A recent news report in the Indian Express on August 8, 2024, detailed an incident where 500 people attempted to enter India from Bangladesh through Jalpaiguri district of West Bengal. This incursion was successfully thwarted by the Border Security Force (BSF). The BSF’s statement without giving details said: “Today afternoon, Bangladeshi nationals were observed gathering near the International Boundary in two sectors. These gatherings were prompted by fears of attacks by protesters within Bangladesh. BSF personnel, demonstrating exceptional vigilance and proactive measures, swiftly responded to these situations, ensuring the security of the border and the safety of the gathered Bangladeshi nationals.” The BSF handled the issue promptly and humanely, ensuring the safety of those involved was not compromised.

The recent political upheaval in Bangladesh, marked by the ouster of Prime Minister Sheikh Hasina Wajed and her subsequent flight to India, has plunged the country into violence and lawlessness. These events underscore the reality of living in a VUCA world—one characterized by Volatility, Uncertainty, Complexity, and Ambiguity. Understanding and preparing for such uncertain situations is crucial for managing associated risks effectively. Several important insights can be drawn from the situation in Bangladesh, particularly concerning the management of the Indo-Bangladesh border.

One of the key lessons from this turmoil is that in international relations, there are no permanent friends or enemies, only permanent interests. This is especially pertinent for India and Bangladesh, which share a 4,096-kilometre-long international border. This extensive border includes significant stretches in West Bengal, Assam, Meghalaya, Tripura, and Mizoram, making its management a complex and crucial task. It is a diverse terrain consisting of plains, rivers, hills, and jungles, with minimal natural obstacles. The densely populated border areas often see cultivation extending up to the boundary. The recent unrest in Bangladesh has led to a trickle of people fleeing into India, prompting heightened vigilance from both the BSF and state police forces.

Effective communication is crucial in managing such crises. Regular contact with the Border Guard Bangladesh (BGB), the Bangladeshi counterpart of the BSF, and news agencies on both sides is essential for ensuring accurate information flow and preventing the spread of misinformation. Monitoring social media to curb fear-mongering posts is also vital. High-level contacts between Indian and Bangladeshi officials are crucial for managing the situation diplomatically and ensuring a coordinated response.

This situation draws parallels with the 1971 refugee crisis, when over 10 million refugees fled from erstwhile East Pakistan (now Bangladesh) to India. Although the current influx is much smaller, it highlights the persistent challenges of managing such crises effectively.

The recent unrest in Bangladesh serves as a stark reminder of the VUCA world we live in. For India, managing the Indo-Bangladesh border effectively during such times is paramount. By focusing on enhanced vigilance, effective communication, social media monitoring, and diplomatic engagement, both countries can navigate these uncertain times more effectively, ensuring peace and stability along the border. By drawing on these insights, India can better prepare for and manage the complexities of border security in a VUCA world, ensuring that both national security and humanitarian considerations are balanced effectively.

बांग्लादेश वर्तमान में राजनीतिक और सामाजिक अस्थिरता का सामना कर रहा है। कभी आर्थिक क्षेत्र में तेजी से प्रगति करते हुये यह देश दुनिया को आश्चर्यचकित कर दिया था और आज हालात यह है कि यहाँ चारो ओर अराजकता का माहौल है। बांग्लादेश की प्रधानमंत्री शेख हसीना देश छोड़ कर हमारे देश पहुँच गयी हैं। हसीना ने बहुत लंबे समय तक बांग्लादेश के प्रधानमंत्री के रूप में शासन किया। उनके कार्यकाल में देश आर्थिक और सामाजिक मोर्चे पर तेजी से प्रगति किया है। उनके पिता, शेख मुजीबुर रहमान, बांग्लादेश के संस्थापक और पहले राष्ट्रपति थे। उन्हीं की मूर्तियों को वहाँ के लोग तोड़ते हुये सोशल मीडिया में तैर रहे विडियो में दिखाई दे रहे हैं।

वर्तमान संकट का तात्कालिक कारण वहां छात्रों का विरोध प्रदर्शन को समझा जा रहा है। छात्र सरकारी नौकरियों में आरक्षण का विरोध कर रहे थे। बांग्लादेश में नौकरियों में आरक्षण के खिलाफ उच्चतम न्यायालय का निर्णय देर से आया और इस बीच परिस्थितियां बेकाबू हो गईं। हालांकि बांग्ला देश के सुप्रीम कोर्ट द्वारा आरक्षण में भारी कटौती के बाद भी विरोधी संतुष्ट नहीं हुए। वे शेख हसीना का इस्तीफा चाहते थे। उन्मादी बने युवा एक मजबूत होते देश को बिखेर दिये और आर्थिक तथा सामाजिक उन्नति की गति टूट गयी। सरकार के खिलाफ वहां के लोगों के विरोध प्रदर्शन की जड़ें हसीना के, हाल ही में प्रधानमंत्री बनने से जुड़ी थीं। जब चौथी बार चुनाव हुआ तो चुनाव से पहले विपक्षी नेताओं के खिलाफ सख्त मुहिम चलाई गई और मुख्य विपक्षी दल बांग्लादेश नैशनलिस्ट पार्टी (बीएनपी) ने चुनाव का बहिष्कार कर दिया। जैसे तैसे चुनाव हुये लेकिन मतदाताओं का रुझान कम था परंतु शेख हसीना की सरकार बन गयी।

आरक्षण के खिलाफ विरोध प्रदर्शन हिंसात्मक होता गया और इसमें जुलाई से लगभग 300 लोगों की जान जा चुकी है। राजनीतिक संस्थाएं कमजोर हो चुकी हैं और आर्थिक मजबूती भी कमजोर होने लगी हैं। इन दोनों कारणों से बांग्लादेश में शेख हसीना की लोकप्रियता धीरे धीरे कम होने लगी। हसीना इस साल जनवरी में चुनाव जीतने के बाद लगातार चौथी बार प्रधानमंत्री जरूर बनीं, मगर उन्हें लेकर वहां असंतोष भी साफ दिखाई दे रहा था। ऐसा माना जा रहा है कि हसीना का रवैया तानाशाहों जैसी हो गयी थी और उनकी सरकार के आलोचकों के प्रति उनका व्यवहार सख्त था। परंतु, बांग्लादेश के तेज आर्थिक विकास के बीच इन बातों की अनदेखी हो गई।

इस आंदोलन को शेख हसीना के सभी विरोधियों और साथ ही ऐसे कट्टरपंथी संगठनों ने भी समर्थन दे दिया, जो पाकिस्तान की कठपुतली माने जाते हैं। इसके चलते आरक्षण विरोधी आंदोलन सत्ता परिवर्तन के हिंसक अभियान में बदल गया। किसी भी लोकतान्त्रिक देश के लिए यह बहुत ही शर्मनाक दिन है। हालांकि बांग्लादेश बनने के बाद वहाँ ऐसी घटनाएँ हमेशा होती रही हैं। शेख हसीना के पिता शेख मुजीबुर रहमान, जो बांग्ला देश के संस्थापक थे उनको ऐसे ही आंदोलन में जान गंवानी पड़ी और साथ ही उनके परिवार के अनेक सदस्यों को अपनी जान देकर भारी कीमत चुकानी पड़ी।

दक्षिण एशिया की दूसरी सबसे बड़ी अर्थव्यवस्था के रूप में अपनी पहचान बनाने वाला बांग्लादेश इस क्षेत्र में भारत का सबसे बड़ा व्यापारिक साझेदार है। अपने विभिन्न कार्यकालों में हसीना का भारत के प्रति दोस्ताना व्यवहार रहा है। उन्होंने इस्लामी चरमपंथियों को खत्म करने के भारत के मुहिम में सहायता की और सीमा विवाद भी सुलझाने में प्रमुख भूमिका निभाई। हसीना भारत विरोधियों को दबाने में भी अपनी भूमिका निभाती रही हैं।

ऐसा भी देखने के लिए मिला कि अमेरिका उनकी नीतियों से पहले से ही खफा था, क्योंकि हसीना मानवाधिकार और लोकतंत्र पर उसकी बात सुनने को तैयार नहीं थीं। बीजिंग और नई दिल्ली के बीच संतुलन साधने की शेख हसीना की नीति से चीन भी उनसे रुष्ट था और इसी कारण उन्हें हाल की अपनी चीन यात्रा बीच में छोड़कर लौटना पड़ा था। चीन पूरी तरह बांग्ला देश को अपने पाले में चाहता है लेकिन हसीना अपने देश के हितों को ध्यान में रखते हुये शासन कर रही थीं।

भारत-पाकिस्तान बनने के बाद पूर्वी पाकिस्तान का यह हिस्सा भारत की मदद से पाकिस्तानी हुकूमत से आजाद होकर बांग्ला देश के रूप में एक नया देश बना। बांग्लादेश में उसकी आजादी के बाद से ही भारत विरोधी ताकतें सक्रिय हैं। उनका भारत विरोधी चेहरा आरक्षण विरोधी आंदोलन के दौरान भी दिखा और यहाँ जब भी ऐसा कोई आंदोलन होता है उसमें मुख्य मुद्दा पीछे चला जाता है और भारत विरोध मुख्य मुद्दा बन जाता है। आंदोलनकारी अपने किसी भी प्रदर्शन में हिन्दू परिवारों और मंदिरों को निशाना बनाते हैं जबकि यह ठीक नहीं है। वर्तमान विरोध आरक्षण विरोधी है लेकिन जब आप इनके तौर तरीकों , नारों को देखेंगे तो यह उससे कहीं ज्यादा दिखाई देता है। इससे मुंह नहीं मोड़ा जा सकता की इस आंदोलन के पीछे पाकिस्तान और चीन का हाथ हैं।

चीन और पाकिस्तान ऐसा कभी नहीं चाहते की भारत सुकून से विकास की राह पर आगे बढ़े। उनका यह प्रयास रहता है कि भारत के पड़ोसी देशों में अस्थिरता बने और भारत का ध्यान सिर्फ उधर ही बंटा रहे। म्यांमार, श्रीलंका, मालदीव, नेपाल, बांग्ला देश की स्थिति को देखेंगे तो आपको वस्तुस्थिति स्पष्ट हो जाएगी। बेशक इन देशों में होने वाली घटनाएँ आंतरिक गतिविधियों के कारण हुईं हो लेकिन उनका समर्थन बाहर से जरूर मिलता रहा है इसलिए यह लगभग भारत के सभी पड़ोसी देशों में एक जैसे पैटर्न पर दोहराई जा रही हैं। चीन जैसा देश यह कभी नहीं चाहेगा की उसके आस-पास के देश आर्थिक रूप से मजबूत हों और विकास करें। चीन की नीति विस्तारवादी रही है और उसे बहुत बड़ा बाज़ार चाहिए। भारत, पाकिस्तान, नेपाल, बांग्ला देश, श्रीलंका, मालदीव, म्यांमार और अन्य आस-पास के देश उसके लिए बाजार हैं। यदि यह देश आर्थिक रूप से मजबूत हो रहे हैं मतलब यहाँ के उद्योग-धंधे तेजी से बढ़ रहे हैं और अपनी जरूरतों को आसानी से पूरा कर सकते हैं। यह बात चीन को आसानी से हजम नहीं हो सकती और वह हमेशा ऐसा माहौल बना कर रखना चाहेगा जिसमें यह सभी देश उलझे रहे। लेकिन भारत चीन की इस चाल को बखूबी समझता है।

शेख हसीना का सत्ता से बाहर होना भारत के लिए अच्छी खबर नहीं है, क्योंकि वह भारत से दोस्ताना व्यवहार रखती थीं। यदि सेना के प्रभुत्व वाली अंतरिम सरकार चीन के प्रभाव में काम करती है तो यह भारत के लिए और अधिक चिंता का विषय होगा।

वर्तमान में, बांग्लादेश की सेना ने अंतरिम सरकार बनाने की घोषणा की है। सेना प्रमुख, जनरल वाकर-उज-जमान, ने कहा है कि वे सभी राजनीतिक पार्टियों के सदस्यों के साथ बातचीत कर रहे हैं, लेकिन यह अभी स्पष्ट नहीं है कि अंतरिम प्रशासन की संरचना कैसी होगी। बांग्लादेश में तख्तापलट होने के बाद अब वहां के राष्ट्रपति ने पूर्व पीएम और प्रमुख विपक्षी नेता खालिदा जिया को जेल से रिहा करने का आदेश दिया है। यह अन्तरिम सरकार में शामिल होंगी या नहीं यह अभी कहा नहीं जा सकता। खालिदा जिया का भारत से दोस्ताना रवैया नहीं रहा है।

हालात अभी भी तनावपूर्ण हैं, क्योंकि कई छात्र प्रदर्शनकारी किसी भी सरकार को स्वीकार करने के लिए तैयार नहीं हैं, जिसमें उनके प्रतिनिधित्व का अभाव हो। सेना ने उम्मीद जताई है कि उनके हस्तक्षेप से स्थिति में सुधार आएगा, लेकिन स्थिति स्थिर होने में समय लग सकता है।

भारत इन सभी हलचलों पर विशेष ध्यान और सावधानी रख रहा है। देश की सुरक्षा और बांग्ला देश के हालत पर निगाह बनी हुयी है। सर्वदलीय बैठक के माध्यम से इस विषय पर गहन चर्चा भी हो रही है। बांग्ला देश हमारा पड़ोसी है और वहाँ की स्थिति से हमारे देश पर भी प्रभाव पड़ना लाज़मी है इसलिए वहाँ स्थिरता बने तथा लोकतंत्र बहाल हो इस पर ध्यान रहेगा।

बांग्लादेश की वर्तमान स्थिति भारत पर कई तरह से प्रभाव डाल सकती है। बांग्लादेश और भारत के बीच व्यापारिक संबंध काफी महत्वपूर्ण हैं। यदि बांग्लादेश की अर्थव्यवस्था स्थिर रहती है, तो भारत के साथ व्यापारिक संबंध भी मजबूत बने रहेंगे। बांग्लादेश में भारतीय कंपनियों के निवेश पर भी असर पड़ सकता है। स्थिरता और विकास निवेशकों को आकर्षित करते हैं, जबकि अस्थिरता निवेशकों में भय पैदा कर सकती है। अस्थिरता के कारण अवैध घुसपैठ की समस्या बढ़ सकती है, जिससे भारतीय सीमावर्ती क्षेत्रों में सामाजिक और आर्थिक दबाव बढ़ सकता है। अगर बांग्लादेश में सुरक्षा स्थिति खराब होती है, तो यह भारत के पूर्वी राज्यों में सुरक्षा के लिए चिंता का विषय हो सकता है।

बांग्लादेश में राजनीतिक अस्थिरता से भारत-बांग्लादेश संबंधों में तनाव आ सकता है। स्थिर सरकार दोनों देशों के बीच मजबूत कूटनीतिक संबंध बनाए रखने में मदद करती है। बांग्लादेश की स्थिति दक्षिण एशिया में क्षेत्रीय संतुलन को प्रभावित कर सकती है, जिससे भारत की क्षेत्रीय रणनीति पर असर पड़ सकता है। बांग्लादेश और भारत कई प्रमुख नदियों को साझा करते हैं। बांग्लादेश की जल प्रबंधन नीतियों का सीधा असर भारतीय राज्यों पर पड़ सकता है, विशेषकर पश्चिम बंगाल और असम पर। इन सभी पहलुओं को ध्यान में रखते हुए, बांग्लादेश की वर्तमान स्थिति का भारत पर कई तरह से प्रभाव पड़ सकता है, जो दोनों देशों के लिए महत्वपूर्ण है।

The discussions during this bilateral meeting were held on a number of ongoing bilateral issues of mutual interest including river water sharing of common rivers, sharing of flood data, addressing river pollution, conducting joint studies on sedimentation management, river bank protection works etc. Both sides finalized the text of MoU on Interim Water Sharing of Kushiyara river. Both sides also welcomed finalization of the design and location of water intake point on the Feni River to meet the drinking water needs of Sabroom town in Tripura as per the October 2019 India -Bangladesh MoU on this subject.

One of the important areas of cooperation, where India has been assisting Bangladesh, is sharing of real time flood data. India has recently extended the period of flood data sharing beyond 15th October to help Bangladesh address unforeseen flood events.

India and Bangladesh share 54 rivers, of which 7 rivers have been identified earlier for developing framework of water sharing agreements on priority. During the meeting, it has been agreed to widen this area of ongoing cooperation by including 8 more rivers for data exchange. The matter will be further discussed at the Technical Level Committee of JRC.
