										<content:encoded><![CDATA[<p>JDU leader NITISH KUMAR will be CM for 4th time but he will depend on BJP crutches always . now onwards he will be seen as most depended  CM in Bihar . clearly BJP emerged as most beneficial in this election .</p>
<p>With the <a href="https://indianexpress.com/about/bjp/">BJP</a> emerging as the dominant partner, the NDA pulled ahead with 125 seats against the Grand Alliance’s 110 in the 243-member Assembly.  the JD(U)’s slide to 43 seats but NDA likely to elect NITISH KUMAR as poll promise. CONG proven Kamjor kadi for Mahagathbandan in this election .</p>
<p>The RJD emerged as the single largest party winning 75 seats, one more than the BJP which won 75. Although the Left parties won 16 out of the 28 seats that they contested, the <strong>grand old party congress </strong>proved costly for the Opposition. The grand old party could only win 19 seats out of the 70 it contested.</p>
<p>the RJD CALIMED that polling officials had given in to pressure from the ruling alliance, and had not been fair in declaring the results. A delegation of RJD and Congress also approached the poll watchdog office to raise the issue of alleged voting irregularities. The Election Commission, however, refuted the charges and said that it has “never worked under anybody’s pressure” and that all officials and machinery are working sincerely for the declaration of results.</p>
<p>In his first remarks on the results even before the result was declared, Prime Minister <a href="https://indianexpress.com/about/narendra-modi">Narendra Modi</a> said the people of Bihar have given their “decisive decision for development”.</p>

										<content:encoded><![CDATA[<p><strong>बिहार चुनाव का दूसरा चरण सबसे अहम </strong></p>
<p>बिहार चुनाव के दूसरे चरण के लिए मतदान मंगलवार को होना है और यही तय कर देगा कि किसका मंगल होना है और कौन सत्ता से हट जायेगा. पीएम मोदी लगातार चुनाव की बहस को राष्ट्रीयता और आतंकवाद जैसे विषयों पर लाने की कोशिश कर रहे है लेकिन जमीन पर रोजगार और पढाई का मसला असर दिखा रहा है .</p>
<p>दूसरे चरण का मतदान बिहार की सियासी तस्वीर साफ कर देगा. इस चरण में जहां प्रबल प्रतिद्वंद्वी राजद के साथ सबसे ज्यादा 94 में से 28 सीटों पर भाजपा की सीधी भिड़ंत है, तो वहीं  2015 में राजद के साथ गठबंधन करके भाजपा से मुकाबला करने वाले जदयू को भी इस चरण में 24 सीटों पर राजद से निपटना है. रही बात कांग्रेस की तो 24 सीटों के साथ उसका भी इस चरण में भाजपा और जदयू के दिग्गजों से सीधा मुकाबला है.</p>
<p>बिहार विधानसभा के दूसरे चरण में 17 जिलों की 94 सीटों के लिए 1514 प्रत्&#x200d;याशी चुनावी मैदान में हैं. ये दूसरा चरण एनडीए  (NDA) एवं विपक्षी महागठबंधन (grand alliance), दोनों के बीच हार-जीत के खेल का यह बड़ा प्लेटफार्म साबित होने वाला है, क्योंकि पहले और दूसरे चरण को मिलाकर दो तिहाई से ज्यादा सीटों पर प्रत्याशियों की किस्मत इस चरण में तय हो जाएगी. चुनाव का तीसरा और अंतिम चरण तो बस संख्या के फर्क को घटाने-बढ़ाने की औपचारिकता भर रह जाएगी.</p>

<p>भाजपा की तुलना में दूसरे चरण में कम सीटें होने के बावजूद जदयू के सामने बड़ी चुनौती है, क्योंकि इस चरण में उसके कई शीर्ष और चर्चित नेताओं की साख दांव पर लगी है.</p>
<p>-जदयू के हथुआ में मंत्री रामसेवक सिंह की राजद के राजेश कुशवाहा से सीधी भिड़ंत है तो वहीं परसा में लालू के समधी चंद्रिका राय राजद के छोटेलाल राय के सामने मैदान में हैं.</p>
<p>-हसनपुर में राजकुमार राय पर है, जिनके सामने राजद के तेजप्रताप यादव हैं तो वहीं महनार में उमेश कुशवाहा पर राजद के टिकट पर चुनाव लड़ रहे रामा सिंह की पत्नी वीणा सिंह को परास्त करने का जिम्मा है.</p>
<p>-दरभंगा ग्रामीण में राजद से खेमा बदलकर गए जदयू के फराज फातमी से राजद के ललित यादव की टक्कर है.</p>
<p>-बांकीपुर में भाजपा के नितिन नवीन के सामने कांग्रेस के शत्रुघ्न सिन्हा के पुत्र लव सिन्हा हैं.</p>
<p>-बेगूसराय में अमिता भूषण को भाजपा के कुंदन सिंह से चुनौती मिल रही है.</p>
<p>-भागलपुर में कांग्रेस के अजित शर्मा से भाजपा के रोहित पांडेय.</p>
<p>-पटना साहिब में मंत्री एवं भाजपा नेता नंद किशोर यादव के सामने कांग्रेस के प्रवीण कुशवाहा हैं.</p>
<p>-नालंदा में मंत्री श्रवण कुमार के सामने गुंजन पटेल हैं तो वहीं कुचायकोट से बाहुबली काली पांडेय अबकी कांग्रेस के टिकट से मैदान में हैं. जदयू ने उनकेसामने अमरेंद्र पांडेय को उतारा है.</p>
<p>– एनडीए की नई सहयोगी विकासशील इंसान पार्टी (VIP) को पांच सीटों में राजद से भिडऩा है, जिसे चुनाव की अधिसूचना जारी होने के मात्र कुछ दिन पहले ही वीआइपी ने छोड़ा है.</p>
<p>-बनियापुर में पूर्व मंत्री एवं राजद प्रत्याशी राम विचार राय को वीआइपी के राजू सिंह से टक्कर है.</p>
<p>– लेफ्ट की आधी सीटें भी इसी दूसरे चरण में हैं, इसमें माकपा की तो संपूर्ण परीक्षा है. महागठबंधन में उसे चार सीटें मिली हैं. सबके सब इसी दौर में भिड़नेवाले हैं</p>

										<content:encoded><![CDATA[<p>BIHAR  1<sup>ST</sup> ROUND OF VOTING TODAY</p>
<p>Bihar started voting today for 1<sup>st</sup> round of three-phase election for 71 of the state&#8217;s 243 seats. Nitish The Election Commission has drawn up elaborate safety rules for voting in the shadow of Covid.</p>
<p>The Election Commission has issued detailed guidelines that include lowering the cap on voters for a polling booth from 1,600 to 1,000, staggering of polling hours and postal ballot facility for those aged above 80 or those infected. Electronic Voting Machines will be sanitised. Thermal scanners, hand sanitiser, soap and water will be made available for voters. The voting begins at 7 am.</p>
<p>The long campaign has been a clear indication of the increasing distance between the ruling allies &#8211; the BJP and Nitish Kumar&#8217;s Janata Dal United. There has been little overlap and barring Deputy Chief Minister Sushil Modi and Union Minister Ravi Shankar Prasad, no other BJP leader campaigned for the JDU. Posters and hoardings of neither party made any mention of the other.</p>
<p>Prime Minister Narendra Modi, in his three rallies in the state so far, made only a mention of Nitish Kumar. He had sought votes only for the NDA and made cursory references to Nitish Kumar towards the end of his speech, which had raised eyebrows.</p>
<p>The campaign also saw Tejashwi Yadav the Chief Ministerial candidate of the Rashtriya Janata Dal, the Congress and the Left parties, come of age in terms of mass appeal. His rallies have been a packed and his party said the promise of providing 10 lakh jobs at his first cabinet meet has generated much excitement among the people. The 31-year-old RJD leader crafted his campaign around issues like jobs and unemployment, unlike his father who always championed the issue of dignity of castes.</p>
<p>The pressure on the ruling allies has been visible. While the Chief Minister, known for his calm exterior, has lost his temper on several occasions, the BJP, after repeatedly mocking the 31-year-old former Deputy Chief Minister for his jobs promise, included a promise of 19 lakh jobs in its election manifesto.</p>

<li><strong><em><u>Red Alert Constituencies*:</u></em></strong> <strong>10 (36%) out of 28</strong> constituencies are Red alert constituencies. Red alert constituencies are those where 3 or more contesting candidates have declared criminal cases against themselves.</li>
<li>The <strong>directions</strong> of the<strong> Supreme Court </strong>have had<strong> no effect on the political parties in selection of candidates</strong> as they have again followed their old practice of giving <strong>tickets to around 18% candidates with criminal cases</strong>. All major parties contesting in Madhya Pradesh bye elections have given tickets to 25 % to 50% candidates who have declared criminal cases against themselves. The Supreme Court in its directions dated 13th February, 2020 had <strong>specifically instructed</strong> <strong>political parties</strong> to give<strong> <em>reasons for such selection</em></strong> and <strong><em>why other individuals without criminal antecedents could not be selected as candidates. </em></strong>As per these mandatory guidelines, the reasons for such selection has to be with reference to <strong>q<em>ualifications, achievements and merit of the candidate concerned. </em></strong><em>Therefore, such <strong>unfounded and baseless </strong></em>reasons given by <strong>political parties</strong> like popularity of the person, does good social work, cases are politically motivated etc are <strong>not sound and cogent reasons</strong> for fielding candidates with tainted backgrounds. This data clearly shows that <strong>political parties have no interest in reforming the electoral system</strong> and our democracy will continue to suffer at the hands of lawbreakers who become lawmakers.</li>

<p>Considering the prevailing unforeseen situation of public health emergency due to COVID-19 and the guidelines &amp; orders passed under the Disaster Management Act, 2005 by the competent authority, the Election Commission, on 03.04.2020 passed an Order under Article 324 of Constitution of India read with section 16 of the Representation of the People Act, 1951,and directed that the process of election to the above mentioned seats shall be initiated at a later date after reviewing the prevailing situation.</p>
<p>The Commission, after receiving inputs from CEO, Bihar, has now decided that above mentioned biennial election to the Bihar Legislative Council by members of Legislative Assembly be held on 6th July.</p>
