										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> On the occasion of World Environment Day, the Capacity Building Commission conducted a Samuhik Charcha focused on public leadership, sustainability, and community participation through the lens of a specific case study on pond rejuvenation and ecosystem-based groundwater recharging in Udham Singh Nagar. Led by CBC Chairperson S. Radha Chauhan, alongside Member of Administration Alka Mittal and Secretary Jagdeep Gupta, the interactive session brought together the entire CBC team to deliberate on critical issues such as sustaining community behavioral changes and deriving actionable governance lessons for public servants. Participants emphasized that lasting environmental stewardship occurs when local leadership, civic institutions, and communities coordinate collective actions, concluding that resource conservation must become a foundational lens for future policy implementation and everyday administrative decision-making.</p>

By leveraging the initial success within the Central Government, the Capacity Building Commission is establishing a robust ecosystem of digital learning and localized workshops. This strategy ensures that the core tenets of Mission Karmayogi—empathy, accountability, and efficiency—are not lost in translation as the initiative decentralizes. The rollout is meticulously designed to adapt to regional languages and specific administrative challenges, making the concept of *&#8221;seva bhaav&#8221;* practically applicable for a local revenue officer in a rural district just as it is for a high-ranking bureaucrat in a state capital.</p>
<p>To sustain this momentum across States, UTs, and PSUs, the CBC is introducing a data-driven monitoring framework to evaluate the long-term impact of these behavioral interventions. This involves continuous feedback loops from the public, peer-to-peer assessment modules, and regular refresher courses for the newly minted master trainers. By shifting the bureaucratic paradigm from a rule-bound mindset to a role-based, citizen-first approach, the expanded Jan Seva programme aims to create a highly responsive public delivery system. Ultimately, this nationwide scaling will transform the day-to-day interactions between the government and its citizens, turning the milestone of 10 lakh trained officials into a catalyst for a completely reimagined civil service culture.</p>

										<content:encoded><![CDATA[<p><strong>INDORE.</strong> The DAKSH (Development of Aspiration, Knowledge, Succession &amp; Harmony) 2.1 programme was launched as a year-long leadership development initiative aimed at preparing public sector executives for a complex global environment. The inaugural session saw participation from key experts including  Shri Atul Sobti , DG , SCOPE ,  Ms Alka Mittal, Vineet Hemrajani, Ranjeet Nambudri, Manish Popli, and Himanshu Rai, along with representatives from Egon Zehnder, Indian Institute of Management Indore, Capacity Building Commission, and Standing Conference of Public Enterprises.</p>
<p>Designed to go beyond conventional training, DAKSH 2.1 focuses on building transformational leadership skills such as agility, empathy-driven decision-making, and succession planning. The programme aims to develop leaders as “architects of transformation” who can drive India’s economic future, with 72 executives expected to undergo an intensive six-day foundation phase followed by a 12-month development journey.</p>
