<p>Banjara Hills police registered a case against BI Marketing and Services Pvt. Ltd. and its directors Samuel Sangeeth, Abhishek Moses and James Raymond Moses on charges of cheating Daiki Axis India Pvt. Ltd. by supplying under capacity Sewage Treatment Plant (STP) and collecting excess amount.</p>
<p>One of the customers of Daiki placed an order with BI Marketing for 5KLD STP. “BI Marketing deceived this customer by supplying under-capacity STP after changing the nameplate of Sewage Treatment Plant from 3,000 litres per day (3KLD) to 5,000 litres per day (5KLD) and collected the price of 5 KLD STP from instead of 3 KLD STP,” police said, quoting the complaint copy lodged by Kailash Chandra Pandey of Daiki.</p>
<p>Due to the supply of an under-capacity plant, the customer faced overflow after installation of STP and negative observations from local pollution control board officials and requested Daiki to upgrade/ rectify/ replace the plant.</p>

<p>Minister for Road Transport &amp; Highways and Micro, Small and Medium Enterprises, Shri Nitin Gadkari announced simplification of process for registration of Micro, Small and Medium Enterprises. Addressing a webinar of SMEStreet GameChangers Forum this evening, Shri Gadkari said that now only PAN and Aadhaar will be required for registration of MSMEs.</p>
<h1>The Minister added that after getting registered, the MSME unit will be getting priority and finance. He said that there is a need to impart training to small units in fields of entrepreneurship and other related aspects. He assured full support of the MSME Ministry, and also expressed hope that banks and NBFCs will also provide full support to small businesses.</h1>
<h1>Emphasizing the importance of MSMEs, the Minister said that the MSMEs contribute significantly in the economic and social development of the country by fostering entrepreneurship and generating large employment opportunities. He said that with an objective of making India a global economic powerhouse, vision of MSME aims towards building a supporting ecosystem for MSMEs to enhance their contribution towards five trillion dollar economy. He said that in order to boost the economic activities of MSMEs, the Government has announced a special incentive package ‘Aatmanirbhar Bharat Abhiyan’ of 20 lakh crore rupees.</h1>
<p>meanwhile Senior officials of the Ministry of Finance, Government of India, will hold an interactive meeting on the 22<sup>nd</sup> of June, 2021, between 11:00 AM to 01:00 PM with Infosys (the vendor and its team) on issues/glitches in the recently launched e-filing portal of the Income Tax Department. Other stakeholders including members from ICAI, auditors, consultants and taxpayers will also be a part of the interaction. The new portal has been fraught with several technical glitches/issues leading to taxpayer inconvenience. Written representations on the problems/difficulties faced in the portal have also been invited from the stakeholders. Representatives from Infosys team will be present to answer queries, clarify issues and receive inputs on the working of the portal, to remove glitches and sort out issues faced by the taxpayers.</p>

										<content:encoded><![CDATA[<p>Scientists have developed two new drugs to both prevent the COVID-19 infection, and also treat people who have been exposed to the novel coronavirus so that they do not develop severe disease.</p>
<p>The peptide-based drugs developed by researchers at QIMR Berghofer Medical Research Institute in Australia are being tested in hamsters at France&#8217;s pre-clinical and clinical research facility, IDMIT.</p>
<p>Early promising results, published in the journal Nature Cell Discovery, show the drugs are not toxic, and have few side effects.</p>
<p>The drugs are also stable and can be stored at room temperature, which would make them easy to distribute, the researchers said.</p>
<p>They target how human cells respond to the SARS-CoV-2 virus, instead of the virus itself.</p>
<p>The first peptide-based drug would be given before exposure to the virus and help boost the efficacy of vaccines, while the second drug would stop the spread of the virus in already infected cells.</p>
<p>The discovery of the peptide-based drugs was made possible after the researchers uncovered a previously unknown mode of entry that SARS-CoV-2, the virus that causes COVID-19, exploits to invade cells and cause COVID-19 disease.</p>
<p>Laboratory tests show the first peptide-based drug reduces infection by cloaking the ACE2 receptor protein on human cells.</p>
<p>The SARS-CoV-2 spike protein uses the ACE2 receptor to bind to and invade cells.</p>
<p>The virus then latches onto the cloaking peptides, which they mistake for human cells, preventing infection.</p>
<p>The lab tests have also shown that if the virus finds its way into cells, the second peptide-drug can block how the virus hijacks the host cell and replicates, according to the researchers.</p>
<p>It also boosts the immune system&#8217;s ability to recognise the virus, they said.</p>
<p>Senior researcher and Professor, Sudha Rao, said the team was able to develop the drugs after discovering that some people have a chemical tag which acts like a padlock on the ACE2 receptor.</p>
<p>&#8220;The tag can either keep the receptor locked or open &#8212; controlling infection. This means people who have the &#8216;padlock-like&#8217; tag on their ACE2 receptors will be less susceptible to SARS-CoV-2 and those without the tag are more vulnerable to infection,&#8221; Rao said.</p>
<p>&#8220;Our drugs stop the tag from being removed and also protect the untagged ACE2 receptors from being infected,&#8221; she explained.</p>
<p>The researchers also found that if the virus invaded the cells it would unlock the tag from the inside, allowing more efficient virus replication.</p>

<p>The Reserve Bank of India (RBI) has asked HDFC to temporarily stop all launches of its upcoming digital business-generating activities and sourcing of new credit card customers after outage at its data center which impacted operations last month.</p>

<p>“RBI has issued an order dated December 2, 2020, to HDFC Bank Ltd with regard to certain incidents of outages in the internet banking/ mobile banking/ payment utilities of the bank over the past two years, including the recent outages in the bank’s internet banking and payment system on November 21, 2020, due to a power failure in the primary data centre,” HDFC Bank said in a regulatory filing.</p>
<p>HDFC Bank said the RBI order “has advised the bank to temporarily stop all launches of the digital business-generating activities planned under its program Digital 2.0 and other proposed business generating IT applications and sourcing of new credit card customers”.</p>
<p>In addition, the order has directed the bank board to examine the lapses and fixes accountability, HDFC Bank added.</p>

<p>The lender said the above measures shall be considered for lifting upon satisfactory compliance with the major critical observations as identified by the RBI.</p>
<p>HDFC Bank said “over the last two years, it has taken several measures to fortify its IT systems and will continue to work swiftly to close out the balance and would continue to engage with the regulator in this regard.</p>
<p>“The bank has been taking conscious, concrete steps to remedy the recent outages on its digital banking channels and assures its customers that it expects the current supervisory actions will have no impact on its existing credit cards, digital banking channels and existing operations. The bank believes that these measures will not materially impact its overall business,” it added</p>

<p>Central Council of Indian Medicine (CCIM), the statutory body that regulates the Indian Medical systems of Ayurveda, Siddha, Sowa-Rigpa and Unani Medicine issued a notification to streamline some of the provisions of the regulations concerning Post Graduate Ayurveda Education by adding clarity and definition to the same.</p>
<p>It has come to the notice of the Ministry of AYUSH that some mis-reported and incorrectly interpreted versions of the above notification have surfaced in some media platforms, leading to mis-information about the nature and purpose of the said notification. To lay to rest the apprehensions arising out of such incorrect interpretations, the Ministry is now issuing the following clarifications answering the questions that have been raised in this matter:</p>

<ol>
<li><strong> What does the notification called the Indian Medicine Central Council (Post Graduate Ayurveda Education) Amendment Regulations, 2020 deal with?</strong></li>
</ol>
<p>The notification relates to the Shalya and Shalakya streams of Post Graduate Education in Ayurveda. The notification specifies (in clearer terms than the earlier notification on the subject)a total of 58 surgical procedures that PG scholars of these streams (cumulatively) need to be practically trained inso as to enable them to independently perform the said activities after completion of their PG Degree. The notification is specific to these specified surgical procedures and does not allow Shalya and Shalakya Post Graduates to take up any other types of surgery.</p>

<ol start="2">
<li><strong> Does the said notification signify a policy shift in the matter of practice of surgical procedures by practitioners of Ayurveda?</strong></li>
</ol>
<p>No, this notification is a clarification of the relevant provisions in the previously existing regulations of 2016. Since beginning, Shalya and Shalakya are independent Departments in Ayurveda colleges, performing such surgical procedures. While the notification of 2016 stipulated that the students shall undergo training of investigative procedures, techniques and surgical performance of procedures and management in the respective specialty, the details of these techniques, procedures and surgical performance were laid down in the syllabus of respective PG courses issued by CCIM, and not the regulation <em>per se</em>. The present clarification was issued in over-all public interest by CCIM by bringing the said details into the regulation. Hence this does not signify any policy shift.</p>

<li><strong> Why is there a controversy around the use of modern terminology in the said notification?</strong></li>
</ol>
<p>The Ministry has not received any comments or objections about the use of modern terminology in the said notification, and is hence not aware of any such controversy.</p>
<p>It is, however, clarified that all scientific advances including standardized terminologies are inheritances of the entire mankind. No individual or group has monopoly over these terminologies. The modern terminologies in the field of medicine, are not modern from a temporal perspective, but are derived substantially from ancient languages like Greek, Latin and even Sanskrit, and later languages like Arabic. Evolution of terminologies is a dynamic and inclusive process. Modern medical terms and terminology facilitates effective communication and correspondence not just among physicians, but also to other stake-holders including the public. In the instant notification, modern terms are adopted as per requirement to ensure that the same is understood widely in the medical profession, in the stake-holding disciplines like the medico-legal, health IT etc., as well as by the members of the public.</p>

<li><strong> Does the use of modern terminology in the said notification amount to “mixing” of Ayurveda with Conventional (Modern) Medicine?</strong></li>
</ol>
<p>Not at all. The purpose of all modern scientific terminology is to facilitate effective communication and correspondence among the different stake-holders. The stake-holders of the instant notification include not just the Ayurveda practitioners but also professionals of other stake-holding disciplines like the medico-legal, health IT, insurance etc., as well as the members of the public. Hence the use of modern terminology was required. The question of “mixing” of Ayurveda with Conventional (Modern) Medicine does not arise here as CCIM is deeply committed to maintaining the authenticity of Indian systems of medicine, and is against any such “mixing”.</p>

										<content:encoded><![CDATA[<p>n pursuance of ‘Make in India’ policy of the Government of India, Ministry of Shipping has reviewed the ROFR (Right of First Refusal) licensing conditions for chartering of vessels/Ships through tender process for all types of requirements.</p>
<p>To promote the demand of the ships built in India, priority in chartering of vessels is given to vessels built in India, flagged in India and owned by Indians under the amendments in the guidelines of ROFR(Right of First Refusal).</p>
<p>Now it has been decided that for any kind of charter of a vessel undertaken through a tender process, the Right of First Refusal (RoFR) would be exerted in the following manner:</p>
<ol>
<li>Indian built, Indian flagged and Indian owned</li>
<li>Foreign built, Indian flagged and Indian owned</li>
</ol>
<ul>
<li>Indian built, foreign flagged and foreign owned</li>
</ul>
<p>Provided that:</p>
<ol>
<li>All vessels flying the flag of India (i.e. registered in India) up to the date of issue of new circular by the Director General of Shipping shall be deemed to be Indian built vessels and will fall in category (i) above and</li>
</ol>
<ol>
<li>The foreign flagged vessels permitted by DG (Shipping) under Section 406 of the Merchant Shipping Act, 1958 for chartering by an Indian citizen/company/society, who is building a ship in an Indian shipyard for registration under the Indian flag, as a temporary substitute for the Indian ship under construction, meeting the following two conditions shall be deemed to fall under Category (i) above.</li>
</ol>
<ol>
<li>25% of the contract money has been paid to the Indian shipyard</li>
<li>50% of the hull fabrication has been completed, as certified by Recognised Organisation.</li>
</ol>
<p>&nbsp;</p>
<p>The duration of licence to such chartered vessel shall be limited to the period of building of the ship, as mentioned in the shipbuilding contract.</p>
<p>It is to be noted that Ministry of Shipping has made provision for long-term subsidy for shipbuilding activities under shipbuilding financial assistance policy (2016-2026). The Ministry has already disbursed an amount of Rs 61.05 crores till date under this policy. It is an endeavour of the Government to further incentivise shipbuilding by providing additional market access and business support to ships built in India.</p>
<p>The revised guidelines will give a boost to the domestic shipbuilding and shipping industries. It will encourage the domestic shipping industry to support the domestic shipping industry.</p>
<p>Minister of State for Shipping (I/C) Shri Mansukh Mandaviya said, “Ministry of Shipping is working with a focused approach to promote shipbuilding in India as per AatmaNirbhar Bharat vision of our Hon’ble Prime Minister Shri Narendra Modi. The revision of RoFR licensing conditions is a giant step towards AatmaNirbhar Shipping. It will promote ‘Make in India’ initiatives through self-reliance and will give a strategic boost to domestic Ship building industries, contributing towards long-term economic growth of India”.</p>
