										<content:encoded><![CDATA[<p>The agitated farmers sitting on Dehli borders said that  now they will intensify their protests and sit on rail tracks and stage sit-in protests at DC offices across the country. The farmers have rejected the government&#8217;s proposal and have been demanding a rollback of the controversial farm bills.</p>
<p>Meanwhile, Union Agriculture Minister Narendra Singh Tomar  requested farmers to consider Center&#8217;s proposal. He insisted that the government is ready for further discussions. &#8220;We&#8217;re ready to talk on our offer too&#8230;. No law can be entirely defective. Government is ready to discuss the provisions that may adversely affect the farmers,&#8221; he said.</p>
<p>their earlier plan of blocking Delhi-Jaipur, Delhi-Agra highway by December 12, more farmers are likely to join the protests on Friday. Police have stepped up vigil on the border areas to ensure the protesters can’t block highways.</p>
<p>Farmers’ unions have said that the protest will be intensified and a date for railway track blockade across the country will be announced soon. Several trains — either originating from or terminating at Punjab — are regularly being cancelled, diverted, short-terminated because of the ongoing protests.</p>

<p>Paddy procurement for Kharif 2020-21 is continuing smoothly in the procuring States &amp; UTs of Punjab, Haryana, Uttar Pradesh, Telangana, Uttarakhand, Tamil Nadu, Chandigarh, Jammu &amp; Kashmir, Kerala, Gujarat, Andhra Pradesh, Chattisgarh, Odisha, Madhya Pardesh, Maharashtra and Bihar with purchase of over 362.31 LMTs of paddy up to 09.12.2020 against the last year corresponding purchase of 298.79 LMT showing an increase of 21.25 % over last year. Out of the total purchase of 362.31 LMT, Punjab alone has contributed 202.77 LMT which is 55.96% of total procurement.</p>

Ownership of arms by retired and serving personnel of armed forces and sportspersons remains unaffected by the Amendment. Further, Ancestral guns may be retained in a Deactivated State.<br />
7. Protection of Human Rights (Amendment) Bill, 2019 &#8211; to make the constitution of NHRC and SHRCs broader and more inclusive.<br />

										<content:encoded><![CDATA[<p><span class="mceItemHidden">Home minister <span class="hiddenSpellError">Amit</span> Shah said the Citizenship Amendment Act (CAA) would stand any legal scrutiny and that the “government is firm like rock on its implementation”. On the National Register of Citizens (<span class="hiddenSpellError">NRCNSE</span> 2.22 %), which also has been on the government’s agenda, he said no timeline has been fixed for it.</span></p>
<p>Speaking at Times Network India Economic Conclave 2019 in Mumbai on Tuesday, Shah said no Indian citizen needs to fear from the Citizenship Act or NRC. “An exercise like NRC cannot be done in secrecy. We have not decided yet and these decisions cannot be taken by me alone. They need Cabinet approvals,” the minister said.</p>
<p><span class="mceItemHidden">Shah said no minority community would be adversely affected by the implementation of the new law. The Citizenship Act and NRC are subjects under the Union list and states would have to add those, he said.</span></p>
<p><span class="mceItemHidden">Amid demands by opposition parties for the withdrawal of the law, Shah said: “There is no going back on the Citizenship Act; the government is firm like rock on its implementation.” The home minister said no action was being taken against students protesting against the Act.</span></p>
<p><span class="mceItemHidden">However, action <span class="hiddenGrammarError">is being taken</span> against those engaging in vandalism and arson during protests, he added. He said the opposition <span class="hiddenGrammarError">was engaged</span> in a false campaign over the Citizenship Act.</span></p>
<p><span class="mceItemHidden">There are more than 400 universities in the country but protests <span class="hiddenGrammarError">are being witnessed</span> only at Jawaharlal Nehru University, Lucknow University, <span class="hiddenSpellError">Jamia</span> <span class="hiddenSpellError">Millia</span> and Aligarh Muslim University, he said. “There is nothing anti-minority in the Act; the law only seeks to offer Indian citizenship to persecuted non-Muslim refugees from Pakistan, Bangladesh and Afghanistan,” he added.</span></p>

										<content:encoded><![CDATA[<p><span class="mceItemHidden">The Citizenship (Amendment) Bill (CAB), received the assent of President Ram Nath <span class="hiddenSpellError">Kovind</span> turning it into an act. the Act comes into effect with its publication in the official gazette.</span></p>
<p><span class="mceItemHidden">According to the Act, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014 and facing religious persecution there will not be treated as illegal immigrants but given Indian citizenship.</span></p>
<p>The President&#8217;s assent comes even as protests in the northeastern states, particularly Assam, intensified on Thursday as violent mobs torched buildings and clashed with police, leading to the death of two people in police firing. Several others have also been wounded.</p>
<p><span class="mceItemHidden">Meanwhile The US has urged India to protect the rights of its religious minorities in keeping with its Constitution and democratic values as it continues to watch the developments in various Indian states related to the contentious Citizenship (Amendment) Bill.</span></p>
<p><span class="mceItemHidden">&#8220;We are closely following developments about the Citizenship Amendment Bill. Respect for religious freedom and equal treatment under the law are fundamental principles of our two democracies,&#8221; a State Department spokesperson said on Thursday.</span></p>
<p>&#8220;The US urges India to protect the rights of its religious minorities in keeping with India&#8217;s Constitution and democratic values,&#8221; the spokesperson said.</p>
<p><span class="mceItemHidden">Mobile internet services <span class="hiddenGrammarError">have been suspended</span> across Meghalaya for the next 48 hours, officials said in the wake of the passage of the Citizenship Amendment Bill in Parliament. <span class="hiddenSpellError">CVD</span> <span class="hiddenSpellError">Diengdoh</span>, additional secretary to <span class="hiddenGrammarError">the government of</span> Meghalaya (home police) department on Thursday said that mobile Internet and messaging <span class="hiddenGrammarError">were suspended</span> for 48 hours from 5 pm on Thursday in entire Meghalaya to prevent a potential threat to public safety through SMS, <span class="hiddenSpellError">WhatsApp</span>, Facebook, Twitter and YouTube.</span></p>

										<content:encoded><![CDATA[<p>Prime Minister Narendra Modi on Thursday assured Assamese people that their rights would be unhinged while appealing for calm in the state.</p>
<p>Taking to microblogging site Twitter, PM Modi said, &#8220;I want to assure my brothers and sisters of Assam that they have nothing to worry after the passing of CAB.&#8221; PM Modi said, &#8220;No one can take away your rights, unique identity and beautiful culture. It will continue to flourish and grow.&#8221;</p>
<p>The PM further said that the central government and he was &#8220;totally committed to constitutionally safeguard the political, linguistic, cultural and land rights of the Assamese people as per the spirit of Clause 6.&#8221;</p>
<p>The Citizenship Amendment Bill was passed in Rajya Sabha on Wednesday with 125 votes in favour and 99 against it. On Monday (December 10), the Bill was passed in Lok Sabha with a thumping majority.</p>
<p>The passing of the bill led to widespread protests in the northeastern states, especially in Assam and Tripura, despite assurances by political leaders. As the protests rage, three flights and 21 train services were cancelled keeping in mind the volatile situation in Assam.</p>
<p>Replying to a six-and-a-half-hour debate on the Bill, Union Home Minister Amit Shah said the legislation seeks to provide citizenship to persecuted minorities in the three countries and not take away citizenship of anyone. He rejected the Opposition charge that the Bill was against Muslims and said they have nothing to fear.</p>
<p>PM described the Bill’s passage as a &#8220;landmark day&#8221; for India and its ethos of compassion and brotherhood. The Bill will &#8220;alleviate sufferings of many who faced persecution for years&#8221;, he wrote on Twitter.Modi also expressed gratitude to all members of Rajya Sabha who voted in favour.</p>
<p>Cong president SONIA GANDHI said it marks a &#8220;dark day&#8221; in the constitutional history of India and is a &#8220;victory of narrow-minded and bigoted forces&#8221; over the country&#8217;s pluralism.</p>

										<content:encoded><![CDATA[<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved the proposal to make amendments in the Insolvency and Bankruptcy Code, 2016 (code), through the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2019. The amendments aim to remove certain difficulties being faced during insolvency resolution process to realise the objects of the code and to further ease doing of business.</p>
<p>Details of the Proposal:</p>
<p>The Amendment Bill seeks to amend sections 5(12), 5(15), 7, 11, 14, 16(1), 21(2), 23(1), 29A, 227, 239, 240 and insert new section 32A in the Insolvency and Bankruptcy Code, 2016 (Code).</p>
<p>Impact:</p>
<p>1. Amendments to the Code to remove bottlenecks, streamline the CIRP and protection of last mile funding will boost investment in financially distressed sectors.</p>
<p>2. Additional thresholds introduced for Financial Creditors represented by an authorized representative due to large numbers in order to prevent frivolous triggering of Corporate Insolvency Resolution Process (CIRP).</p>
<p>3. Ensuring that the substratum of the business of corporate debtor is not lost, and it can continue as a going concern by clarifying that the licenses, permits, concessions, clearances etc. cannot be terminated or suspended or not renewed during the moratorium period.</p>
<p>4. Ring-fencing corporate debtor resolved under the IBC in favour of a successful resolution applicant from criminal proceedings against offences committed by previous management/promoters.</p>

										<content:encoded><![CDATA[<p>Parliament passed the Citizenship (Amendment) Bill 2019, with Rajya Sabha passing it today. Lok Sabha passed the Bill on 9th December. While introducing the Bill in Rajya Sabha, Union Minister for Home Affairs, Shri Amit Shah said that the Citizenship (Amendment) Bill 2019, will give a new ray of hope to persons belonging to Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have migrated to India after facing persecution on the ground of religion in Pakistan, Afghanistan and Bangladesh.</p>
<p>Shri Shah reiterated that the Bill is not against any Minority in India and the rights of each Indian Citizen will be equally protected. He said that Narendra Modi government is committed to protect rights of each citizen of the country. The only religion that Modi government follows is the Constitution of India. He added, “We are not here only to run the government but to solve the genuine problems of the common man”.</p>
<p>Replying to the debate, Shri Shah said that the Bill is aimed at giving a dignified life to these people who had suffered religious persecution for decades by granting Indian Citizenship to them, if they fulfil conditions for grant of citizenship. The Home Minister said that grant of citizenship will be from the date and year of the entry into India and all the cases and legal proceedings against them would be closed, besides protecting their business and trade interests on an equal footing. Shri Shah said even if the passports and visas of these minorities had expired, they would not be treated as illegal.</p>
<p>Shri Shah said that while no where does this bill target India&#8217;s minority community, no illegal immigrants would be allowed to stay in the country at any cost. He also underlined that population of minorities in the Islamic States of Pakistan and Bangladesh had reduced considerably over the years, as they were either killed or forced to change their religion, and thus were forced to flee to India. He said that partition of India on religious lines and subsequent failure of the Nehru-Liaqat pact of 1950 in protecting the rights and dignity of the minorities in Pakistan and Bangladesh are the reasons for bringing this Bill.</p>
<p>He added, “Had this bill come 50 years ago, this situation would not have arisen. The biggest mistake in history was partition of India on religious lines. The CAB was in our manifesto and the people gave us a resounding mandate in 2019, thus it is the solemn resolve of this Government to fulfil its commitment”.</p>
<p>Responding to the questions on why only three countries were considered and why Muslims were not included in this bill, Shri Shah said that at different points of time in the past, citizenship had been given to refugees coming from countries like Uganda, Sri Lanka. Then, refugees coming from Pakistan, Bangladesh and Afghanistan were not considered. He stated that the process of awarding citizenship to refugees has been undertaken by different governments in the past on case to case basis from time to time, on reasonable qualifications to Article 14.</p>
<p>This time the case of refugees fleeing religious persecution from these three countries has been considered through this Bill, which is not unconstitutional. He also informed that more than 560 muslims from these three countries have been granted citizenship in the last 5 years. Further, he added that the previous UPA government granted citizenship to 13000 Hindus and Sikhs only but Modi government is giving citizenship rights to 6 persecuted minorities, including Hindus and Sikhs.</p>

The Bill is now set <span class="hiddenGrammarError">to be</span> tabled in Parliament for consideration and passage.the Bill could be introduced in Parliament next week.</span></p>
<p><span class="mceItemHidden">The Bill seeks to amend Citizenship Act, 1955, to grant Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after seven years of residence in India even if they do not have any document.</span></p>
<p><span class="mceItemHidden">It <span class="hiddenGrammarError">was passed by the</span> 16th <span class="hiddenSpellError">Lok</span> <span class="hiddenSpellError">Sabha</span> on January 8. However, it was not tabled in the <span class="hiddenSpellError">Rajya</span> <span class="hiddenSpellError">Sabha</span> and had later lapsed.</span></p>
<p><span class="mceItemHidden"><span class="hiddenSpellError">BJP</span> have insisted that minorities from the three countries, which include a significant number of Hindus, <span class="hiddenGrammarError">should be</span> granted Indian citizenship.</span></p>
<p><span class="mceItemHidden">The opposition has raised objection over the Bill. Many political parties, including <span class="hiddenSpellError">BJP</span> allies especially in the northeast have openly raised concerns.</span></p>
<p><span class="mceItemHidden">The All Assam Students Union (<span class="hiddenSpellError">AASU</span>) said the proposed legislation could affect the indigenous people of the northeast. The Indian National Congress, <span class="hiddenSpellError">Trinamool</span> Congress, Communist Party of India (Marxist), among others, have opposed the bill, claiming that citizenship cannot be given on the basis of religion.</span></p>
<p><span class="mceItemHidden">Union Home Minister <span class="hiddenSpellError">Amit</span> Shah had, on December 3, held discussions with representatives of students&#8217; bodies and civil society groups of Assam on the proposed legislation, according to news agency PTI. Assam Chief Minister <span class="hiddenSpellError">Sarbananda</span> <span class="hiddenSpellError">Sonowal</span> was also present at the meeting.</span></p>
