab have given a call for a ‘bandh’ on September 25 in protest against the three farm bills. The farmers argue that the legislations would lead to the dismantling of the minimum support price (MSP) system, leaving them at the ‘mercy’ of big corporates.</p>
<p>The government, however, says that the bills will help farmers across the country get a better market for their price and produce.</p>
<p>Nevertheless, farmers in both Punjab and Haryana have been protesting against the legislation.</p>

										<content:encoded><![CDATA[<h2>Leasing out of three airports &#8211; Jaipur, Guwahati and Thiruvananthapuram</h2>
<p>The Union Cabinetchaired by the Prime Minister, Shri Narendra Modi has approvedthe proposal for leasing out three airports namely Jaipur, Guwahati and Thiruvananthapuram airports of Airports Authority of India (AAI) through Public Private Partnership (PPP).</p>
<p>&nbsp;</p>
<p>The Union Cabinet accorded its approval for leasing of three AAI airports namely, Jaipur, Guwahati and Thiruvananthapuram for Operation, Management and Development to M/s Adani Enterprises Ltd, who is declared as the successful bidder in a Global Competitive Bidding conducted by the Airports Authority of India, for a period of fifty years.</p>
<p>&nbsp;</p>
<p>These projects will bring efficiency in service delivery, expertise, enterprise and professionalism apart from harnessing the needed investments in the public sector.</p>
<p>&nbsp;</p>
<p><strong>Background:</strong></p>
<p>Government had leased out the Airports Authority of India&#8217;s airports at Delhi and Mumbai on Public Private Partnership for Operation, Management and Development about a decade ago.</p>
<p>&nbsp;</p>
<p>While these PPP experiments have helped create world class airports and helped in delivery of efficient and quality services to the airport passengers, it has also helped AAI in enhancing its revenues and focusing on developing airports and Air Navigation infrastructure in the rest of the country. Revenue received by AAI from PPP partners enabled AAI to create infrastructure facilities in Tier-2 and Tier-3 cities and also to upgrade their airports to international standards. The PPP airports in India are consistently ranked among the top 5 in their respective categories by the Airports Council International (ACI) in terms of Airport Service Quality (ASQ).</p>
<p>&nbsp;</p>
<p>Therefore, Government decided to lease out more airports of AAI for Operation, Management and Development under PPP through Public Private Partnership Appraisal Committee (PPPAC). Government also constituted an Empowered Group of Secretaries (EGoS) to decide on any issue falling beyond the scope of PPPAC.</p>
<p>&nbsp;</p>
<p>PPPAC approved the transaction documents. The entire bidding process was carried out under the supervision and directions of EGoS which comprised of representatives of NITI Aayog, Department of Expenditure and Department of Economic Affairs (DEA) of Ministry of Finance (MoF).</p>
<p>&nbsp;</p>
<p>Airports Authority of India released Request for Proposal on 14.12.2018 through global competitive bidding wherein per passenger fee is the bidding parameter. The technical bids were opened on 16.02.2019 and the financial bids of the qualified bidders were opened on 25.02.2019/ 26.02.2019. M/s Adani Enterprises Ltd. has won all the bids by quoting highest per passenger fee for all the three airports i.e. Jaipur, Guwahati and Thiruvanathapuram.</p>

										<content:encoded><![CDATA[<p>Cabinet approves setting up of National Recruitment Agency</p>
<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has given its approval for creation of National Recruitment Agency (NRA), paving the way for a transformational reform in the recruitment process for central government jobs.</p>
<p><strong>Recruitment Reform &#8211; a major boon for the youth</strong></p>
<p>At present, candidates seeking government jobs have to appear for separate examinations conducted by multiple recruiting agencies for various posts, for which similar eligibility conditions have been prescribed. Candidates have to pay fee to multiple recruiting agencies and also have to travel long distances for appearing in various exams. These multiple recruitment examinations are a burden on the candidates, as also on the respective recruitment agencies, involving avoidable/repetitive expenditure, law and order/security related issues and venue related problems. On an average, 2.5 crore to 3 crore candidates appear in each of these examinations. A common eligibility Test would enable these candidates to appear once and apply to any or all of these recruitment agencies for the higher level of examination. This would indeed be a boon to all the candidates.</p>
<p>&nbsp;</p>
<p><strong>National Recruitment Agency (NRA)</strong></p>
<p>A multi-agency body called the National Recruitment Agency (NRA) will conduct a Common Eligibility Test (CET) to screen/shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB &amp; IBPS. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment.</p>
<p>&nbsp;</p>
<p><strong>Access to Examination Centres</strong></p>
<p>Examination Centres in every District of the country would greatly enhance access to the candidates located in far-flung areas. Special focus on creating examination infrastructure in the 117 Aspirational Districts would go a long way in affording access to candidates at a place nearer to where they reside. The benefits in terms of cost, effort, safety and much more would be immense. The proposal will not only ease access to rural candidates, it will also motivate the rural candidates residing in the far-flung areas to take the examination and thereby, enhance their representation in Central Government jobs. Taking job opportunities closer to the people is a radical step that would greatly enhance ease of living for the youth.</p>
<p><strong>Major Relief to poor Candidates</strong></p>
<p>Presently, the candidates have to appear in multiple examinations conducted by multiple agencies.  Apart from the examination fees, candidates have to incur additional expenses for travel, boarding, lodging and other such. A single examination would reduce the financial burden on candidates to a large extent.</p>
<p>&nbsp;</p>
<p><strong>Women candidates to benefit greatly</strong></p>
<p>Women candidates especially from rural areas face constraints in appearing in multiple examinations as they have to arrange for transportation and places to stay in places that are far away. They sometimes have to find suitable persons to accompany them to these Centres that are located far away. The location of test centres in every District would greatly benefit candidates from rural areas in general and women candidates in particular.</p>
<p>&nbsp;</p>
<p><strong>Bonanza for Candidates from Rural Areas</strong></p>
<p>Given the financial and other constraints, the candidates from rural background have to make a choice as to which examination they want to appear in.  Under the NRA, the candidates by appearing in one examination will get an opportunity to compete for many posts.  NRA will conduct the first-level /Tier I Examination which is the stepping stone for many other selections.</p>

Only the offices dealing with essential and emergency services will continue to function. Chief Minister Uddhav Thackeray-led Maharashtra Government is already mulling suspension of Mumbai local train services to avoid spread of Coronavirus (COVID 19). Maharashtra is emerging as a centre of Coronavirus infections.</p>
<p>On Tuesday, a Mumabai man lost his life due to coronavirus. This was third death in the country due the dreaded disease. The man was 63-years-old. Health Ministry officials told PTI that number of infections in the country has touched 126.</p>

										<content:encoded><![CDATA[<p>Yes Bank said on Monday that it will resume full banking services from 6:00 pm on Wednesday. In a Twitter post, the private sector lender said: &#8220;Visit any of our 1,132 branches from Mar 19, 2020, post commencement of banking hours to experience our suite of services.&#8221; The development comes as a group of lenders led by the country&#8217;s largest bank, State Bank of India (SBI), committed to pick stake in Yes Bank as part of a government-backed rescue plan for the troubled private sector lender.</p>
<p>&#8220;You will also be able to access all our digital services &amp; platforms,&#8221; Yes Bank said on Monday.</p>
<p>Yes Bank customers had been facing a tough time in accessing internet banking, using payment via UPI and withdrawing from ATMs after the RBI&#8217;s sudden announcement to curb withdrawals led to a scramble to withdraw money.</p>
<p>Earlier this month, the RBI placed Yes Bank under a moratorium till April 3 following deterioration in the bank&#8217;s financial position, and took control of its board. The central bank restricted withdrawals from Yes Bank accounts at Rs 50,000 with few exceptions.</p>
<p>On Friday, the Union Cabinet approved a reconstruction scheme for Yes Bank, as proposed by the RBI.</p>
<p>As part of the RBI-backed rescue plan for the troubled private sector lender, SBI will pick up to 49 per cent in Yes Bank. Yes Bank&#8217;s authorised share capital will be revised upwards from Rs 1,100 crore to Rs 6,200 crore.</p>
<p>Besides SBI, several banks and financial institutions including ICICI Bank, Axis Bank and HDFC have committed to pick stakes in Yes Bank.</p>
