Bengaluru, October 6, 2025: At Vigyan Bhawan, New Delhi, Prime Minister Shri Narendra Modi inaugurated and dedicated to the nation the PM-SETU (Prime Minister Skill and Employability Transformation through Upgraded ITIs) scheme, along with several other youth-focused education and skill development initiatives worth over ₹62,000 crore. Hon’ble Minister of State (Independent Charge) for Skill Development & Entrepreneurship and Minister of State for Education, Shri Jayant Chaudhary, graced the occasion.

Under the leadership of Shri Jayant Chaudhary, the Ministry of Skill Development and Entrepreneurship remains fully committed to empowering and making India’s youth self-reliant by viewing skill, labor, and technical education as the foundation of national progress. In this direction, Industrial Training Institutes (ITIs) across the country are being modernized, with the PM-SETU scheme playing a pivotal role. The PM-SETU is a Centrally Sponsored Scheme launched with an outlay of ₹60,000 crore. It aims to modernize 1,000 government ITIs across India, organized under a 200 Hub and 800 Spoke model.

At the launch event in Vigyan Bhawan, New Delhi, Hon’ble Minister Shri Jayant Chaudhary remarked, “The Directorate General of Training (DGT) operates over 14,500 ITIs. As Chaudhary Charan Singh used to say, the path to national development passes through our farms, villages, and fields — in the same way, under the leadership of the Hon’ble Prime Minister, ITIs have now been positioned as key drivers on India’s path of growth.”

He further stated, “Prime Minister Shri Narendra Modi has given a clear message to the youth — focus on your potential, skill development, and education, and make a mark in India and the world. His vision is to make India a developed nation by 2047. This vision is not just a dream but an inspiration — to decide, to plan, and to move forward with determination.

In the first phase of PM-SETU, the ITI at Bharatpur, Rajasthan, has been identified as a Hub, while ITI Dholpur, ITI Karauli, ITI Kaman, and ITI Bayana will function as Spoke Institutes.

Each Hub under PM-SETU will be linked with an average of four Spoke institutions, equipped with state-of-the-art infrastructure, modern machinery, digital learning systems, and advanced trades. The operation and management of each Hub-and-Spoke cluster will be led by an Anchor Industry Partner to ensure industry-based training and institutional reforms. The Hubs will house Innovation Centers, Training of Trainers (ToT) facilities, Production Units, and Placement Services, while the Spoke institutions will expand the reach of training programs.

Each Hub under PM-SETU will be linked with an average of four Spoke institutions, equipped with state-of-the-art infrastructure, modern machinery, digital learning systems, and advanced trades. The operation and management of each Hub-and-Spoke cluster will be led by an Anchor Industry Partner to ensure industry-based training and institutional reforms. The Hubs will house Innovation Centers, Training of Trainers (ToT) facilities, Production Units, and Placement Services, while the Spoke institutions will expand the reach of training programs. The Bhartpur ITI cluster will aim  to strengthen local skilling and employment ecosystems by leveraging the presence of regional industries and associations affiliated with CII, FICCI, and other local industrial associations.
