										<content:encoded><![CDATA[<p>Defence Research &amp; Development Organisation (DRDO) conducted two successful launches of Vertical Launch Short Range Surface to Air Missile (VL-SRSAM).</p>
<p>The launches were carried out today from a static vertical launcher from Integrated Test Range (ITR), Chandipur off the coast of Odisha. Indigenously designed and developed by DRDO for Indian Navy, VL-SRSAM is meant for neutralizing various aerial threats at close ranges including sea-skimming targets. The current launches were carried out for demonstration of vertical launch capability as part of its maiden launch campaign. On both occasions, the missiles intercepted the simulated targets with pinpoint accuracy. The missiles were tested for minimum and maximum range. VL-SRSAM with Weapon Control System (WCS) were deployed during the trials.</p>
<p>The launches were monitored by senior scientists from various DRDO labs involved in the design and development of the system such as DRDL, RCI, Hyderabad and R&amp;D Engineers, Pune.</p>
<p>During the test launches, flight path and vehicle performance parameters were monitored using flight data, captured by various Range instruments such as Radar, EOTS and Telemetry systems deployed by ITR, Chandipur.</p>
<p>The present trials have proved the effectiveness of the weapon system and few more trials will be conducted shortly before deployment on Indian Naval ships. Once deployed, the VL-SRSAM system will prove to be a force multiplier for the Indian Navy.</p>
<p>Raksha Mantri Shri Rajnath Singh congratulated DRDO on the successful trials. Dr G Satheesh Reddy, Secretary DD R&amp;D &amp; Chairman DRDO congratulated the teams involved in successful flight test of VL-SRSAM Missile System.</p>

										<content:encoded><![CDATA[<p>Raksha Mantri Rajnath Singh in his address, said that Aero India 2021 isintended to showcase India’s intent to be among the top countries in defence and aerospace industries citing the example of the Light Combat Aircraft (LCA) that has been successfully operationalised and inducted into the Indian Air Force (IAF) with state-of-the-art weaponry. Shri Rajnath Singh said that the superior performance of this aircraft has impressed aviation experts around the world.</p>
<p>He was addressing The Chiefs of Air Staff Conclave began at Aero India 2021 at Air Force Station, Yelahanka  .Chiefs of Air Staff (CAS) of more than 24 countries are attending the conclave physically and 16 virtually. The theme of the two-day event is “Leveraging Aerospace Power for Security and Stability”.</p>
<p>Raksha Mantri said that the LCA Mk-1A will be indigenously designed, developed and manufactured and would bolster the “Make in India”initiative of the nation. He added that close to 500 indigenous design and production agencies are involved in the manufacture of the LCA. Speaking of the success stories of the indigenous defence industry he applauded the Defence Research and Development Organisation (DRDO) for testing 12 missile types spanning the spectrum of ranges and purposes in a matter of one and a half months.</p>
<p>Shri Rajnath Singh added that the IAF has launched a major indigenisation drive for sustenance of all aircraft fleets and maintenance aspects and expressed belief that this will prove to be the growth engine for Indian’s domestic aerospace manufacturing capability.</p>
<p>Raksha Mantri said that the country has reached an inflection point in domestic defence manufacturing and the trajectory from here on would only be upwards.He expressed the intention of the country to cooperate with defence partners in these niche technologies with focus on knowledge sharing and co-production.</p>
<p>Shri Rajnath Singh assured that India can take on the role of being the net security provider in the region adding that air power has and would continue to play a critical role in maintaining regional stability and peace in the region. Recalling Prime Minister Shri Narendra Modi’s historic keynote address at ShangriLa Dialogue-2018, Shri Rajnath Singh said that the Prime Minister had articulated the key role of India’s Armed Forces in building partnerships in the Indo-Pacific region for peace and security, as well as humanitarian assistance and disaster relief.</p>
<p>Raksha Mantri further said that India’s unique disposition in the Indian Ocean Region complimented by a potent airlift capability of IAF enables it to contribute significantly in Humanitarian Aid and Disaster Relief (HADR) missions.He pointed out that in the last five years itself India has tackled roughly about 100 contingencies during which more than 6,000 sorties have been flown evacuating over 44,000 persons in distress. He said India had been regularly conducting exercises to deepen HADR cooperation and coordination with neighbours with focus on sharing expertise and assisting capability building.</p>
<p>Earlier in his opening remarks, Chief of Air Staff Air Chief Marshal RKS Bhadauria pointed out that amid the COVID-19 pandemic, rising mistrust and geopolitical tensions have reinforced the need for mature and balanced cooperation at the international level. In this backdrop, there is a need to strengthen mutual understanding and existing security frameworks based on the principles of cooperation, collaboration and co-existence, he stressed, recalling that the IAF has built bridges of friendship through numerous bilateral and multilateral exercises with a large number of nations who share common values and interest in maintaining peace and stability. He said conclaves such as the current one, provide an opportunity to discuss current and emerging security challenges and enhance cooperation among the air forces.</p>
<p>Referring to the changing nature of warfare Chief of Air Staff said that advent of new technology and cross linking of physical, digital and cognitive domains have complicated the art of fighting. The understanding of national boundaries has shifted beyond classical definitions, he said. He added that low cost and easy availability of technology to state or non-state actors have made them more lethal and capable of generating disproportionate effects. He said that the IAF was closely observing these developments and was working on capabilities in the unmanned and optionally manned platforms, manned unmanned teaming and anti-drone technology.He highlighted the growing criticality of space-based technologies for modern warfare and the importance of software capabilities in the digital great game.  Chief of Defence Staff General Bipin Rawat was also present in the Conclave.</p>

										<content:encoded><![CDATA[<p>In view of the situation arising out of the COVID-19 pandemic, the Government of India had taken a series of steps to curtail the inward and outward movement of international passengers since February, 2020.</p>
<p>The Government has now decided to make a graded relaxation in visa and travel restrictions for more categories of foreign nationals and Indian nationals who wish to enter or leave India.  Therefore, it has been decided to permit all OCI and PIO card holders and all other foreign nationals intending to visit India for any purpose, except on a Tourist Visa to enter by air or water routes through authorized airports and seaport immigration check posts.  This includes flights operated under Vande Bharat Mission, Air Transport Bubble arrangements or by any non scheduled commercial flights as allowed by the Ministry of Civil Aviation. All such travelers will, however have to strictly adhere to the guidelines of the Ministry of Health and Family Welfare regarding quarantine and other health/COVID-19 matters.</p>
<p>Under this graded relaxation, Government of India has also decided to restore with immediate effect all existing visas (except electronic visa, Tourist Visa and Medical Visa).  If the validity of such visas has expired, fresh visas of appropriate categories can be obtained from Indian Mission/Posts concerned.  Foreign nationals intending to visit India for medical treatment can apply for a Medical Visa including for their medical attendants. Therefore, this decision will enable foreign nationals to come to India for various purposes such as business, conferences, employment, studies, research, medical purposes etc.</p>
<p>Meanwhile India trend of steadily decreasing active cases continues unabated.  The Active Cases have been sustained below 10% of the total cases for the last three days suggesting only 1 in 10 cases are active COVID19 patients across the country.</p>
<p>Presently the active cases comprise merely <strong>9.29% </strong>of the total positive cases of the country standing at <strong>7,15,812.</strong></p>
<p>Registering another milestone, the daily Positivity Rate has also been maintained to less than 5% over the past three days indicating that the spread of infection is being effectively contained through focussed strategies and actions of the Centre and the States/UTs. Today, the daily Positivity Rate is reported to be <strong>3.8%.</strong></p>
<p>The decrease in the daily positivity rate is simultaneously mapped by the falling active cases, which continue to be under 7.5L today (<strong>7,15,812</strong>).</p>
<p>The total recovered cases are close to 69 lakhs (<strong>68,74,518). </strong>The difference between active cases and recovered cases is consistently increasing and stands at<strong> 61,58,706</strong> today.</p>
<p><strong>79,415 patients </strong>have recovered and discharged in the last 24 hours whereas the new confirmed cases are <strong>55,839.</strong> The national Recovery Rate has progressed to <strong>89.20%.</strong></p>

										<content:encoded><![CDATA[<p><span class="mceItemHidden">The <span class="hiddenSpellError">Dehli</span> air quality is likely to be in the bad to a very poor group on Wednesday and is likely to worsen even further in the next two days in the Delhi and NCR region, according to <span class="hiddenSpellError">Skymet</span> Weather.</span></p>
<p>The reason behind this is a western disturbance on the western side of Himalayas which is going to impact the flow of air in Delhi-NCR regions.</p>
<p><span class="mceItemHidden">The reduced flow of air is likely to lead to an increase in the accumulation of pollutants in the region and on 21 and 22 November the situation could worsen even further.</span></p>
<p><span class="mceItemHidden">Apart from Delhi, <span class="hiddenSpellError">Noida</span>, <span class="hiddenSpellError">Gurugram</span>, <span class="hiddenSpellError">Faridabad</span>, and <span class="hiddenSpellError">Ghaziabad</span> too are going to be affected by the worsening air quality.</span><span class="mceItemHidden">The Air Quality Index (<span class="hiddenSpellError">AQI</span>) in Delhi had improved since Saturday when it was marked at 357.</span></p>
<p><span class="mceItemHidden">Meanwhile Hollywood star Leonardo DiCaprio has expressed concern over the rising levels of pollution in India&#8217;s national capital through a post on <span class="hiddenSpellError">Instagram</span>.</span></p>
<p>The 45-year-old actor also  shared a post by Extinction Rebellion, a global climate movement, on the social media site.</p>

<p><span class="mceItemHidden">The Supreme Court on Friday said in spite of Odd-Even vehicle rationing scheme, pollution has reached a severe level, and again called the Chief Secretaries of Delhi, Punjab, Haryana and <span class="hiddenSpellError">Uttar</span> Pradesh, to report on measures taken to curb air pollution particularly related to stubble burning.</span></p>
<p><span class="mceItemHidden">Meanwhile The air quality in Delhi improved much today with many areas recording Air Quality Index (<span class="hiddenSpellError">AQI</span>) in the &#8220;moderate&#8221; group and most school reopen today after two-day break. </span></p>
<p><span class="mceItemHidden">According to the Air Quality Index (<span class="hiddenSpellError">AQI</span>) data by the Central Pollution Control Board (<span class="hiddenSpellError">CPCB</span>), the major pollutants PM 2.5 was recorded at 188 and PM 10 at 174 in <span class="hiddenSpellError">Lodhi</span> Road, <span class="hiddenSpellError">Aya</span> <span class="hiddenSpellError">Nagar</span> docked at 103, <span class="hiddenSpellError">Burari</span> crossing at 183 and <span class="hiddenSpellError">CRRI</span> Mathura road recorded 192 air quality levels.</span></p>

<p><span class="mceItemHidden">At 7 am, the air quality in several areas of the Delhi and NCR, including <span class="hiddenSpellError">Pusa</span> Road (777), <span class="hiddenSpellError">Dwarka</span> Sector 8 (930), <span class="hiddenSpellError">Pragati</span> <span class="hiddenSpellError">Vihar</span> (733), Anand <span class="hiddenSpellError">Vihar</span> (535), <span class="hiddenSpellError">Noida</span> Sector 125 (665), <span class="hiddenSpellError">Noida</span> Sector 62 (538), US Embassy in <span class="hiddenSpellError">Chanakyapuri</span> (660), <span class="hiddenSpellError">Jahagirpuri</span> (610), <span class="hiddenSpellError">Narela</span> (808), <span class="hiddenSpellError">Bawana</span> (865), <span class="hiddenSpellError">Okhla</span> (722), <span class="hiddenSpellError">Satyawati</span> College in Ashok <span class="hiddenSpellError">Vihar</span> (757), Sonia <span class="hiddenSpellError">Vihar</span> (565), <span class="hiddenSpellError">Alipur</span> (644), Sri <span class="hiddenSpellError">Aurobindo</span> <span class="hiddenSpellError">Marg</span> (733), <span class="hiddenSpellError">Shaheed</span> <span class="hiddenSpellError">Sukhdev</span> College of Business in <span class="hiddenSpellError">Rohini</span> (765) and <span class="hiddenSpellError">Patparganj</span> (571) crossed the ‘severe-plus’ category.</span></p>
<p><span class="mceItemHidden">Delhi Chief Minister Arvind <span class="hiddenSpellError">Kejriwal</span> <span class="hiddenGrammarError">is scheduled</span> to discuss a press conference at noon today, a day after saying the odd-even scheme could be extended beyond November 15 “if the need arises”.</span></p>
<p>He also appealed to opposition parties, which have termed the scheme an &#8220;election stunt&#8221; of the AAP government, to shun their resistance to the scheme. &#8220;Pollution has increased drastically. All of Delhi is demanding odd-even. At such a time, the Opposition should support the people&#8217;s wish,&#8221; he said.</p>
<p><span class="mceItemHidden">&#8220;If the need arises, we will extend it (odd-even scheme),&#8221; <span class="hiddenSpellError">Kejriwal</span> said in response to media queries on whether the initiative for curbing vehicular pollution will be extended.</span></p>
<p><span class="mceItemHidden">A PIL against the car-rationing scheme is already pending in court with the Supreme Court directing the Centre, Delhi government and Central Pollution Control Board to bring on record the pollution data for the national capital for the month of October till November 14. It had also sought pollution data from October to December of the last year. The matter is scheduled to be heard on Friday.</span></p>
<p><span class="mceItemHidden"><span class="hiddenSpellError">Kejriwal</span> has blamed stubble burning in neighbouring states for repeated episodes of smog in Delhi and said it has hit Delhi&#8217;s reputation worldwide. The chief minister said Delhi&#8217;s neighbouring states, especially Haryana and Punjab, are burning crop residue disregarding strict directions from the Supreme Court.</span></p>

Air Quality Index is at 491 (severe) at Anand Vihar, as per Central Pollution Control Board (CPCB) data.</p>
<p>Delhiites woke up to a smoggy morning today as the minimum temperature settled at 18.9 degrees Celsius, four notches above the season&#8217;s average. The official forecast mainly clear skies with shallow fog in the morning and strong surface winds during day with a speed of 20-25 kmph.</p>
<p>After Delhi, all schools up to Class 12 are closed in the National Capital Region till Tuesday following spike in pollution level.</p>
<p>Deputy CM Manish Sisodia said, &#8220;I want to appeal to the people of Delhi that since there is a blanket of smog covering northern India due to stubble burning we need to look into it&#8230;.if we follow the odd even in the next few days it will help in bringing down the pollution level. We need to do this for our children and future generations.&#8221;</p>
<p>Meanwhile Congress MP Manish Tewari said, &#8220;If stubble burning is the problem then has anyone asked the farmer why does he burn stubble? The shroud that envelopes Delhi is the shroud a farmer wears on a daily basis.&#8221; He added that if people want clean air then they have to pay attention to farmers.</p>

<p><span class="mceItemHidden"> It seems that the crop residue burning in the nearby states of Punjab and Haryana are contributing to polluting the air. At around 8:30 am, the overall <span class="hiddenSpellError">AQI</span> in Delhi docked up at 309.</span></p>
<p><span class="mceItemHidden">An <span class="hiddenSpellError">AQI</span> between 0 and 50 <span class="hiddenGrammarError">is considered</span> &#8216;good&#8217;, 51 and 100 &#8216;satisfactory&#8217;, 101 and 200 &#8216;moderate&#8217;, 201 and 300 &#8216;poor&#8217;, 301 and 400 &#8216;very poor&#8217;, and 401 and 500 &#8216;severe&#8217;.</span></p>
<p><span class="mceItemHidden">Meanwhile, the Delhi government has shared an image from NASA showing large-scale stubble burning in adjoining states. Sharing the images, the Delhi government said: &#8220;The latest image from NASA shows large-scale crop residue burning in states surrounding Delhi.&#8221;</span></p>
<p>The image showed stubble burning in Punjab and Haryana, along with other areas.<span class="mceItemHidden">The Arvind <span class="hiddenSpellError">Kejriwal-led</span> <span class="hiddenSpellError">Aam</span> <span class="hiddenSpellError">Aadmi</span> Party government has blamed these stubble burning activity.</span></p>
<p><span class="mceItemHidden">From the past one week, the air quality of the national capital has seen constantly decreasing. The smog level will rise, particularly after the Diwali festival. The situation may begin to worsen during the November start as that will be peak time for burning .</span></p>
