										<content:encoded><![CDATA[<p>Driving change from the ground up, the <strong>eGov Foundation</strong> today announced the launch of 23 transformative 10BedICU Projects in Assam in the presence of The Hon&#8217;ble Chief Minister of Assam, Shri. Himanta Biswa Sarma, and the Hon&#8217;ble Health Minister, Shri. Keshab Mahanta. The grand inauguration took place at the GMCH Auditorium, Guwahati on 26th June 2023.</p>

<p>Under this pioneering initiative, 10BedICU wards were created in government hospitals of 23 districts across Assam, resulting in a total of 365 ICU beds across the state. In addition, three TeleICU Hubs will be established at prestigious medical institutions, including Guwahati Medical College and Hospital (GMCH), Silchar Medical College and Hospital (SMCH), and Assam Medical College and Hospital, Dibrugarh (AMCH).</p>
<p>The 10BedICU Project is a remarkable public-private partnership (PPP) between the Department of Health and Family Welfare, Assam, eGovernments Foundation, and Karuna Trust. Its primary objective is to ensure critical care services are accessible to every district, even the most remote regions of the country.</p>
<p>The funding for the 23 ICUs has been graciously provided by Vinod Khosla and HDFC Parivarthan, while the implementation of the project involves the collaborative efforts of 2 key NGOs eGovernments Foundation &amp; Karuna Trust and notable industry partners include Hamilton Medical, and Google Cloud.</p>
<p>Initially conceived as a response to the devastating second wave of COVID-19, the 10BedICU Project has grown from a relief initiative into a comprehensive system-strengthening endeavor. In the last 24 months over 200 10BedICUs have been created in the states of Karnataka, Telangana, Andhra Pradesh, Manipur, Nagaland, Sikkim, Meghalaya, and Puducherry.</p>
<p>In anticipation of this groundbreaking launch, the <strong>Honble CM of Assam, Shri. Himanta Biswa Sarma, </strong>expressed his enthusiasm, stating, &#8220;<em>This innovative initiative by 10BedICU not only has created valuable critical care infrastructure in Assam, but also through innovative use of technology connected our specialist in medical colleges to the remote ICUs through cloud technology</em>.&#8221;</p>
<p>Echoing this sentiment, the <strong>Honble Minister of Health &amp; Family Welfare, Assam, Shri. Keshab Mahanta, </strong>affirmed,<em> &#8220;The 10BedICU Project is a good initiative which will provide access to critical care facilities to our people closer to their homes. It will help reduce the burden on families.&#8221;</em></p>
<p><strong>Shri. Srikanth Nadhamuni, Chairman of the 10BedICU Project and Founder CTO Aadhaar</strong>, also shared his thoughts, stating, &#8220;<em>Through a careful design involving medical equipment, CARE software and TeleICU cloud access, we attempt to transform critical care in Assam, and make it accessible to all. We are indeed delighted to witness the launch of 10BedICUs in 23 districts and the TeleICU launch in Guwahati, Silchar and Dibrugarh &#8211; by the Honourable chief minister of Assam</em>.&#8221;</p>
<p>One of the projects most promising aspects is the Tele-ICU Hub and spoke model, where specialist doctors from medical colleges are able to provide consultations online for resource-constrained and remote locations. This innovative approach is made possible by eGovernments Foundations acclaimed CARE platform, which UN has recognized as a Digital Public Good. Built on a cloud-based, open-source patient management tool, the CARE platform revolutionizes healthcare delivery, ensuring enhanced patient care and improved outcomes.</p>
<p>The launch event on June 26, 2023, will mark a new chapter in Assams healthcare journey, as the state takes a giant stride towards providing comprehensive and technologically advanced healthcare services to all its citizens.</p>

										<content:encoded><![CDATA[<p>The Income Tax Department carried out search and survey action in the cases of renowned Doctors/Medical professionals of Assam. The search and survey actions were carried out at 29 locations in Guwahati, Nalbari and Dibrugarh in Assam. IT also conducted raid in Hydarabad to unearth tax issues .</p>
<p>The main allegations against the groups were that they had grossly understated their medical receipts both in their individual capacities and the turnovers in their hospitals/nursing homes, diagnostic centres and pharmaceutical business.</p>
<p>During the course of the search &amp; seizure operation, it has been established that the groups engage in out-of-books transactions. Many documents and cash receipt slips were found which highlight the hugely suppressed turnover in the case of medical professionals and their hospitals/clinics. The quantum of suppressed turnover detected in few cases alone appears to be upward of Rs. 50-60 crore. Further, the net profit shown in the medical/pharma business is also extremely low.</p>
<p>Total cash of approximately Rs. 7.54 crore was seized by the Department from various residential and business premises of the medical professionals and their allied business, with an amount of Rs. 1.76 crore cash seizure from a distant town of Nalbari in Assam. The cash seized was found to be unexplained in the hands of various hospitals and medical professionals. Papers of huge parcels of land/immovable assets purchased in cash were also seized. Hand written notes/diaries of investments made in immovable assets in cash of around Rs. 20 crore were also seized. The cash generated was found to be diverted in building of new hospitals, reconstruction of nursing homes and acquisition of undisclosed assets.</p>
<p>During the course of the search action, it was found that huge amount of Kachha Cash receipts and transaction were made outside the regular books of accounts, In one such case, it was  found  that  an amount  close to Rs. 20 crore was undisclosed.</p>
<p>Further, daily receipts were found to be digitally maintained in Excel/hard disk at Medical clinics that had not been recorded in the books of accounts. In the case of another assessee, the annual receipts were approximately Rs. 15-20 crore, while in the audited books, he had shown the gross receipt of around Rs.5 crore only. Hence, it is apparent that in the case of this particular assessee, suppression for each year should be around Rs.10-15 crore.</p>
<p>In all, unexplained investment/receipts/expenses exceeding Rs. 100 crore has been unearthed due to the search &amp; seizure action.</p>
<p>Further investigations are in progress</p>
<p>The Income Tax Department carried out a search and seizure action in Hydarabad based on investigation in income tax evasion using bogus sub-contractors/shell entities along with enquiries made relating to entities flagged for providing fake Input Tax credit.</p>
<p>The search was carried out on a prominent civil contractor working in Telangana, generating cash through the use of bogus sub-contracts and bogus billers. The search has been conducted on 19 premises across Hyderabad. The search has also covered a network of individuals running the racket of entry operation and generation of huge cash through fake billing.</p>
<p>Several shell entities/firms were used by the searched entry operators for layering of unaccounted money and cash withdrawals against fake bills issued wherein bogus Input Tax Credit(ITC) was passed on. Statements of such entry operators, their dummy partners/employees, the cash handlers of the beneficiaries have also been recorded, clearly validating the entire money trail.</p>

<p>In a swift and well planned operation executed by the Indian Army Intelligence Agencies at Meghalaya-Assam- Bangladesh Border, dreaded hardcore ULFA(I) leader, SS Col Drishti Rajkhowa along with four  accomplices SS Corporal Vedanta, YasinAsom, RopjyotiAsom and MithunAsom,  surrendered, with a huge quantity of arms.</p>
<p>The operation was based on confirmed inputs, which was a result of relentless pursuit over the last nine months.</p>
<p>Drishti Rajkhowa has long been in the wanted list of the ULFA insurgents responsible for their activities in lower Assam. His surrender is a major blow to the underground organisation and heralds a new dawn ushering in peace in the region. By this operation Indian Army again reaffirmed, that at all times, it remains committed in maintaining peace and normalcy in the region.</p>
<p><b>Drishti Rajkhowa</b>  alias <b>Manoj Rabha </b><sup id="cite_ref-2" class="reference"></sup>was the Commander of the 109 battalion of <a class="mw-redirect" title="ULFA" href="https://en.wikipedia.org/wiki/ULFA">ULFA</a> until 2011, the banned outlawed group of <a title="Assam" href="https://en.wikipedia.org/wiki/Assam">Assam</a>. He is said to be one of the close confidantes of the group&#8217;s C- <a title="Paresh Baruah" href="https://en.wikipedia.org/wiki/Paresh_Baruah">Paresh Baruah</a> and an <a title="Rocket-propelled grenade" href="https://en.wikipedia.org/wiki/Rocket-propelled_grenade">RPG</a> expert.<sup id="cite_ref-3" class="reference"></sup>He is also a central committee member of the group.<sup id="cite_ref-4" class="reference"></sup>In November 2011, ULFA C-in-C Paresh Baruah ranked up him as the Deputy C-in-C along with Bijay Das alias Bijay Chinese, forming new central committee after Arabinda Rajkhowa and his followers involved with Lateral talk to Indian govt .</p>

										<content:encoded><![CDATA[<p><strong>Schools to reopen in some state </strong></p>
<p>Schools will reopen in Assam, AndhraPradesh, Tamilnadu state and kendriya vidyalya  from today  seven months due to coronavirus pandemic. According to officials of Assam Education Department, only students from Classes 6th to 12th will be allowed to attend the classes under strict COVID-19 guidelines. The officials added that a Standard Operating Procedure (SOP) has been issued by the government in this regard.</p>
<p>The schools will follow an odd-even system to minimise the risk of coronavirus spread. Students in Classes 6, 8 and 12 will attend school on Monday, Wednesday and Friday while students of classes 7, 9 and 11 will attend classes on the other three days.</p>
<p>&#8220;All the students would not come into the schools at a time and they would attend the schools in different batches in morning and afternoon shift. Fixation of first batch and second batch of students would be done by the head of the institution,&#8221; the government said in a news release.</p>
<p>&#8220;The first batch of students would come at 8 a.m. and stay up to 12 noon and the second batch of students would come at 12.30 p.m. and stay up to 3.30 p.m.&#8221; it added.</p>
<p>Students from Classes 9 to 12 can start attending schools in Andhra Pradesh from today after coronavirus lockdown guidelines were eased as part of the &#8220;Unlock5&#8221; plan. The guidelines have been eased till the next update till November 30. The classes will be held for half a day every other day.</p>
<p>Assam and Rajasthan will also reopen schools today.</p>
<p>Students from Classes 6 to 8 can start going to school from November 23, while those in primary classes can go to school from December 14.</p>
<p>Schools with more than 750 students will be allowed to open once every three days and they will have to provide midday meal to those attending, Chief Minister YS Jagan Mohan Reddy had announced in a video conference on October 20.</p>

<p>As per the SOP issued by the government, the schools have been asked to follow social distancing and other precautionary measures. The guidelines issued by the Assam government also includes a staggered timetable for general colleges, engineering colleges, polytechnic institutions and IITs.</p>

										<content:encoded><![CDATA[<p>With 573 fresh cases reported in 24 hours, the total number of coronavirus positive cases in India jumped to 4100 today, according to the latest figures released by the Health Ministry. The death toll has gone up to 77 while 266 have recovered. Maharashtra (490), Tamil Nadu (485) and Delhi (445) are among the worst affected states.<br />
The Health Ministry on Saturday said that over 1,000 coronavirus cases found in 17 states have been traced to the Tablighi Jamaat congregation. The Tablighi Jamaat event, held last month in Delhi&#8217;s Nizamuddin area, has became a key source for the spread of Covid-19 in India as many of the participants travelled to various parts of the country after attending it.<br />

Globally, the total coronavirus cases surged above 1.27 million while the death toll rose near 70,000, according to the latest data from Johns Hopkins University. US with over 3 lakh cases was the worst affected country, followed by Spain with 1.31 lakh infections and Italy 1.28 lakh infections. In terms of death toll, Italy reported over 15,000 death, followed by Spain at over 12,000 and US with nearly 10,000 deaths.</p>

										<content:encoded><![CDATA[<p>Considering the difficulties faced by trade and industry in filing of returns, the government has decided to introduce several measures to ease the process. The Finance Ministry today said that now GST taxpayers can file their GSTR-3B returns in a staggered manner.</p>
<p>Presently the last date of filing GSTR-3B returns for every taxpayer is 20th of every month. From now on, the last date for filing of GSTR-3B for the taxpayers having annual turnover of Rs 5 crore and above in the previous financial year would be 20th of the month. Thus, around 8 lakh regular taxpayers would have the last date of GSTR-3B filing as 20th of every month without late fees.</p>
<p>The taxpayers having annual turnover below Rs 5 crore in previous financial year will be divided further in two categories. The tax filers from 15 States/ UTs, i.e., Chhattisgarh, Madhya Pradesh, Gujarat, Daman and Diu, Dadra and Nagar Haveli, Maharashtra, Karnataka, Goa, Lakshadweep, Kerala, Tamil Nadu, Puducherry, Andaman and Nicobar Islands, Telangana and Andhra Pradesh will now be having the last date of filing GSTR-3B returns as 22nd of the month without late fees. This category would have around 49 lakh GSTR-3B filers who would now have 22nd of every month as their last date for filing GSTR-3B returns.</p>
<p>For the remaining 46 lakh taxpayers from the 22 States/UTs of Jammu and Kashmir, Laddakh, Himachal Pradesh, Punjab, Chandigarh, Uttarakhand, Haryana, Delhi, Rajasthan, Uttar Pradesh, Bihar, Sikkim, Arunachal Pradesh, Nagaland, Manipur, Mizoram, Tripura, Meghalaya, Assam, West Bengal, Jharkhand and Odisha having annual turnover below Rs 5 crore in previous financial year will now be having last date of filing the GSTR-3B as 24th of the month without late fees.</p>
<p>The Finance Ministry said that the necessary notification in this regard would be issued later by the competent authority.</p>
<p>In a statement issues, the Ministry further said that it has also taken a note of difficulties and concerns expressed by the taxpayers regarding filing of GSTR-3B and other returns. The matter has been discussed by the GSTN with Infosys, the Managed Service Provider, which has come out with above solution to de-stress the process as a temporary but immediate measure. For further improving the performance of GSTN filing portal on permanent basis, several technological measures are being worked out with Infosys and will be in place by April 2020.</p>

										<content:encoded><![CDATA[<p>Prime Minister Narendra Modi today denied that there were any detention centres in India, and implied that the nationwide rollout of citizens&#8217; list may not be happening. He said The Congress and the &#8220;urban Naxals&#8221; were spreading rumours and brainwashing anyone unclear about it.</p>
<p>PM Modi said The Muslims of India don&#8217;t need to worry at all. The CAB and the NRC will not apply to the Muslims of the country,&#8221; PM Modi said at a mega rally at Ramlila Maidan, meant to launch the BJP&#8217;s campaign for the assembly elections in Delhi.</p>
<p>&#8220;I want to tell the 130 crore citizens of India that since my government has come to power, since 2014, there has been no discussion on NRC anywhere. Only after the Supreme Court&#8217;s order, this exercise was done for Assam,&#8221;</p>
<p>&#8220;Lies are being spread. There are leaders who told in TV interviews that NRC across India will involve such heavy expenses but I want to say why you are you wasting your mental energy in something that is not even there he added.</p>
<p>Launching a scathing attack on opposition parties like the Congress, AAP, TMC and the Left over their protests against the law, he said India had an opportunity to expose Pakistan over its discrimination against minorities but it was lost due to their politics.</p>
<p>Modi devoted a considerable part of his nearly 100-minute speech, which he started with the slogan of &#8216;vividhta me ekta, Bharat ki visheshta&#8217; (Unity in diversity is India&#8217;s speciality) , to allay concerns of Muslims and said they should look at his &#8220;track record&#8221; and not listen to &#8220;tape record&#8221; of his rivals.</p>
<p>He cited his development schemes like giving LPG cylinders to the poor and health insurance scheme to assert that it has never mattered to his government whether people go to temple or mosque.</p>
<p>&#8220;The citizenship law or the NRC have nothing to do with Indian Muslims. They have nothing to worry,&#8221; he said, accusing the Congress, its allies and &#8220;urban naxals&#8221; of spreading the rumour that Muslims will be sent to detention centres.</p>
<p>The citizenship law, he added, has in fact nothing to do Indian citizens.</p>
<p>In a clear justification of having a nationwide National Register of Citizens, he said infiltrators never &#8220;reveal&#8221; themselves unlike refugees who never &#8220;hide&#8221; their identities.</p>

										<content:encoded><![CDATA[<p><strong>One</strong> person was <strong>killed</strong> in <strong>Lucknow</strong> and <strong>two</strong> in <strong>Mangaluru</strong> as protests against the <strong>Citizenship Amendment Act</strong> turned violent in some parts of the country on Thursday, forcing administration to impose curfew and curtail internet services.</p>
<p>However, in the national and financial capitals of India, &#8220;no untoward incidents was reported&#8221;. Delhi Police PRO Mandeep Singh Randhawa said the force is closely monitoring social media and WhatsApp groups to check rumour mongering. At the August Kranti Maidan in Mumbai, there were peaceful protests during the three hours of agitation.</p>
<p>Over 2,000 police personnel at the venue did not come in the way of protesters, which earned the Mumbai Police plaudits on social media. Many protesters, before leaving, made it a point to shake hands with the policemen. Groups of youngsters were also seen singing while walking to the nearby Grant Road Railway station.</p>
<p>Amid protests against the amended Citizenship Act, BJP working president J P Nadda asserted that the law will be implemented and the National Register of Citizens will also be brought in. &#8220;Those who are opposing the citizenship law should meet them. These people have been living in India for 28-30 years but can&#8217;t admit their children in schools or buy a house as they do not have citizenship. Our rivals cannot see anything beyond their vote bank politics,&#8221; Nadda said.</p>
<p>Karnataka Chief Minister B S Yediyurappa also tried to allay fears among the Muslim community, saying that it was his government&#8217;s responsibility to protect their interest. Calling for peace, amid protests against the CAA in various parts of the state defying prohibitory orders, he accused the Congress party of being behind it and warned them of consequences.</p>
<p>West Bengal BJP president Dilip Ghosh slammed CM Mamata Banerjee, who is also the Trinamool Congress supremo, for allegedly instigating people against the central government, the BJP leader said she is frustrated as her dream of becoming the prime minister did not see the light of the day.</p>
<p>&#8220;No Indian has the urge to destroy national properties. Those who have ravaged public properties and wreaked havoc in West Bengal for last few days in support of the chief minister of the state are the enemies of the country. These lungi clad infiltrators can be only identified through the NRC,&#8221; Ghosh asserted.</p>
<p><strong>In Uttar Pradesh</strong></p>
<p>A Lucknow man was killed as violence erupted in the state capital and some other parts of Uttar Pradesh with protesters, angry over the new citizenship law, pelting stones at police and torching vehicles.</p>
<p>Mohammad Wakeel (25) suffered a firearm injury when he was passing through an old city area where the clashes took place, his family said. But police denied that this had anything to do with the protests or the police action. The scattered incidents of violence were reported from Lucknow&#8217;s old city and parts of Sambhal and Mau districts.</p>
<p>Two buses were torched, one in Lucknow and the other in Sambhal. Mobs also targeted two police posts in the state capital, setting one of them ablaze. Police resorted to lathi-charge and used tear-gas shells at several places.</p>
<p>In Mau, protesters hurled stones, triggering a large deployment of UP&#8217;s Provincial Armed Constabulary (PAC). Several Aligarh Muslim University teachers held a silent march, days after the institute witnessed violence when students protested against the new legislation that they say discriminates against Muslim. The protesters, including several women teachers, marched from the AMU Teachers&#8217; Club to the Purani Chungi Crossing.</p>
<p><strong>In Karnataka</strong></p>
<p>Two persons were killed in police firing at Mangaluru in BJP-ruled Karnataka as protests against the Citizenship Amendment Act turned violent, even as street demonstrations surged in southern cities. Police have clamped curfew in parts of Mangaluru until Friday night.</p>
<p>Police sources said protesters defying prohibitory orders attempted to lay siege to the Mangalore North police station and tried to attack police personnel, following which force was used to disperse them.</p>
<p>Two persons received bullet injuries in police firing and they later succumbed at a hospital, police confirmed. The deceased were identified as Jaleel Kudroli (49) and Nausheen (23).</p>
<p><strong>In Assam, Bengal &amp; Bihar</strong></p>
<p>Protests against contentious Citizenship (Amendment) Act continued unabated across Assam on Thursday but there was no report of any violence during the stir which was also the case in West Bengal and Meghalaya.</p>
<p>But, Bihar witnessed vandalism and arsons during the day on account of a state-wide shutdown called by Left parties to protest against new citizenship law and proposed NRC across the nation.</p>
<p>All Assam Students&#8217; Union (AASU) strongly criticising the Vice Chancellors&#8217; appeal to students not to join the stir. VCs of about 20 government and private universities in Assam, which experienced mass protests against the amended Citizenship Act and mayhem, had earlier made an appeal to students not to endanger their future but help in maintaining peace and harmony in the state.</p>
<p><strong>Delhi</strong></p>
<p>Thousands of students, activists and opposition leaders hit the streets in the national capital on Thursday defying heavy security clampdown and prohibitory orders even as authorities suspended mobile internet services and restricted traffic movement to quell the swirling agitation.</p>
<p>Opposition leaders D Raja, Sitaram Yechury, Nilotpal Basu, Brinda Karat, Ajay Maken, Sandeep Dikshit and activists Yogendra Yadav, Umar Khalid were among over 1,200 people detained from areas around Red Fort and Mandi House — the sites of the two planned demonstrations.</p>
<p>Notwithstanding the restrictions, hundreds of flag-waving students and activists converged near the historic Jantar Mantar in the afternoon to voice their anger against the contentious law after police forcefully evicted protesters from areas around Red Fort and Mandi House. Permission for holding any demonstration in the two sites was not granted.</p>
<p><strong>Maharashtra</strong></p>
<p>Thousands of protesters took to the streets of the financial capital against the Citizenship Act on Thursday, converging at the August Kranti Maidan, where Mahatma Gandhi in 1942 told the British to quit India.</p>
<p>The gathering included workers of political parties, students and a smattering of Bollywood personalities, who made out a strong case against the Act and the National Register of Citizens (NRC).</p>
<p>The protest in Mumbai was called by a slew of opposition parties like the CPI and civil society groups, but the gathering seemed to transcend all identities. Students from Assam, a few Mumbaikars hailing from Mizoram and others joined the locals in the protests that began at 4 pm and dwarfed a pro-CAA gathering organised outside the Churchgate railway station not far away. Bollywood personalities including actors Farhan Akhtar, Sushant Singh, Swara Bhaskar and film makers Rakeysh Omprakash Mehra and Saeed Mirza were also present at the Maidan.</p>

<p>Rahman announced his resignation soon after the bill passed in parliament and termed it to be &#8220;communal&#8221; and &#8220;against the basic feature of the Constitution&#8221;.</p>
<p>In a statement issued on Twitter, Rahman said, &#8220;The Citizenship Amendment Bill 2019 is against the basic feature of the Constitution. I condemn this Bill. As civil disobedience, I have decided not to continue in the service and thus not to attend office from tomorrow. I am quitting the service finally. I say sorry to those who want me to continue in the service and give justice to the deprived people.&#8221;</p>
<p>He has sent his resignation letter to Chairman Maharashtra Human Rights Commission. The IPS officer had on October 2019 applied for a Voluntary Retirement Scheme (VRS) but his application was not accepted by the Ministry of Home Affairs (MHA). He had then challenged the decision in court and the matter is still pending.</p>
