The Farmers Produce Trade and Commerce (Promotion and Facilitation) Act 2020 and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act 2020 and the Essential Commodities Amendment Act 2020 are the biggest agricultural reforms in the country so far. The reforms will provide farmers market freedom, encourage entrepreneurship, access to technology and they will transform agriculture. 

The Ministers said that Union Government is willing to give assurance on MSP and procurement. Government is willing to ensure a level playing field in transactions inside and outside the existing APMC Mandi’s, Government has said farmers can approach civil courts in disputes besides the SDM courts, Government is willing to address concerns regarding penalty for stubble burning and in the proposed electricity amendment Bill. It has also assured that farmers land will be protected under the new farm Acts.

Both the Union Ministers, Shri Tomar and Shri Goyal spoke about the various measures that the Modi government has taken since its inception to improve the lot of farmers and towards strengthening the Agriculture sector. They said the latest Acts were reforms undertaken after many rounds of consultations with stakeholders. They give the farmers freedom to sell anywhere and strengthen farmers with a protective legal framework when dealing with private companies. Agriculture Minister gave an example of a farmer from Maharashtra who got immediate payment from the trader after the grievance was successfully addressed under the new laws. They said when the Centre makes a law it is for the whole country. The Central Government is well within its Constitutional Rights while making laws on Agricultural trade. The Budgetary allocations for agriculture have seen a significant rise from 2014-2020 and this shows the commitment of the Govt. towards farmers and the rural sector. An allocation of 75,000 crore has been made for just PM Kisan initiative under which farmers get Rs 6000 per year of direct income support. Rs 1 Lakh crore Agri Infrastructure has been set up for the development of farm gate infrastructure. Neem coated urea scheme was introduced by Modi Govt. for reduced use of chemicals and improved soil health. The Modi Government announced MSP hikes based on the recommendations of the Swaminathan Commission and on the formula that farmers must get at least 1.5 times the cost of production. The Government has also ensured greater procurement and greater payment to farmers. Under the PM Kisan Maan Dhan Yojna, farmers are given pension support. Farmer Producer Organisations (FPO’s) bring farmers together and provide them with a greater say in their future. 10,000 such FPO’s are being created.

All these initiatives are aimed towards the farmer whose welfare and whose income occupies the central place in the Government’s schemes for Agriculture.

पिछले बारह दिन से दिल्ली की सीमाओं पर किसान जमे हुए है और सरकार की तरफ से बातचीत का दिखावा किया जा रहा है लेकिन सबसे बड़ा संकट हो सकता है अगर किसानों को पूरे भरोसे में नहीं लिया गया . असल में सरकार में दो तरह की धारायें चल रही है एक तरफ राजनीतिक तो दूसरी तरफ प्रशासनिक . राजनीतिक का प्रतिनिधित्व तो नरेंद्र तोमर कर रहे हैं वहीं पीयूष गोयल प्रशासनिक और उघोग जगत के लिए फायदा देख रहे हैं .  इन सबके बीच सरकार की छवि किसान विरोधी और उघोग के प्रति नरम रुख बनने वाली हो रही है .

कांग्रेस के नेता राहुल गांधी ने करीब पांच साल पहले सूट बूट की सरकार का जो नारा उछाला था उसे किसानो ने अब सरकार के ऊपर चस्पा कर दिया है जाहिर है अगर अब भी नहीं चेते तो हो सकता है कि अण्णा आंदोलन के बाद जो गुस्सा पनपा था वही फिर से आम लोगों के मन में घर कर सकता है . लोग वैसे भी पहले से ही कोविड के कारण मंदी और बेरोजगारी के कारण परेशान है ऊपर से यदि लोगों को लगा कि सरकार उनकी रोटी से खिलवाड़  कर रही है तो  मुश्किलों बढ़ सकती है .

मोदी सरकार वही गलती ना करे जो कांग्रेस सरकार ने की थी कि कमरों में बंद रहे और जनता की आवाज नहीं सुनी. इस बार मोदी सरकार की मुश्किल ये भी है कि तमाम गोदी मीडिया कहलाने वाले चैनल सरकार को सच बता ही नहीं रहे बल्कि मुददे से भटकाकर कभी टुकडे गैंग तो कभी खालिस्तान का नाम देने की असफल कोशिश कर चुके हैं .सोशल मीडिया पर भी टीम भाजपा सच को आने नहीं दे रही . लेकिन जमीनी हालात कुछ और है .

असल में किसानों को इतना तो समझ में आ गया है कि इन कानून के लागू होने से उनको मिलने वाली एमएसपी खत्म हो सकती है और निजी कंपनियां उनकी जमीन छीन सकती है .ऐसे में किसान अब कुछ सुनने तैयार नहीं .ये सरकार के लिए विश्वास का संकट है अगर अब भी नहीं चेते तो खतरे की घंटी सुनाई देने लगी है .

In his concluding remarks before Rajya Sabha was adjourned sine die, eight days ahead of the schedule, Shri Naidu said while it was the right of the opposition to protest, but the question is how should it be done?

Pointing out that the floor of the august House was the most effective platform for contestation of ideas, he said that if boycott is done for a longer period, it amounts to leaving the very platform that enables members to effectively convey their ideas, besides contesting those of others.

Referring to the letter he had received from the Leader of Opposition, Shri Ghulam Nabi Azad and others urging the House not to pass the three labour codes, the Chairman said that there have been a number of precedents when the business was taken up as per schedule and bills were approved in the wake of boycott or walkout by some members. In this context, he cited the passage of Finance Bill and Appropriation Bill in 2013. Shri Naidu said that had the letter suggested the postponement of bill by stating that they would attend the House, he would have discussed the issue with the government. He said that there was no such assurance. On the other hand some of the members justified what they had done. Therefore he decided to go ahead with the bills, he said.

Observing that though the session was satisfying in terms of productivity, he said there have been some areas of concern as well. “We need to collectively ponder over these issues for making a difference in future”, he added.

The Chairman said that for the first time in this history of this august House, a notice of motion was given for the removal of the Deputy Chairman and it was rejected. He pointed out that the mandatory 14 days advance notice was not given.

Referring to the developments surrounding this unprecedented move, he said they have been deeply painful for all those who hold the stature and the dignity of this august House dear to their hearts. He appealed to the members to ensure that such unseemly behaviour was not repeated.

Though it was not the first time that some members were suspended and Bills passed when some sections of the House boycotted the proceedings, he said “I find it extremely unpalatable. This kind of a situation needs to be avoided by all means”.

Observing that he has been associated with the august House for the past 22 years, Shri Naidu said that he gets anguished whenever bills are passed in the din. “I am naturally more pained to see that happen as the Chairman of this august House. It hurts me the most when the Chair is rendered helpless by the turn of events and has to perforce take action against the members as per the Rules” the Chairman added.

The Chairman sought to remind the members that twice, in 1997 and 2012, the august House has resolved that all the members will uphold the dignity of the House by complying with the Rules and Procedures. He said that it was the responsibility of all members to ensure the smooth functioning of the House “so that we can fulfill our commitments to the people”.

Referring to the remarks of the Leader of the Opposition Shri Azad about lowering the standing of the LoP in the House, he said the Leader of the Opposition was central to the orderly functioning of the House. Shri Naidu said that he had always reached out to him for his inputs before coming to a decision on any issue concerning the functioning of the House.

Observing that the 252nd session of the Rajya Sabha was marked by several novel features induced by the outbreak of novel corona virus, he said the House had 10 sittings and functioned from six different locations including the chambers of both the Houses of Parliament and four galleries of this House, a first of its kind in the history of Rajya Sabha.

Stating that the Rajya Sabha was concluding 8 sittings ahead of the scheduled 18 sittings as the COVID-19 pandemic continues to challenge the humankind, he said “we are living in extra-ordinary times warranting several adjustments requiring us to live a new normal life”.

Giving a brief account of the session, he said during the 10 sittings, a total of 25 Bills were passed and six Bills introduced. The productivity of the House during this session has been 100.47%. The new normal of high productivity witnessed during the last three sessions has continued during this session as well. “As a result, the overall productivity of the last 4 sessions comes to a praiseworthy 96.13%”.

This high productivity for four consecutive sessions is the best during the last five years”, the Chairman added.

He said that written replies were given to a total of 1,567 unstarred Questions during the 10 sittings, while the members raised issues of urgent public importance through 92 Zero Hour and 66 Special Mentions. Besides, the members discussed important issues of the outbreak of COVID-19 pandemic, its consequences and management and the developments along the border in Ladakh.

Shri Naidu appreciated all the frontline warriors like the Doctors, Nurses, Para-medical staff, Sanitation workers, Scientists and farmers. He also expressed his gratitude to the police and armed forces for keeping the country safe.

“The Chinese Communist Party must be held accountable for the detrimental role they played in this pandemic,” said Senator Jim Inhofe, one of the sponsors of the “COVID-19 Accountability Act.”

“Their outright deception of the origin and spread of the virus cost the world valuable time and lives as it began to spread,” he said in a statement.

The legislation will give Trump 60 days to certify to Congress that China has provided a full accounting on the COVID-19 outbreak to an investigation that could be led by the United States and its allies, or a United Nations body like the World Health Organization.

Trump must also certify that China has closed its highest-risk wet markets and released Hong Kong activists arrested in post-COVID-19 crackdowns.

Without certification, Trump would be authorized under the legislation to impose sanctions like asset freezes, travel bans and visa revocations, as well as restricting Chinese businesses’ access to US bank financing and capital markets.

“China refuses to allow the international community to go into the Wuhan lab to investigate,” said Senator Lindsey Graham, another sponsor of the bill.

“They refuse to allow investigators to study how this outbreak started. I’m convinced China will never cooperate with a serious investigation unless they are made to do so.

एयरटेल और वोडाफोन-आइडिया के बढ़ी कीमतों वाले प्रीपेड प्लान 3 दिसंबर से लागू होंगे। वहीं, रिलायंस जियो ने 6 दिसंबर से कीमतें बढ़ाने की घोषणा की है।

एयरटेल ने कहा है कि उसके टैरिफ की कीमतों में 50 पैसे से लेकर 2.85 रुपये प्रतिदिन तक की बढ़ोतरी हुई है। वोडाफोन-आइडिया ने टैरिफ के दाम 42 पर्सेंट तक बढ़ाने की घोषणा की है। वहीं, जियो ने कहा है कि इसके प्लान 40 पर्सेंट तक महंगे होंगे, जिनमें दूसरी कंपनियों के मुकाबले ग्राहकों को 300 पर्सेंट ज्यादा फायदे मिलेंगे।

रिलायंस जियो ने हाल में जियो से अन्य नेटवर्क पर कॉल करने के लिए 6 पैसे प्रति मिनट IUC लगाया है। अब वोडाफोन-आइडिया और एयरटेल भी इसी रास्ते पर चलते दिख रहे हैं। दोनों कंपनियों ने अपने अनलिमिटेड कॉलिंग प्लान के साथ FUP (फेयर यूसेज पॉलिसी) पेश की है। इसके तहत अन्य नेटवर्क पर कॉल करने की लिए अब लिमिट तय कर दी गई है। तय लिमिट के बाद अन्य नेटवर्क पर कॉल करने के लिए ग्राहकों को 6 पैसे प्रति मिनट देने होंगे।

एयरटेल और वोडाफोन-आइडिया का 28 दिन की वैलिडिटी वाला सबसे सस्ता प्लान 40 पर्सेंट महंगा हो गया है। 28 दिन के लिए 100 एमबी डेटा वाला 35 रुपये का यह प्लान अब 49 रुपये का हो गया है। वहीं, 200 एमबी डेटा वाला 65 रुपये का प्लान अब 79 रुपये का हो गया है। इसकी कीमत में 21 पर्सेंट का इजाफा हुआ है।

एयरटेल के अनलिमिटेड कॉलिंग और डेटा वाले 249 रुपये (28 दिन की वैलिडिटी) और 448 रुपये (82 दिन की वैलिडिटी) वाले प्लान अब क्रमश: 298 और 598 रुपये के हो गए हैं। 598 रुपये वाले प्लान में 84 दिन की वैलिडिटी मिलेगी। 28 दिन की वैलिडिटी वाले प्लान में 1000 और 84 दिन की वैलिडिटी वाले प्लान में 3000 FUP मिनट मिलेंगे। ये मिनट खत्म होने के बाद एयरटेल से दूसरे नेटवर्क पर कॉल करने के लिए 6 पैसे प्रति मिनट चार्ज देना होगा, जबकि पहले ऐसा नहीं था।

वोडाफोन के 84 दिन की वैलिडिटी वाले पॉप्युलर अनलिमिटेड प्लान्स की कीमत 50 पर्सेंट तक बढ़ी है। 399 रुपये और 511 रुपये वाले प्लान अब 599 और 699 रुपये के हो गए हैं। हालांकि, 399 रुपये वाले प्लान में रोज 1 जीबी डेटा मिलता था, जबकि 599 में प्रतिदिन 1.5 जीबी डेटा मिलेगा। 511 रुपये वाले प्लान में रोज 2 जीबी डेटा मिलता था, जो 699 रुपये में भी मिलेगा। पहले इन दोनों प्लान्स के साथ अनलिमिटेड कॉलिंग की सुविधा मिलती थी, जबकि अब इन दोनों प्लान के साथ अन्य नेटवर्क पर कॉल के लिए 3000 एफयूपी मिनट मिलेंगे।
