Stockholm, September 29, 2026 – Capgemini today announced it has been selected by the Swedish Civil Defence and Resilience Agency to help establish the Swedish Emergency Network (SWEN), Sweden’s next-generation digital communications network for mission-critical services. Capgemini will lead the integration, architecture and operational readiness of the secure 5G-based communications platform, to ensure seamless interoperability across existing systems while meeting stringent security requirements.
The Swedish Civil Defence Agency has been mandated by the Swedish Government to develop the next generation communications system for public safety, emergency response, healthcare and civil defence. Over time, SWEN will replace the current Rakel[1] network and provide the foundation for a modern, resilient and future-ready communications infrastructure.
As a global AI-powered business and technology transformation partner, Capgemini will ensure the collaboration between the Swedish Civil Defence Agency, commercial mobile network operators and other technology providers, providing the expertise and oversight needed to deliver a secure, operationally ready solution. Through the agreement, Capgemini will leverage the full breadth of its capabilities to design and validate the system architecture, coordinate interfaces, lead large-scale testing programs, and implement rigorous security controls to protect critical information assets. The collaboration spans the entire lifecycle, from establishment and migration through to a controlled transition to the agency’s own operational organization.

Once operational, SWEN is expected to be far more than a successor to the existing Rakel network. Built on modern LTE and 5G technologies and enabled by Mission Critical Services (MCX), the new platform is designed to support secure, data-rich communications, advanced positioning capabilities and seamless sharing of video and operational information in real time.
By migrating Rakel’s existing capabilities to a significantly more modernized and scalable platform, SWEN is being developed to equip Sweden’s emergency and public sector organizations with new tools for secure collaboration while creating a robust foundation for future innovation, connected services and machine-to-machine communications.
