The policy encourages companies to actively participate in the state’s social and economic progress through well-directed CSR initiatives. To ensure proper implementation and rigorous monitoring, the government has established the Bihar CSR Society as the apex governing body.

The society will be chaired by the Chief Secretary of Bihar, with the Development Commissioner serving as the Vice Chairperson. The Principal Secretary (Finance) will take on the role of Member Secretary. In addition, senior officials from 22 key state departments will be integral members of the society, ensuring cross-sectoral coordination and policy alignment.

To handle operational matters, an Executive Committee will also be constituted under the chairmanship of the Principal Secretary (Finance). This committee will include senior officers—at least at the Joint Secretary level—who are part of the governing body.

As mandated under the Companies Act, any company with a net worth of ₹500 crore or more, an annual turnover of ₹1,000 crore or more, or a net profit of ₹5 crore or more is required to spend a minimum of 2% of their average net profits from the past three financial years on CSR activities.

With the launch of this structured approach, the Bihar government aims to attract significant CSR investments and channel them effectively into key priority areas such as education, healthcare, skill development, infrastructure, and women’s empowerment.
