He cited his development schemes like giving LPG cylinders to the poor and health insurance scheme to assert that it has never mattered to his government whether people go to temple or mosque.

“The citizenship law or the NRC have nothing to do with Indian Muslims. They have nothing to worry,” he said, accusing the Congress, its allies and “urban naxals” of spreading the rumour that Muslims will be sent to detention centres.

The citizenship law, he added, has in fact nothing to do Indian citizens.

In a clear justification of having a nationwide National Register of Citizens, he said infiltrators never “reveal” themselves unlike refugees who never “hide” their identities.

Rahman announced his resignation soon after the bill passed in parliament and termed it to be “communal” and “against the basic feature of the Constitution”.

He has sent his resignation letter to Chairman Maharashtra Human Rights Commission. The IPS officer had on October 2019 applied for a Voluntary Retirement Scheme (VRS) but his application was not accepted by the Ministry of Home Affairs (MHA). He had then challenged the decision in court and the matter is still pending.

“In northeastern states, we will try to address the issues raised by them about the law. We repeat our commitment to preserving the language, culture, and social identity rights of northeastern states. There are provisions to preserve these rights. The contentious Citizenship (Amendment) bill seeks to grant Indian citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan escaping religious persecution there. The BJP has issued a three-line whip to all its lawmakers to be present in Parliament from Monday to Wednesday.

“All BJP members in Lok Sabha are hereby informed that some very important Legislative Business will be taken up for discussion and passing in the Lok Sabha from Monday, the 9th December 2019 to Wednesday, the 11th December 2019. All members of the BJP in Lok Sabha are therefore, requested to be positively present in the House and support the government,” the letter reads.

The Bill has triggered widespread protests in northeastern states with a large section of people and organisations opposing the Bill, saying it will nullify the provisions of the Assam Accord of 1985, which fixed March 24, 1971, as the cut-off date for deportation of all illegal immigrants irrespective of religion.

Apart from this, on Monday, Amit Shah is slated to move the Arms Amendment Bill 2019, and External Affairs Minister S Jaishankar will move the Anti Maritime Piracy Bill, 2019, among others.
