										<content:encoded><![CDATA[<p>India&#8217;s digital payments ecosystem has transformed the way people manage money. From UPI and mobile banking to online shopping and digital wallets, electronic transactions have become a part of daily life. However, the rapid growth of digital finance has also led to a rise in cyber frauds, including phishing attacks, fake UPI requests, OTP scams, QR code frauds, SIM swapping and AI-enabled impersonation scams.</p>
<p>To strengthen consumer protection and build confidence in digital banking, the Reserve Bank of India (RBI) has introduced a revised compensation framework under the RBI (Commercial Banks-Responsible Business Conduct) Third Amendment Directions, 2026. The new rules will come into effect from January 1, 2027.</p>
<p>The central idea behind the framework is simple: genuine victims of digital fraud should not have to bear the entire financial burden of losses caused by fraudulent electronic banking transactions. Under the new rules, a bona fide victim who loses up to ₹50,000 in a digital banking fraud can receive compensation equal to 85 per cent of the net loss amount, subject to a maximum of ₹25,000. This benefit can be claimed only once during a person&#8217;s lifetime.</p>
<p>The move is significant because even relatively small frauds can seriously affect household finances. By providing partial reimbursement, the RBI aims to reduce the immediate financial impact on victims. Another important feature of the framework is the principle of zero liability where the bank is at fault. If a fraudulent transaction occurs due to negligence, security lapses or deficiencies on the part of the bank, the customer is entitled to a full reversal of the disputed amount. The framework also recognises that modern frauds often involve deception and coercion rather than direct hacking. As a result, protection extends to cases where customers are manipulated into making payments through social engineering techniques.</p>
<p>However, timely reporting is critical. To qualify for compensation, victims must report the fraud within five calendar days to both their bank and the National Cyber Crime Reporting Portal or cybercrime helpline 1930. Quick reporting increases the chances of tracing funds and preventing further misuse of stolen money.</p>
<p>The RBI has also introduced stricter timelines for complaint resolution. Banks are expected to determine liability within 45 days in domestic cases and within 60 days in cross-border cases. These timelines are intended to provide faster relief and reduce the uncertainty often faced by fraud victims.</p>
<p>A notable feature of the framework is its shared-responsibility approach. The cost of compensation will not be borne entirely by one institution. Instead, the RBI, the customer&#8217;s bank, and where applicable, the beneficiary bank will share the financial burden.</p>
<p>The new framework comes at a time when digital frauds are becoming increasingly sophisticated. While regulatory protection is important, customers must continue to remain vigilant, avoid sharing sensitive information, verify payment requests carefully, and report suspicious transactions immediately.</p>

The decision, taken in a cabinet meeting led by Chief Minister Samrat Chaudhary, aims to address the state’s low level of urbanisation and create new centres of economic growth.</p>
<p>Modelled on cities like Noida and Gurugram, these townships are envisioned as planned urban spaces with organised residential and commercial zones, wide roads, and green infrastructure. By developing satellite cities around existing urban centres, the government hopes to reduce pressure on major cities while improving living standards and attracting investment.</p>
<p>A key feature of the initiative is the adoption of a land-pooling model instead of traditional land acquisition. Landowners are expected to contribute land for development and receive a portion back in a developed form. At the same time, the government has offered an alternative: those unwilling to participate in land pooling can opt for compensation. This dual approach is intended to make landowners stakeholders while also providing flexibility.</p>
<p>The planned expansion spans multiple regions of the state. Around Patna, the proposed Pataliputra township in the Punpun belt is among the largest projects, while Hariharnathpuram near Sonpur in Saran district is expected to benefit from upcoming bridge and airport connectivity. Other townships are planned across Gayaji (Magadh), Muzaffarpur (Tirhut), Bhagalpur (Vikramshila), Saharsa (Kosi), Purnea, Munger (Anga), Sitamarhi (Sitapuram), Chhapra (Saran) and Darbhanga (Mithila), reflecting an effort to distribute urban growth beyond a few major centres.</p>
<p>The scale of the project is significant. Initial township areas are expected to range between 800 and 1,200 acres, with scope for substantial expansion over time. The proposed Pataliputra township near Patna, for instance, is planned on a much larger scale and will include infrastructure such as expressways, logistics hubs, and institutional spaces. Similar developments are planned across districts like Gaya, Muzaffarpur, Darbhanga, and Bhagalpur.</p>
<p>Connectivity and planning are central to the vision. The selected locations are expected to be within close proximity, often around 30 minutes from existing cities and linked through highways and expressways. Planning has also taken into account regional challenges such as flood risks, an important consideration in a state like Bihar. The initiative reflects a shift towards planned urbanisation in a state where city growth has often been unregulated. If implemented effectively, these townships could generate employment, improve infrastructure, and create new economic hubs.</p>
<p>However, effective implementation, coordination across departments, and timely execution will be a challenge. The temporary ban on land transactions has raised concerns among some stakeholders, while the conversion of agricultural land for urban use requires careful balancing. Ultimately, the success of Bihar’s satellite township model will depend on whether it can move beyond planning to execution. If realised as envisioned, it could reshape the state’s urban landscape and provide a much-needed boost to its economy.</p>

In a major technological leap, the India Meteorological Department (IMD) has launched Artificial Intelligence (AI)-enabled monsoon forecasting model that promise to transform how India predicts rainfall and prepares for weather-related challenges.</p>
<p>For the first time, India will receive block-level monsoon forecasts across 15 States and one Union Territory, covering nearly 3,200 administrative blocks. The move signals a transition from broad regional forecasting to hyper-local weather intelligence powered by AI, machine learning, and high-resolution meteorological modelling.</p>
<p><strong>Why Block-Level Forecasting Matters</strong></p>
<p>Until now, monsoon forecasts in India were generally issued at the State or district level. While these forecasts helped governments and agencies prepare broadly, they often failed to capture the uneven and patchy nature of rainfall distribution. In many districts, rainfall can vary dramatically between blocks and villages. A district may officially receive monsoon rains, while several villages remain dry for days. For farmers, such variations are critical. Decisions regarding sowing, irrigation, fertilizer application, and crop protection depend heavily on timely rainfall.</p>
<p>The new forecasting system addresses this long-standing gap by offering highly localized predictions. Farmers will now be able to receive forecasts tailored to their specific block rather than relying on district-wide estimates. This precision is expected to reduce uncertainty in agricultural planning and improve crop management practices.</p>
<p><strong>The Technology Behind the New System</strong></p>
<p>The forecasting system combines AI-based analysis with traditional physics-driven weather models. The framework integrates meteorological data collected by the IMD, global climate and weather prediction models, machine learning techniques, AI-based forecasting tools, and Real-time observational data from weather stations. The system generates probabilistic forecasts for up to four weeks in advance, enabling better medium-range planning. The integration of multiple forecasting approaches aims to improve both accuracy and reliability. Traditionally, forecasting relied primarily on numerical weather prediction models based on atmospheric physics. AI now enables the system to identify hidden patterns, anomalies, and localized weather behaviours from massive datasets much faster than conventional systems alone.</p>
<p><strong>Focus on Monsoon-Sensitive Regions</strong></p>
<p>The new system currently covers 15 States and one Union Territory located largely within India’s “monsoon core zone.” These are regions where agriculture is predominantly rain-fed and highly dependent on the southwest monsoon.</p>
<p>The selection is strategic. In these regions, inaccurate rainfall forecasts can directly affect crop productivity, food security, and rural livelihoods. By improving forecast precision, the IMD hopes to minimize crop losses and strengthen agricultural resilience.</p>
<p><strong>AI and the Future of Weather Forecasting</strong></p>
<p>The IMD’s initiative reflects a global trend where AI is increasingly being integrated into climate and weather sciences. Around the world, meteorological agencies are experimenting with AI models that can process enormous climate datasets, improve prediction speed, and enhance forecast precision.</p>
<p>In India, this transition is especially significant because of the country’s heavy dependence on the monsoon economy. Agriculture still supports a large rural population, and rainfall variability directly impacts inflation, food production, energy generation, and water availability. AI-enabled forecasting can potentially improve crop planning, reservoir management, flood preparedness, insurance risk assessment, climate adaptation strategies and rural advisory services. The use of AI also aligns with India’s broader push toward digital governance and technology-driven public service delivery.</p>
<p><strong>Challenges and the Road Ahead</strong></p>
<p>Despite its promise, the system will face important challenges during its initial implementation. Meteorologists have already warned that the 2026 monsoon season may experience “below normal” rainfall conditions due to the development of an El Niño event in the Pacific Ocean. Weak and irregular monsoons are generally harder to predict accurately than stable rainfall systems. Therefore, the upcoming monsoon season will effectively serve as a real-world test for the AI-based forecasting framework. Another challenge involves data infrastructure. Hyper-local forecasting requires dense observational networks and continuous real-time data collection. Many regions in India still lack sufficient weather monitoring infrastructure. Expanding the system nationwide will require substantial investments in meteorological technology, data integration, and computational resources. There is also a growing need to ensure that forecasts are translated into accessible local advisories. Technology alone cannot guarantee impact unless farmers, local administrations, and disaster management agencies can effectively use the information provided.</p>
<p>The launch of AI-enabled block-level monsoon forecasting marks a significant milestone in India’s meteorological and technological journey. By combining artificial intelligence with traditional weather science, the IMD is moving toward a more precise, localized, and actionable forecasting system. This development has the potential to reshape agricultural planning, disaster management, and climate resilience across India. At the centre of this shift stands the newly constituted Online Gaming Authority of India (OGAI), a body that signals India’s intent to move from fragmented oversight to centralised control.</p>
<p>This is not merely an administrative update. It is a structural reset. For years, India’s gaming laws revolved around the uneasy distinction between “games of skill” and “games of chance,” a legal grey zone that fuelled litigation and regulatory inconsistency. The new framework bypasses that debate altogether. It introduces a categorical prohibition on real-money gaming, regardless of whether skill or chance is involved. In doing so, the government has chosen clarity over nuance.</p>
<p>The implications are immediate and far-reaching. Platforms built on monetary stakes and winnings now face a blanket ban, along with restrictions on advertising and financial facilitation. At the same time, the law draws a deliberate contrast by legitimising esports and online social gaming. What emerges is not just regulation, but a clear policy preference: discourage financialised gaming while encouraging participation-driven digital play.</p>
<p>The creation of the Online Gaming Authority of India reflects the complexity of this task. Unlike traditional regulators, OGAI is designed as a multi-ministerial body, bringing together expertise from finance, law enforcement, media, sports, and legal affairs. Its mandate goes beyond classification. It is empowered to monitor compliance, address user grievances, and, crucially, enforce decisions through penalties and operational restrictions. In effect, India now has a specialised institution tasked with governing a rapidly evolving digital industry.</p>
<p>Yet, the regulatory approach is not uniformly restrictive. The framework attempts to remain “regulation-light” for most non-risk games. Developers of casual and social games are not required to seek mandatory registration unless certain conditions are triggered such as when the authority initiates a review, when a platform seeks esports classification, or when the government identifies specific categories for scrutiny. This calibrated approach acknowledges a key reality: overregulation could stifle one of India’s fastest-growing digital sectors.</p>
<p>Where the framework becomes particularly assertive, however, is in its use of financial enforcement. By mandating banks and payment intermediaries to verify compliance and suspend transactions linked to prohibited games, the government has effectively targeted the economic backbone of illegal gaming platforms. This move is especially significant in dealing with offshore betting apps, which have historically evaded jurisdictional controls. In digital governance, cutting off payment flows is often more effective than chasing platforms and India appears to be leaning into that logic.</p>
<p>The rules also place considerable emphasis on user protection. Mandatory safeguards such as age verification, parental controls, fair play mechanisms, and grievance redressal systems indicate a shift toward recognising gaming as not just an economic activity, but a social and psychological one. The provision for escalating complaints from the platform to the regulator and ultimately to MeitY introduces a layered accountability structure that has often been missing in digital ecosystems.</p>
<p>At the same time, the policy push toward esports is both strategic and timely. With a rapidly expanding market driven by mobile penetration, streaming platforms, and a young user base, esports represent a legitimate growth avenue. By bringing it under a formal registration system, the government is attempting to provide regulatory clarity and institutional legitimacy. The challenge will be to ensure that this oversight does not evolve into bureaucratic friction that discourages innovation or investment.</p>
<p>Despite its comprehensive design, the framework is not without challenges. Enforcement against offshore platforms remains uncertain, particularly in an era of VPN-driven access. The coexistence of central regulation with state-level gambling laws may create legal overlaps. Questions around what constitutes a “high-risk” game are likely to invite debate. And for smaller developers, even a light-touch regime may carry compliance burdens that are difficult to navigate.</p>
<p>Ultimately, India’s Online Gaming Rules are about more than gaming. They reflect a broader shift in how the state is approaching digital governance combining prohibition where harm is perceived, institutional oversight through specialised regulators, and selective flexibility to encourage innovation.</p>
<p>Whether this balance holds will depend on how the Online Gaming Authority of India exercises its authority in practice. For now, one thing is clear: India has moved beyond ambiguity. In the rapidly expanding world of digital gaming, the rules of the game have been decisively rewritten.</p>
